RESOLUTION NO. 62 - 21
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING FUNDING RECOMMENDATIONS FOR THE FISCAL YEAR 2021-22 HUMAN
SERVICES GRANT PROGRAM FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT
AND AMERICAN RECOVERY PROGRAM ACT FUNDING SOURCES
WHEREAS, the City received 20 qualifying applications for the Fiscal Year 2021-22 Human
Services Grant Program; and
WHEREAS, funding sources for the Human Services Grants Program include the federally
funded Community Development Block Grant (CDBG), and the City of Dublin General Fund and
Affordable Housing Fund; and
WHEREAS, on March 25, 2021, the Human Services Commission recommended that 21
projects/programs receive grant funding through the Human Services Grant Program; and
WHEREAS, on April 20, 2021, the City Council authorized the use of funding that the City
received from the American Rescue Plan Act (ARPA) to augment existing funding sources; and
WHEREAS, on May 20, 2021, the Human Services Commission revised its initial
recommendation by incorporating the additional available ARPA funding into the allocation for
projects/programs being recommended to receive grant funding through the Human Services Grant
Program; and
WHEREAS, the Human Services Commission has provided the City Council with Fiscal Year
2021-22 Human Services Grant Program funding recommendations; and
WHEREAS, the City Council desires to approve the CDBG and ARPA funding
recommendations, attached hereto as Exhibit A, and to consider the allocation of General Fund and
Affordable Housing Fund grant funding at a future City Council meeting.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby take the following actions:
1. Approve the Human Services Grant fund allocations, for Fiscal Year 2021-22, as
attached hereto as in Exhibit A; and
2. Direct Staff to work with the County of Alameda as required on the CDBG funding
allocations by reallocating funds as needed based on the confirmed CDBG funding guidelines
and funding level; and
3. Authorize the City Manager to execute agreements with the County of Alameda for
use of CDBG funds and the funding agreements with each grant recipient effective July 1, 2021
and take such further actions as may be necessary or appropriate to carry out the City Council’s
obligations pursuant to this Resolution.
