MAY 18, 2021
A Regular Meeting of the Dublin City Council was held on Tuesday, May 18, 2021, in
the City Council Chamber and via Zoom Communications. The meeting was called to
order at 7:04 PM., by Mayor Hernandez.

3) Oral Communications
3.1) Employee Introductions: Brandon Parra and Dustin Stene
The City Council welcomed new City of Dublin Staff members, Brandon Parra,
Recreation Coordinator - Youth and Adult Sports and Dustin Stene, Recreation
Coordinator - Aquatics, with the Parks and Community Services Department.
3.2) 2020 Volunteer Recognition Winners
The City Council recognized the City of Dublin 2020 Citizen, Young Citizen, and
Organization of the Year, and the 2020 Mayor’s Award and the Mayor’s Legacy
Award recipients.
3.3) Annual Presentation by Youth Advisory Committee

The City Council received a presentation from Youth Advisory Committee Chair,
Saanya Goel and Vice Chair, Aleena Imran on the Committee’s activities and
accomplishments during the 2020-21 term.

David Haubert provided public comment.
Shirley Lewandowski provided public comment.
4) Consent Calendar
Councilmember Kumagai pulled item 4.3 LGBTQ+ Pride Month Proclamation for
further discussion.
4.1) Approved the May 4, 2021 Special City Council Meeting and Regular City
Council Meeting Minutes.
4.4) Adopted Resolution No. 45-21 titled, “Approving the Amended and Restated
Project Funding Agreements with Alameda County Transportation Commission
for the Iron Horse Trail Bridge at Dublin Boulevard Project, CIP No. ST0118.”
4.5) Selected Alamilla Springs Ballroom as the name for the ballroom at the Dublin
Senior Center.
4.6) Adopted Resolution No. 46-21 titled, “Approving the Agreement Among the
County of Alameda and the Cities of Dublin, Livermore, and Pleasanton for
Animal Shelter Services.”
4.7) Received a status update on the City’s Two-Year Strategic Plan.
4.8) Received the Payment Issuance Report and Electronic Funds Transfers that
lists payments issued from April 1, 2021 – April 30, 2021 totaling
$11,259,650.22.
4.2) Adopted Resolution No. 43-21 titled, “Approving Amendment No. 2 to the
Recreational Use License Agreement Between the City of Dublin and Zone 7 of
the Alameda County Flood Control and Water Conservation District.” And
Resolution No. 44-21 titled, “Approving Maintenance Agreement Between the
City of Dublin and Dublin Crossing, LLC as Relating to the Licensed Areas.”

4.9) Adopted Resolution No. 47-21 titled, “Directing Preparation of Annual
Engineer’s Reports for Street Lighting Maintenance District 1983-1, Landscape
and Lighting District 1983-2, Landscape and Lighting District 1986-1,
Landscape and Lighting District 1997-1, and Street Lighting Maintenance
District 1999-1” and Resolution No. 48-21 titled, “Approving the Preliminary
Engineer’s Reports and Appointing a Time and Place for Hearing Protests for
Street Lighting Maintenance District 1983-1, Landscape and Lighting District
1983-2, Landscape and Lighting District 1986-1, Landscape and Lighting
District 1997-1, and Street Lighting Maintenance District 1999-1.”
4.10) Received the City Treasurer’s Informational Report of Investments for the
Quarter Ending March 31, 2021.
4.11) Waived the second reading and adopted Ordinance No. 03-21 titled, “Amending
Chapter 2.24 of the Dublin Municipal Code Relating to the City’s Conflict of
Interest Code.”
4.12) Confirmed the Mayor’s appointments of Kevin Berry, Mahidhara Sudeendra,
Anay Sharma, Saiesha Goel, Esha Shenoy, Matthew Mendes, Advaith Krishna
Anoop Krishna, Brandon Maskey, Deepika Puli, Krittika Senthilkumar, Mihika
Bhatnagar, Aditi Bongu, Logan Lin, and alternate members Sofia Lembo, Aarav
Surapaneni and Anika Kolan to the Youth Advisory Committee commencing on
June 1, 2021 and expiring on May 31, 2022; and Pratyush Rallapally as Student
Representative to the Parks and Community Services Commission for the term
commencing on July 1, 2021 and expiring on June 30, 2022.
4.13) Received the Community Development Block Grant (CDBG) Program Status
Report.
4.14) Adopted Resolution No. 49-21 titled, "Approving the Perpetual Deed Restriction
Endowment Agreement for the Scarlett Drive Mitigation Area Between the City
of Dublin, Dublin Crossing, LLC and Zone 7 of the Alameda County Flood
Control and Water Conservation District.”

4.3) Proclaimed June 2021 as LGBTQ+ Pride Month in Dublin and approved the
flying of the Progress Pride Flag at City Hall during the month of June.
Councilmember Kumagai shared a brief history of Harvey Milk Day in memory
of Harvey Milk, a gay rights activist assassinated in 1978 while serving on the
San Francisco Board of Supervisors.

Ingrid Register provided public comment.
Aaron Haycraft provided public comment.
Chelsea Constant provided public comment.
Ryan Forsyth provided public comment.
Austin Bruckner provided public comment.
The City Council shared their thoughts on the Proclamation.
Vice Mayor Kumagai read the LGBTQ+ Pride Month Proclamation in full.
By motion of Vice Mayor Kumagai, seconded by Councilmember Josey, and by
unanimous vote, the City Council proclaimed June 2021 as LGBTQ+ Pride
Month in Dublin and approved the flying of the Progress Pride Flag at City Hall
during the month of June.

The City Council received the report on the establishment of a Fallon East
Economic Development Zone and the creation of an incentives package.
Tom Evans provided public comment.
By motion of Councilmember Josey, seconded by Vice Mayor Kumagai, and by
unanimous vote, the City Council Adopted Resolution No. 50-21 titled, “Approving
the Establishment of the Fallon East Economic Development Zone Map and
Incentives Package.”
RESULT: ADOPTED [UNANIMOUS]

8) New Business
8.1) Introduction of an Ordinance Amending Article IV (Abatement of Vicious
Dogs) of Section 5.36 (Animal Control) of the Dublin Municipal Code
Section Regarding Potentially Dangerous and Vicious Dogs
The City Council received a report regarding potentially dangerous and vicious
dogs.
By motion of Mayor Hernandez, seconded by Councilmember Josey, and by
unanimous vote, the City Council waived the reading and INTRODUCED the
Ordinance Amending Article IV (Abatement of Vicious Dogs) of Section 5.36
(Animal Control) of the Dublin Municipal Code Section Regarding Potentially
Dangerous and Vicious Dogs.

9) Other Business
The City Council and Staff provided brief information only reports, including
committee reports and reports by City Council related to meetings attended at
City expense (AB1234).
By consensus, the City Council directed Staff to gather information on creating a
voluntary registry where family members would be able to provide information to
Police Services regarding potential mental health situations that could better
inform Police Officers if and when they come into contact with certain individuals
dealing with mental health issues.

Mayor Hernandez adjourned the meeting at 9:00 p.m.
