Background In order to assist with the development of the Emerald Glen Park Master Plan, the City Council took the following action: 1) approved the formation of the Emerald Glen Park Task Force and appointed 39 members to the Task Force; and 2) approved a consultant services agreement with the planning and landscape architecture fIrm of David L. Gates & Associates, Inc. 1. To provide insights into community concerns. 2. To provide direction on park program and design. 3. To encourage others to participate in the workshops. 4. To sponsor the Emerald Glen Park Master Plan. To work with Staff and Task Force to clarify and prioritize Dublin's recreation needs and to identify a park facility program for Emerald Glen Park. 2. To work with Staff, Task Force and community to explore various alternative designs for Emerald Glen Park and identify a direction which best meets the range of public needs. 3. To work with Staff and Task Force to refine community input. 4. To consolidate and summarize the plan into a preliminary report for review with Staff and Task Force. There were seven meetings of the Task Force, one which was a community workshop where the public was invited to comment on the preliminary Master Plan. A summary of the topics that were discussed at each meeting follows. Presentation of design concepts Review Phase I Option Refine Master Plan Review architectural program and character of landscape components Draft Master Plan Review In addition to the Task Force Meetings and Community Workshop, the Draft Master Plan was publicly reviewed on two separate occasions by the Parks and Community Services Commission. The fIrst review by the Commission was midway through the process at which time the Commission gave conceptual approval to the preliminary Master Plan and provided input on the preferred option for Phase I development. At the May meeting of the Commission, the fInal draft Master Plan report was presented to the Commission for approval. The Commission unanimously approved the draft report. Emerald Glen Park Master Plan The Emerald Glen Park Master Plan is attached for review and approval by the City Council. The Master Plan is representative of the recommendations that the Emerald Glen Park Task Force formulated over the last six and one-half months. The purpose of the master plan is to guide the present and future development of Emerald Glen Park. The overall goals that have influenced and guided the development of the master plan are as follows: 1. To create a strong, memorable public destination, a special place that provides a memorable and inviting focus for all of the Dublin community; a "signature park". -2- 2. To provide a gathering place that will bring together people of all ages and abilities, serving the diverse needs of the entire City of Dublin. The facilities should provide opportunities for tots, parents, teens, seniors, athletes and students of all ages, and should offer a wide variety of active and passive uses, as well as places in which to participate or observe. 3. To develop facilities that maximize the recreation and leisure experience by creating a synergy that provides interests for all groups. The park should provide a variety of uses and sub-spaces to address the needs of both the organized league play and informal "pick-up" games; opportunities to appreciate the creek wildlife or host an evening concert; a place for kite flying, farmers' market, bike races, art shows, playgrounds and rose gardens. 4. To create a park setting that celebrates nature and reflects the uniqueness of the setting. The plan should incorporate the Tassajara Creek, existing vegetation, and major wind patterns into the final design. The historical agrarian references should be reflected, and landforms should be sculpted to create a pleasant respite from the surrounding development. The Emerald Glen Park Master Plan identifIes the program of elements to be included in the park. The [mal program includes: Recreation Center/Gymnasium Aquatics Center 1 - 90 Foot Diamond 4 Tennis Courts (Lighted) Play Area Skateboard Park Amphitheater Satellite Restroom Facilities Hike and Bike Trails Community Center 3 - 60 Foot Diamonds 3 - 4 Soccer Fields 2 Basketball Courts (Lighted) Lake System Terraced Garden Picnic and Meadow Areas Parking for 450 Cars Maintenance Yard The master plan also identifies a location for a future Senior Center. However, a study is currently underway of the existing Dublin Library building to determine if it could be renovated for use as a Senior Center in the event that a new Library is built at the Civic Center. If it is determined that the Senior Center should be housed in the Library building, the Emerald Glen Park Master Plan will be modified to reflect the elimination of the Senior Center. The master plan identifIes the elements of the park structure which include: 1) points of entry; 2) central visual focus; 3) links; 4) outdoor rooms and plazas; 5) personal scale