EXECUTIVE SUMMARY:
The City Council will consider a request from the Valley Children's Museum (VCM) to establish
a presence in the Dublin community by locating and operating the VCM's Mobile Museum near
the existing preschool building and children's play area at Emerald Glen Park. The Mobile
Museum would be open to the public during the City of Dublin's Farmer's Market.
FINANCIAL IMPACT:
The Valley Children's Museum will pay all costs associated with moving, site preparation and
staffing to have the Mobile Museum moved to Emerald Glen Park and open to the public during
the Farmer's Market. The City would absorb the additional electrical costs associated with
operation of the Mobile Museum during the open hours as well as the legal costs associated
with preparation of a lease agreement.
RECOMMENDATION:
It is recommended that the City Council consider the request of VCM to: 1) locate its Mobile
Museum to Emerald Glen Park; 2) be open to the public during the Farmer's Market; and 3)
utilize sponsors to offset the costs. If approved, it is recommended that Staff be directed to
work with the City Attorney on development of a lease agreement for execution by the City
Manager.

DESCRIPTION:
Correspondence has been received from the President of the Valley Children's Museum (VCM)
Board of Director's seeking City Council approval to locate its Mobile Museum at Emerald Glen
Park and open it up to the public during the City of Dublin's upcoming Farmer's Market
(Attachment 1). VCM has also requested that they be allowed to utilize sponsors to help offset
operational expenses.
The Museum would be located on an existing pad near the preschool building as shown in
Attachment 2. Information on the Mobile Museum can be found in Attachment 3. l"he Mobile
Museum is 52 feet long and 25 feet wide (when fully extended). The Mobile Museum features
models and displays of California Missions and also includes space for "hands-on" activities
such as basket weaving, Mission building, etc.
As proposed, the Mobile Museum would be open to the public during the City's Farmer's Market
on Thursdays from May through October 2011. The Museum would be staffed by VCM
volunteers. In addition to the educational program within the Mobile Museum, VCM proposes to
also have other activities for children outside the trailer. At the conclusion of the Farmer's
Market, and if there is interest, VCM indicates that the Museum could potentially open at other
times during the year to accommodate school field trips, YMCA and Scout visits and other
organizations. If there is not a plan to continue to use the trailer after the Farmer's Market,
VCM would plan to return it to the County facility where it has been previously stored until there
is a purpose for it.
If approved, VCM will pay all the costs associated with moving, site preparation and staffing to
have the Mobile Museum moved to Emerald Glen Park and open to the public during the City's
Farmer's Market. The City would absorb the additional electrical costs associated with
operation of the Mobile Museum during the open hours. City staff would not be available to
assist with operations of the Mobile Museum.
If the City Council is in favor of the proposal from VCM to locate the Mobile Museum at Emerald
Glen Park to be open during the Farmer's Market, the City Attorney recommends that the City
enter in to a lease agreement with VCM. In order to protect the City, any such agreement would
require that VCM provide the City with evidence of liability insurance naming the City as
additionally insured. It is estimated that five to six hours of City Attorney time would be required
to prepare the lease agreement.
NOTICING REQUIREMENTS/PUBLIC OUTREACH:

Mobile Museum at Weekly Farmer's Market Proposal
Dear Diane:
The Valley Children's Museum (VCM) Board of Director's wishes to pursue the opportunity of
establishing a presence in the Dublin Community by locating and operating VCM's Mobile
Museum near the preschool and children's play area located at Emerald Glen Park during the
Pacific Coast Farmer's Market. We believe the mobile museum will be a great addition to the
market by being open at the same time.
As you know, in 2006 City Council granted VCM the opportunity to utilize 21/z acres at the
proposed new Camp Parks development to be located at the Army's Surplus Property. As we
anxiously await the coming of this project, we are constantly exploring oppoRunities to gain
exposure for the museum.
It is the understanding of VCM that the Farmer's Market will run from 4PM-8PM every
Thursday night beginning on May 12`~' and will continue through August. It is also our
understanding that there is an existing pad location near the pre-school which would be able to be
utilized by the VCM to locate the Mobile Museum there on a temporary basis. VCM would
arrange for the improvement of the area adjacent to the pad area to provide a location where we
can offer activities to children visiting the market.
VCM will fund the operational expense and staff ihe Mobile Museum for these weekly openings. .
We anticipate accessing power from the existing transformer at the pre-school and would ask the
City to cover the cost of the power used. VCM would also ask fhe City of Dublin to allow VCM
to utilize sponsors to help offset these operational expenses.
In addition to the Mission educational program within the VCM Mobile Museum, we would have
other activities for children outside the trailer. If there is interest, the Museum could potentially
open at other times to accommodate school field trips, I'MCA and Girl Scout visits, and other
organizations.

The VCM Board views this opportunity as an exciting way to continue branding the future
Museum which will be located at the Surplus Property in the coming future.
We respectfully request that the City allow VCM the opportunity to continue partnering with the
City and community by participating in the Farmer's Market as we have requested. If appropriate
we would hope that our request can be presented to the City Council at their March 15, 2011
meeting.
