The meeting was called to order at 7:00 PM, by Mayor Haubert. 1. Pledge of Allegiance The pledge of allegiance was recited by the City Council and Staff. 3. Oral Communications 3.1. Recognition of Camp Parks Commander, Lt. Colonel Jennifer L. Nolan The City Council recognized outgoing Camp Parks Commander, Lt. Colonel Jennifer L. Nolan. 3.2 Public Comment Hannah Keihl provided public comment. Due to technically difficulties, Vice Mayor Goel called for a short break at 7:18 p.m. The was meeting resumed by Mayor Haubert at 7:24 p.m. Mike Grant, Dublin resident, provided public comment. Consent Calendar Item 4.12. Contract Services Agreements with HERC Rentals, Prime Time Entertainment, and Special Events Rentals for City Events, was removed from the Consent Calendar and will be heard at another regularly scheduled City Council meeting. 4.1. Approved the minutes of the June 2, 2020 Regular City Council meeting. 4.3. Adopted RESOLUTION NO. 55 – 20 APPROVING A JOINT EXERCISE OF POWERS AGREEMENT WITH CONTRA COSTA COUNTY FOR THE TASSAJARA ROAD REALIGNMENT AND WIDENING PROJECT 4.4. Received the Payment Issuance Report and Electronic Funds Transfers from May 1, 2020 - May 31, 2020 totaling $12,765,081.56. 4.5. Waived the reading and adopted ORDINANCE NO. 08 - 20 AUTHORIZING THE CITY MANAGER TO WAIVE CERTAIN ZONING ORDINANCE REQUIREMENTS AND/OR STANDARDS TO FACILITATE BUSINESS OPERATIONS AFFECTED BY COVID-19 PUBLIC HEALTH ORDERS 4.6. Adopted RESOLUTION NO. 56 - 20 APPROVING A CONSULTING SERVICES AGREEMENT BETWEEN THE CITY OF DUBLIN AND RRM DESIGN GROUP FOR PREPARATION OF CITY-WIDE MULTI- DUBLIN CITY COUNCIL MINUTES 3 REGULAR MEETING JUNE 16, 2020 FAMILY OBJECTIVE DESIGN STANDARDS AND PROTOTYPE PLANS FOR ACCESSORY DWELLING UNITS 4.7. Adopted RESOLUTION NO. 57 - 20 APPROVING AN ADDENDUM TO A MITIGATED NEGATIVE DECLARATION AND APPROVING AN UPDATE TO THE FALLON SPORTS PARK MASTER PLAN 4.8. Adopted RESOLUTION NO. 59 - 20 AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF AGREEMENT WITH THE COUNTY OF ALAMEDA REGARDING PARTICIPATION IN THE ALAMEDA COUNTY VEOCI SYSTEM 4.13. Adopted RESOLUTION NO. 60 – 20 AMENDING THE PERSONNEL SYSTEM RULES RESOLUTION NO. 61 - 20 AMENDING THE BENEFIT PLAN IN ACCORDANCE WITH PERSONNEL RULES RESOLUTION NO. 62 - 20 AMENDING THE RESOLUTION ESTABLISHING MANAGEMENT POSITIONS EXEMPT FROM COMPETITIVE SERVICE AND PRESCRIBING LEAVE BENEFITS FOR THE DESIGNATED POSITIONS 4.14. Adopted RESOLUTION NO. 63 - 20 ADOPTING AN ANNUAL UPDATE TO THE MASTER FEE SCHEDULE FOR SERVICES PROVIDED BY THE CITY DUBLIN CITY COUNCIL MINUTES 4 REGULAR MEETING JUNE 16, 2020 4.15. Adopted RESOLUTION NO. 64 - 20 APPROVING AGREEMENTS FOR ON-CALL LANDSCAPE ARCHITECT SERVICES, AGREEMENTS FOR MAINTENANCE SERVICES, AND AMENDMENTS TO AGREEMENTS FOR CONTRACTOR AND CONSULTING SERVICES 4.16. Adopted RESOLUTION NO. 65 - 20 APPROVING THE AGREEMENT WITH ALL CITY MANAGEMENT SERVICES, INC. FOR THE PROVISION OF CROSSING GUARD SERVICES FOR FISCAL YEAR 2020-21 4.17. Waived the reading and INTRODUCED the Ordinance Adding Section 2.30 to the Dublin Municipal Code, Relating to Electronic and Paperless Filing of Fair Political Practices Commission Campaign Disclosure Statements. 4.19. Adopted RESOLUTION NO. 66 - 20 AUTHORIZING EXAMINATION OF SALES AND USE TAX RECORDS RESULT: ADOPTED [UNANIMOUS] MOVED BY: David Haubert, Mayor SECOND: Melissa Hernandez, Councilmember AYES: Josey, Kumagai, Goel, Haubert, Hernandez 4.2. Agreement with Alameda County for Fiscal Year 2020-21 Additional Library Services The City Council discussed the agreement with the Alameda County Library to provide 23 hours of library services per week at the Dublin Public Library for Fiscal Year 2020 - 21, in addition to the County’s base service level of 28 hours per week. By consensus, the City Council directed Staff follow up with the Alameda County Library regarding the quarterly payment for unused services that were not provided during the COVID-19 closure. On motion of Councilmember Josey, seconded by Mayor Haubert, and by unanimous vote the City Council adopted DUBLIN CITY COUNCIL MINUTES 5 REGULAR MEETING