As streets begin showing wear and stress cracking, it is important to seal the cracks to keep water from getting under the roadway pavement. FINANCIAL IMPACT: The adopted Fiscal Year 2011-2012 Budget includes $653,750 in funding for the 2011-2012 Slurry Seal Maintenance Project (CIP No. 969203). The total project funding includes $ 53,150 for project design, inspection and administration; $30,000 for Bike Lane striping; and $570,000 for improvements. The appropriation of $30,000 for striping was programmed with Alameda County Transportation Improvement Authority (ACTIA) Measure B Bicycle & Pedestrian funds. No bicycle striping is proposed on any streets listed in this year's program and therefore this funding source will not be used. As shown below based on the low bid, including a 10% contingency, a budget change is required which will increase the amount funded from Gas Tax and eliminate the Measure B funding from the project. TOTAL IMPROVEMENT $ 600,000 $ 600,228 CONTRACT Page 1 of 2 ITEM NO. • RECOMMENDATION: Staff recommends that that the City Council: 1) Adopt the Resolution awarding Contract No. 11-10, 2011 Annual Slurry Seal Program, to American Asphalt Repair and Resurfacing Co., Inc.; and 2 Approve the Bu get Change. , Submitted By Reviewed By ~ evie ; ed y Public Works Director Administrative Services Director Assistant anager DESCRIPTION: On June 21, 2011, the City Council approved the Five-Year Capital Improvement Program (CIP) 2010-2015, Fiscal Year 2011-2012 Update, which included the Annual Slurry Seal Program. Slurry seal is a preventative maintenance technique used to prolong the life of asphalt concrete surfacing. As streets begin showing wear and stress cracking, it is important to seal the cracks to keep water from getting under the roadway pavement. Slurry consists of a sand/oil mixture which seats cracks and provides a new uniform wearing surface. Eighty-nine streets (as shown on the Location Map -Attachment 1) are scheduled to be slurry sealed as part of the 2011 Annual Slurry Seal Program. The total slurry seal area in the project is approximately 2.2 million square feet. A total of three (3) bids were received on August 25, 2011 and a summary of the bids is provided as Attachment 2. The low bid of $545,661.95 being submitted by American Asphalt Repair and Resurfacing Co., Inc. Staff has reviewed the bid results, checked references and necessary licenses, and recommends that the City Council adopt the Resolution (Attachment 3) awarding Contract No. 11-10, 2011 Annual Slurry Seal Program to American Asphalt Repair and Resurfacing Co., Inc. as the lowest responsive bidder. The adopted funding for this project included $30,000 from Measure B Bike and Pedestrian Funds to replace Bike Lane striping in accordance with the City Bike Master Plan. However, residential streets ranked higher than arterials to receive the slurry seal treatment in the program used to determine this year's level of street maintenance. Therefore, since the streets scheduled to receive the slurry seal do not include bike lanes, this funding will not be required. A Budget Change (Attachment 4) will reduce the Measure B funds to zero. The Budget Change also appropriates an additional $30,228 in Gas Tax funds to fully fund the low bid including a 10% contingency. Staff expects the project to begin late September and anticipates completion of the majority of the improvements by end of October 2011. NOTICING REQUIREMENTS/PUBLIC OUTREACH: As required by the specification, the Contractor will notify all affected residents and businesses one week in advance of the slurry seal improvements. N. ~.l/ RESOLUTION NO. - 11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AWARDING CONTRACT NO. 11-10, 2011 ANNUAL SLURRY SEAL PROGRAM, TO AMERICAN ASPHALT REPAIR AND RESURFACING CO., INC. WHEREAS, the City of Dublin did, on August 25, 2011, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract No. 11-10, 2011 Annual Slurry Seal Program, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the Public Works Director, who has recommended that the bid hereinafter is the lowest and best bid for doing said work; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award Contract No. 11-10, 2011 Annual Slurry Seal Program, to the lowest responsible bidder therefore, to wit, American Asphalt Repair and Resurfacing Co., Inc., at a bid of Five Hundred Forty Five Thousand, Six Hundred Sixty One Dollars, and Ninety Five Cents ($545,661.95), the particulars of which bid are on file in the Office of the Public Works Director. BE IT FURTHER RESOLVED that the City Manager is authorized to execute the Agreement.