places; and 6) architectural crescent. The master plan also address park circulation (vehicular, pedestrian and maintenance/service access), lighting concepts, landscape concepts and infrastructure. The park components, such as lakes, central plaza, play area, sports facilities, amphitheater, etc. are detailed in the master plan with renderings used to illustrate design concepts. As well, the architectural components of the park including the community center, aquatic center and recreation center are described in the master plan and the program elements for each of the facilities is identifIed. Finally, the Emerald Glen Park Master Plan discusses phasing for the park improvements as well as funding and cost estimates. The estimated cost for buildout of Emerald Glen Park including the Recreation Center, Community Center and Aquatics Center is $23,543,526. -3- ProDosed Phase IImDrovements The development of Emerald Glen Park will be undertaken in phases based on the availability of land and funding. To date, 19 acres have been dedicated to the City and are available for development in Phase 1. The Emerald Glen Park Task Force took a preliminary look at various options for Phase I development, however, there was not total consensus as to a preferred plan. There was strong support for basketball, tennis, skateboard and picnic, however there were differing opinions as to the number of ball fIelds or the scope of the play area. The Task Force did agree that access to the park should initially be from Gleason Road and that the park should have standard features such as restroom, parking, landscaped entry areas, perimeter trail and streetscape. Taking this input, the consultant prepared four options for Phase I development which were presented to the Parks and Community Services Commission in February. The Commission's recommendation for Phase I (which was subsequently validated by the Task Force) includes the following facilities: 1 - 90 Foot Diamond 1 Soccer (regulation) 4 Tennis Courts (Lighted) Play Area Skateboard Park Restroom Parking for 100 Cars 2 - 60 Foot Diamonds 1 Soccer (overlap with diamond) 2 Basketball Courts (Lighted) Picnic Area Plaza and Promenade Perimeter Trail Streetscape and Entries (2) The estimated cost for Phase I, including design and inspection, is $3,808,775. Financing Q/ Improvements The City Council adopted a Public Facilities Fee in March, 1996. The purpose of the Public Facilities Fee is to fInance municipal public facilities to reduce the impacts caused by future developments in the City of Dublin and in Eastern Dublin. Such facilities include the following: completion of the Civic Center office space; construction of a new library and expansion of the existing library; relocation and expansion of the existing senior center; acquisition and construction of neighborhood and community parks and community buildings (including a community theater, a community center, a recreation center and an aquatic center). At the time that the fee was developed, it was anticipated that construction of community parks could be achieved for $134,000 per acre. Since adoption, the construction cost has escalated and, in the case of Emerald Glen Park, is currently estimated at $176,969 per acre. Consequently, in order to construct the park in accordance with the Master Plan, it will be necessary to increase the Public Facility Fee related to community park improvements. Staff is presently preparing an update to the Public Facility Fee Study which was the basis for the establishment of the fee; it is anticipated that the update and recommended fee adjustments will be brought before the City Council for consideration this fall. Conclusion The Emerald Glen Park Master Plan lays the groundwork for park development by documenting the goals, priorities and design parameters which will govern the development of each phase. The environmental review of the Master Plan has found that the project is within the scope of the earlier analyses used by the City to evaluate the Eastern Dublin Specific Plan and General Plan Amendment. -4- Therefore, it is the recommendation of Staff, the Parks and Community Services Commission and the Emerald Glen Park Task Force that the City Council approve the Emerald Glen Park Master Plan and the preliminary design for Emerald Glen Park, Phase 1. Further, it is recommended that the City Council authorize Staff to negotiate an agreement for the preparation of fmal design and construction documents for Phase I; the agreement will be brought back before the Council for approval at a future meeting. It should be acknowledged that the Emerald Glen Park Master Plan could not have been accomplished without the dedication and commitment of the Emerald Glen Park Task Force members. The Task Force began with a vision for a park; a park that the community would view as a special place and make a statement about the Dublin community. The Master Plan is a reflection of that vision. -5-