JUNE 16, 2020 RESOLUTION NO. 67 – 20 APPROVING AN AGREEMENT WITH THE COUNTY OF ALAMEDA FOR ADDITIONAL LIBRARY SERVICES FOR FISCAL YEAR 2020-21 RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Councilmember SECOND: David Haubert, Mayor AYES: Josey, Kumagai, Goel, Haubert, Hernandez 4.10. City of Dublin Discretionary Grant Policy The City Council discussed the new Discretionary Grants Program, which is administered on an annual basis by the City Manager’s Office. By consensus, the City Council directed Staff to split the availability of funding into two timeframes; one half of the funding would be available beginning July 1, 2020, and the other half, and any remaining from the July through December period, beginning on January 1, 2021. On motion of Councilmember Josey, seconded by Mayor Haubert, and by unanimous vote the City Council adopted RESOLUTION NO. 69 - 20 APPROVING THE CITY OF DUBLIN DISCRETIONARY GRANTS PROGRAM RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Councilmember SECOND: David Haubert, Mayor AYES: Josey, Kumagai, Goel, Haubert, Hernandez 4.18. City Proclamations for the Month of June The City Council received the proclamations for the month of June: National Gun Violence Awareness Month and Juneteenth. Councilmember Kumagai read the Juneteenth proclamation into the record. DUBLIN CITY COUNCIL MINUTES 6 REGULAR MEETING JUNE 16, 2020 On motion of Councilmember Kumagai, seconded by Councilmember Josey, and by unanimous vote the City Council approved the proclamations. Public Hearing After seeking advice from the City Attorney, John Bakker, the City Council decided to discuss Item 4.9 Amendment to the Collection Service Agreement Between the City of Dublin and Amador Valley Industries, LLC, concurrently with Item 6.1 Adoption of Rates for Garbage Collection, Disposal, and Recycling Services Provided by Amador Valley Industries and Establishing the 2020-21 Annual Assessment for transparency purposes. 4.9. Sixth Amendment to the Collection Service Agreement The City Council received the presentation and provided their feedback. On motion of Councilmember Josey, seconded by Mayor Haubert, and by unanimous vote the City Council adopted RESOLUTION NO. 68 - 20 APPROVING A SIXTH AMENDMENT TO THE COLLECTION SERVICE AGREEMENT BETWEEN THE CITY OF DUBLIN AND AMADOR VALLEY INDUSTRIES, LLC RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Councilmember SECOND: David Haubert, Mayor AYES: Josey, Kumagai, Goel, Haubert, Hernandez DUBLIN CITY COUNCIL MINUTES 7 REGULAR MEETING JUNE 16, 2020 6.1. Adoption of Rates for Garbage Collection, Disposal, and Recycling Services Provided by Amador Valley Industries and Establishing the 2020-21 Annual Assessment The City Council received the presentation. Mayor Haubert opened the public hearing. No public comment was provided. Mayor Haubert closed the public hearing. On motion of Councilmember Josey, seconded by Councilmember Kumagai, and by unanimous vote the City Council adopted RESOLUTION NO. 72 - 20 AMENDING THE SCHEDULE OF SERVICE RATES FOR INTEGRATED SOLID WASTE SERVICES RESOLUTION NO. 73 - 20 APPROVING AND ESTABLISHING THE COLLECTION OF MINIMUM RESIDENTIAL GARBAGE AND RECYCLING SERVICE FEES FOR FISCAL YEAR 2020-21 RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Councilmember SECOND: Shawn Kumagai, Councilmember AYES: Josey, Kumagai, Goel, Haubert, Hernandez Mayor Haubert called for a five-minute recess at 8:47 p.m. The meeting resumed at 8:52 p.m. 6.2. At Dublin Project (PLPA-2017-00061) The City Council received the presentation, and asked Staff and the project applicant clarifying questions. DUBLIN CITY COUNCIL MINUTES 8 REGULAR MEETING JUNE 16, 2020 Mayor Haubert called for a five-minute recess at 10:35 p.m. to allow Staff to address a system-wide technical issue. The meeting resumed at 10:51 p.m. On motion of Mayor Haubert, seconded by Councilmember Kumagai, and by unanimous vote the City Council adjourned the meeting due to system-wide technical difficulties and service interruptions, and continued the meeting to June 22, 2020 at 6:00 p.m., via Zoom Video Communications.
