EXECUTIVE SUMMARY:
On June 17, 2011, the City of Dublin was named a 2011 All-America City by the National Civic
League. This prestigious honor coincides with the 30th anniversary of Dublin's incorporation,
which occurs in February 2012. Staff recommends a coordinated effort to celebrate both
honors simultaneously throughout the upcoming calendar year. Staff also recommends the
creation of a subcommittee to create a signature event in summer 2012 and to accept the
Mayor's appointment of Mayor Sbranti and Councilmember Hildenbrand to serve on that
committee.
FINANCIAL IMPACT:
There is no financial impact at this time; however it is anticipated that additional Staff time will
need to be budgeted to oversee the planning and implementation of the celebration. Staff will
research the cost of the proposed expenditures and propose budget adjustments as needed.
Funds donated to All-America City campaign, in excess of what was used to send the
delegation to Kansas City in June 2010, will be used towards some of the costs to promote the
City's status as an All-America .City. The excess funds are currently estimated to be
approximately $20,000. -
RECOMMENDATION:
It is recommended that the City Council receive the report and provide input on the proposed
actions, establish a ad-hoc subcommittee to create a signature event to celebrate the All-
America City win and 30th anniversary and accept the Mayor's ~ appointments to ` the
subcommittee.

On ~June 17, 201'1, the National Civic League announced that the City of Dublin was selected as
a 2011 All-America City. The award demonstrates the City's ability to overcome challenges, the
community's ability to collaborate and work to solve the most pressing problems with a"can-do"
attitude; and most importantly, the quality of life in Dublin~.
This achievement coincides with the City. of Dublin's 30th anniversary, which will officially occur
in February 2012. Staff recommends that the City celebrate both events simultaneously, and
has identified several ways to incorporate and celebrate these achievements.
Staff is already_working on making changes to the City's collateral material. The City's website
banner will be modified to add the All-America City logo a's well as the 30t" Year moniker. The
City's stationery and business cards will be redesigned to include the All-America City logo.
Emaii signatures will be standardized and branded as well for the Celebration.
Staff is currently exploring costs associated with the creation of a banner program along major
arterials that would include the All-America City and 30th Year branding. Staff is also exploring
adding signage next to the existing City limit signs denoting the All-America City status.
Other ideas Staff are exploring include signage at City parks and facilities, decals for City
vehicles, including Police and Fire, special postage markings on outgoing correspondence, and
creating a special All-America City-30th Year Celebration webpage on the City's website, where
we will provide information about all planned events, post photographs from all celebrations,
and link the video from the All-America City presentation in Kansas City.
Staff is also exploring the feasibility of offering A!I-America City merchandise through the City's
website and at events. Suggested merchandise includes license plate frames,.shirts, mugs,
Christmas ornaments, and decals. In keeping with the rules and regulations of the National
Civic League, all profits from said merchandise would be donated to a non-profit cause, such as
the City's Youth Fee Assistance Program.
Specific to the All-America City and 30th Year anniversary celebration itself, Staff recommends
that the City use its existing events to celebrate these achievements, but also recommends the
creation of one signature event in 2012.
Staff recommends that the celebration kick off with a special All-America Tree Lighting
Ceremony in December, featuring red, white and blue tree lights. For St. Patrick's Day, Staff
recommends a special Al1-America-30t" Year float for the City Council in the Parade, special
bibs for the Shamrock Fun Run, as well as an All-America City booth at the St. Patrick's Day
Fesfival, where AAC merchandise can be sold. For Dublin Pride Week, it is recommended that
the Pride Week Committee consider ways to incorporate these~achievements into the weeklong
campaign. At the Farmers' Market, Staff will explore options and ways to further promote each
accomplishment in an appropriate manner. Staff will also research the cost of having a
fireworks display at the proposed Emerald Glen Park event to take place in September 2012:
Staff proposes to work with` local ~schools and the business community to engage them in the
effort. Possibilities include creating an essay/art/photo contest during Dublin Pride Week for
Dublin students: "Why I Live in an All-America City?," duplicating the All-America City logo and.
distributing it to all Dublin businesses for display in their lobbies; and.working with the Chamber
of Commerce=on ways small businesses throughout the community can promote the distinction.

To create a signature event in honor of the Al1=America City win and the 30th anniversary, Staff
recommends the creation of an ad-hoc City Council subcommittee. Mayor Sbranti is
recommending that he and Councilmember Hildenbrand be appointed to the subcommittee.
Given the number of events during the year and to provide ample time for appropriate planning,
it is recommended that the signature event take place in late June or early July at the Heritage
Park and Museums.
The City's celebrations of the All-America City honor and the 30th year will wrap-up with the
December 2012 Christmas tree lighting ceremony; . again featuring the red, white, and blue
theme.
