Appointment of a New Member to the Housing Committee and
Extension of Term of Existing Housing Committee Members

Confirm the Appointment of Rick Runnels to the Housing
Committee and extend the term of the existing Housing Committee
Members to the completion of the Housing Element.
FINANCIAL STATEMENT:
None.
DESCRIPTION:
At the City Council meeting of March 21, 2006, the Council established a Housing Committee as a two-
year pilot program. The City Council determined that the Committee should be comprised of 2 members
from the housing/development community (1 developer and 1 housing advocate); 2 members from the
Dublin business community; and 3 members from the Dublin residential community. Further, the Council
determined that this 7-member Committee would work on items related to housing in the City of Dublin,
as follows: 1) provide recommendations on new housing policies and programs; 2) assist in future
revisions to the Housing Element; 3) provide recommendations on any amendments to the Inclusionary
Ordinance; and 4) any other matters that may be assigned by the City Councilor Planning Commission.
At the conclusion of the 2-year pilot program, the Council would determine whether the Committee
should be continued and possibly expanded to include reviewing funding requests from different agencies
and make funding recommendations to the City Council.
On June 6, 2006, the City Council appointed 7 members to serve on the Committee. Since that time the
Committee met approximately 5 times on one or two topics including Universal Design and a proposed
Second Unit Impact Fee Reduction Program.
On February 5, 2008, the City Council approved an extension of the Housing Committee (but not the
Committee Members) to the conclusion of the preparation of the Housing Element, which is anticipated to
be in June 2009. Staff is therefore recommending that the terms of the existing members of the
Committee be extended for the same duration as the Housing Committee itself.

In addition, Staff was notified that Lynn Locke, a member of the Committee representing the residential
community, had to resign, as Ms. Locke relocated to another state. The Mayor is requesting that the City
Council confirm Rick Runnels to replace Ms. Locke's seat (Attachment).
RECOMMENDATION:
Staff recommends that the City Council Confirm the Appointment of Rick Runnels to the Housing
Committee and extend the term of the existing Housing Committee Members to the completion of the
Housing Element.

I am a recent "transplant" from Augusta. Georgia. My wife and I relocated here
when I took a iob
at Lawrence Livermore Lab. As a new resident in Dublin. I am very interested in the
housing market as .
it applies to new arrivals. In addition. I want to become involved in what I believe to be a
very strong community.

Don't have enough background yet to know the answer to that Question. but am
willing to understand
more about the area and then offer some opinions or advice.

Yes. if I understood it and firmly believed that it was viable and benficial in the long
run.

would provide as a member of the Housing Committee?
I would offer an "Outsider's" perspective. Georgia is a bit different than California.
