FIN.'\"'1\¡CIAL STA TEMENT:
The budget for the construction of Emerald Glen Park Phase I was approved
by the City Council on June 16, 1998. The amount budgeted was
$3,450,000. The current estimate for the construction, based on more
detailed plans and today's costs is $4.273,303.
DESCRIPTION:
The 1998-2003 Capital Improvement program includes funding for Emerald Glen Park, Phase 1. In order to
proce~d with the project, the City retained the services of David L. Gates and Associates, Inc. to prepare the
final design and construction documents for Phase 1.

BACKGROUND:
On June 16, 1998, the City Council approved the Emerald Glen Park Master Plan and Phase I Development.
The City's consultant, David L. Gates & Associates, Inc. worked with the community and with the City's task
force to develop the plan.
Since the Master Plan and Phase I development were approved, community meetings have been held to look at
the more detailed design elements of the park. A community meeting was held on the theme and materials that
should be used in the park. Additionally, several meetings have been held on the design of the Skate Park.

PHASE I IMPROVEMENTS:
Exhibit 1 is a copy of the Masterplan for the total Park, with an outline of the Phase I site plan from the EmeraJu
Glen Park Master Plan approved by the City Council on June 16, 1998. The design of Emerald Glen Park Phase I
is an evolution of the efforts of the master plan process supported by the community. The Phase I construction
wiII provide the foIIowing elements:
BaIl Fie]ds:
· One fully dedicated 60' diamond with pennanent bleachers, outfield fence and buIIpens. A windrow of
trees \\'ill protect the field from the west winds and late afternoon sun. The field is located near the Gleason
Road entry with good access from the street, trail and drop-off areas.
· One 90' diamond with bleachers and bull pens. A windrow of trees \",iII protect the field from the west

the street and drop-off areas. This field will overlap with the north end of the seasonal soccer field.
· One 60' diamond \\'ith bullpens. This field is nestled between the major pedestrian corridor, which will
provide wind protection, and the Tassajara Road landscape buffer. The field will overlap with the south end
of the seasonal soccer field.
Soccer Fields:
· One dedicated full size soccer field. V/indrows of trees will enclose the field from the east and west sides.
Ample infonnal viewer space is available for families and fans. The field is located off a major pedestri
spine with good access tram the street, trail and drop-off areas.
· One seasonal soccer field that will be full size and include kick out zones, places for infonnal viewing and
overlap with the ball fields.
Tennis Center:
· Four tennis courts will be provided with a small gathering plaza at the entry. A lighting system is included
for the courts on activity timers with limits to be set by the park regulations. The courts include perimeter
fencing and sunshade/wind fabric.
Plav Area:
· The play areas are designed to accommodate active and passive play. A water play feature is included to
encourage a unique play experience using water and fantasy. All age groups and ability levels are
encouraged and provided for in this play environment.
Basketball:
· Two basketball courts are included. These courts are partially sunken and enclosed by landscape benns and
low seatwalls. Infonnal spectator areas surround the courts. The courts are lighted and located along the
parking promenade, which 'will provide good security, drop-off and viev.ing opportunities.

