Adjourned Regular Meeting
An Adjourned Regular Meeting of the Dublin City Council was held on Monday, June 22,
2020, remotely via Zoom Video Communications. The meeting was called to order at 6:00
PM, by Mayor Haubert.

2. Pledge of Allegiance
The pledge of allegiance was recited by the City Council and Staff.
By consensus, the City Council agreed to hear New Business Item 5.1 General Municipal
Election - November 3, 2020 before the Public Hearing.

5.1. General Municipal Election - November 3, 2020
The City Council asked clarifying questions regarding the upcoming election.
On motion of Councilmember Josey, seconded by, Councilmember Hernandez,
and by unanimous vote, the City Council adopted

RESOLUTION NO. 70 - 20
CALLING FOR A GENERAL MUNICIPAL ELECTION TO BE HELD
IN THE CITY OF DUBLIN ON NOVEMBER 3, 2020;
REQUESTING THE ALAMEDA COUNTY BOARD OF SUPERVISORS
CONSOLIDATE THE CITY OF DUBLIN GENERAL MUNICIPAL ELECTION
WITH THE STATEWIDE GENERAL ELECTION; AND
AUTHORIZING CERTAIN PROCEDURAL MATTERS
RESOLUTION NO. 71 - 20
ADOPTING REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFICE
PERTAINING TO CANDIDATE'S STATEMENT AND THE
COSTS THEREOF FOR THE GENERAL MUNICIPAL ELECTION
TO BE CONSOLIDATED WITH THE STATEWIDE GENERAL ELECTION
TO BE HELD ON TUESDAY, NOVEMBER 3, 2020

3. Public Hearing
3.1. At Dublin Project (PLPA-2017-00061)
After concluding the Staff presentation, ending the submission of speakers slips
and beginning the questions and answer portion of the Public Hearing on June 16,
2020, the City Council asked clarifying questions of Staff and the Applicant.
Mayor Haubert called for a five-minute recess at 8:32 p.m.
The meeting resumed at 8:37 p.m.
Mayor Haubert opened the public hearing.

Mayor Haubert closed the public hearing.
The City Council discussed the proposed project and provided their feedback.
A motion was made by Councilmember Kumagai and seconded by
Councilmember Hernandez to deny the At Dublin project. Councilmember
Kumagai later withdrew his motion after further discussion.
On motion of Councilmember Hernandez, and seconded by Vice Mayor Goel, and
by a four to one roll call vote, the City Council denied the At Dublin project with
prejudice.
RESULT: MOTION PASSED AND PROJECT DENIED WITH PREJUDICE
[4-1 VOTE]

By consensus, Item 4.1 California Community Housing Agency (CalCHA) Middle-
Income Rental Housing Program, was moved to a future City Council meeting.

6. Other Business
Brief information only reports from City Council and/or Staff, including committee
reports and reports by City Council related to meetings attended at City expense
(AB1234).
Linda Smith, City Manager, asked the Mayor and Councilmembers if they would
be interested in conducting an in-person meeting on July 21, 2020, based on
feedback received previously. Due to the late hour, the City Council requested that
Staff seek their interest after the upcoming Alameda County Health Department
releases the updated order regarding COVID-19 Shelter in Place protocols.
7. Adjournment
The meeting was adjourned at 1:09 a.m. in honor of Sean Diamond, all our fallen
troops.