Skate Park:
· The skate community has defined program elements that have been included in the program. A 13,5000
square foot facility is included with specific activity elements. In addition spectator areas surround the
facility. Located along the parking promenade provides good security, drop-off and viewing opportunities.
The facility will also be lighted with activity timers and be restricted bÿ park regulations.
Architectural Structures:
· A structure to provide restroom, concession and maintenance storage is provided in this phase. The 900
square foot building is modest but is in keeping with the character and style expressed by the community.
Durab]e and attractive materials are combined to create a functional and expressive statement for the park.
PHASE I BUDGET:
David L. Gates and Associates have prepared a preliminary cost estimate that implements the goals of the Emerald
Glen Park Master Plan design for Phase I as well as integrates comments from the community meetings. The
prelIminary cost estimate indicates that the design will be $823,303 more than what was identified in the
Masterplan. This is primarily attributable to three factors:
1. Infrastructure ImDrovements for Future Park Phases:
Additional and oversized infrastructure is required to be installed in Phase One of the Park to
accommodate the construction of future phases. This includes items such as the sizing of irrigation and
drainage lines and rough grading for transition to areas not included in this Phase. The estimate for
Phase One is more accurate than the preliminary estimate in the Masterplan as more detailed infonnation
is now kno'\\TD about the proj ect. The current construction estimate addresses related improvements that
should be constructed as part of Phase One to be the most cost effective for the total park ~~velopment.
The preliminary Masterplan estimate did not have the engineering infonnation available to-fully develop
this portion of the estimate.
Infrastructure improvements that are necessary to be constructed in Phase One, which will accommodate
future phases account for 29% or $240,000 of the $823,303 increase noted above.
2. Inflationarv Construction Costs:
The annual inflation rate and cost for construction in the market place at the time of construction needs
to be re-evaluated regularly. Since the Masterplan was adopted, there has been a significant escalation
in this area.
Inflationary construction costs have accounted for 26% or $213,600 of the $823,303 increase noted
above.

Enhanced Desi£!n Elements:

The major areas of enhanced design are the restroom, Skate park and sports facilities.
Restroom: Input from the community and staff has influenced modifications to the restroom to include a
concession space, storage space, enhanced architectural style and maintenance upgrades. The design and
styie have been tempered to reflect and optimize the budget.
Skate Park: The Masterplan included a basic facility. Input from the community workshops and Skate
Park design consultant reflects a better defined program element and complexity not realized in the base
number previously used.
Sports F acilitjes: Community interest groups and staff have defined preferred design elements in the
sports field and staging areas. This results in an increased budget.
Enhanced design elements accounts for 45% or $369,600 of the $823,303 increase noted above.
During preparation of the construction documents for the Phase I Improvements, staff and the consultant will
work to further refine the cost estimates and to detennine alternatives which may result in cost savings but do
not compromise the integrity of the design.
PARKS AND COMMUNITY SERVICES C01\1MISSION:
The Parks and Community Services Commission held a meeting on this item on October 19, 1998. The
Commission had an indepth discussion on the issues and were concerned that the budget had increased.
Although they recommended approval of the item to the City Council, they \\'anted the City Council to be aware
of their concern. Additionally, if the City Council detennined that modifications should be made to the park
design to lower the costs, the Parks and Community Services COrnp1ission would like to have the-Qpportunity to
make recommendations to the City Council on what those modifications should be.
CONCLUSION:
Following the approval of the Phase I design by the City Council, the consultant 'will proceed with the preparation
of construction documents. The present timeline anticipates that the project will be bid in winter and construction
will begin in early spring. The park improvements should be complete by September, with the exception of the
turf are aslb all fields which will be closed until spring, 2000.
RECOMMENDA TION:
It is recommended that the City Council receive a presentation from staff and consultant, deliberate and approve
the Resolution approving Final Design (Exhibit 2) and authorize the consultant, David L. Gates & Associates, to
proceed with the preparation of construction documents for Phase One of Emerald Glen Park.

APPROVING THE DESIGN FOR PHASE I OF
EMER;\LD GLEN PARK
WHEREAS, the 1998-2003 Capital Improvement program includes funding for Emerald
G]en Park, Phase I; and
WHEREAS, the City Council approved a contract with David L. Gates & Associates for
the design ofEmeraJd Glen Park Phase I; and
WHEREAS, the final design has been completed and a budget estimate has been
prepared; and
WHEREAS, the Phase I design is substantially consistent with the design approved by
the City Council in the Emerald Glen Park Master Plan.
WHEREAS, the budget estimate for the construction cost of the park is higher than what
was budgeted in the Capital Improvement Program; and
WHEREAS, the City Council understands and approves the reasons for this increase;
and
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby approves the
Final Design for Phase I of Emerald Glen Park.
BE IT FURTHER RESOLVED that the City Council hereby authorizes David L. Gates
& Associates, to proceed with the preparation of construction documents for Phase One of
Emerald Glen Park.
