the City of San Ramon's Dougherty Road Widening Project

RECOMMENDATION:
FINANCIAL STATEMENT:
Alternative lA would require $25,000 to complete the separated trail
connection using Measure B BikeIPedestrian Monies, and
Alternative 2 would require the City of Dublin to contribute
$272,000 to complete transition improvements within Dublin City
limits using $25,000 Measure B BikeIPedestrian Monies and using
Traffic Mitigation Funds earmarked for Dougherty Road.
DESCRIPTION: Representatives from the City of San Ramon met with City of
Dublin Staff in February to discuss the City of San Ramon's upcoming improvement project to widen
Dougherty Road from four to six lanes and add bicycle lanes in both directions. Design is underway and
construction is slated to begin this summer. The improvements would begin at the City limit and continue
for approximately 6,000 feet northerly.
The City of San Ramon presented two options to transition from the six-lane configuration in San Ramon
to the existing four-lane configuration in Dublin. Option 1 would keep the transition within San Ramon;
the lanes would conform at the City limit. Option 2 would begin the transition approximately 450 feet
south of the City limit, requiring roadway widening within Dublin. Key elements of each option are
presented below:

· The City of San Ramon would widen Dougherty Road to the City limit. Widening would occur
only on the east side of the roadway. Some of the new pavement would not be used until
Dougherty Road is also widened to six lanes within the City of Dublin.
· Dougherty Road would contain 6 lanes north of Austin Creek Avenue in San Ramon. The
roadway would transition to four lanes between Austin Creek Avenue and Fall Creek Road.
striping would conform to existing striping at the City limit.
· In the southbound direction, the third lane would drop about 250 south of Austin Creek Avenue.
· In the northbound direction, the third lane would be added about 450 feet south of Austin Creek
Avenue.
· Through Dublin's Fall Creek Road intersection, the roadway would remain four lanes as it now
exists.
· North of Fall Creek Road, the striping would transition traffic onto the new widened alignment.
· All turn movements are currently allowed at the Dougherty RoadlFall Creek Road intersection.
Under this option, Staff recommends no changes to the allowed movements.
· Staff recommends that the Class I trail that currently runs along the east side of Dougherty Road
and ends at Fall Creek Road be extended to the City limit.
· As a modification to Option 1 (Option lA), Staff recommends that the design be revised to
accommodate a refuge lane to the left of the northbound travel lanes to be used by motorists
turning left from Fall Creek Road onto northbound Dougherty Road. This would likely require
minor widening of Dougherty Road within Dublin and would increase Dublin's construction cost
slightly.
Option 2 - Transition within Dublin (see attached dia2:ram)
· The City of San Ramon would widen Dougherty Road to the City limit. The City of Dublin would
also widen Dougherty Road for an additional 450 feet south of the City limit. Widening would
occur on the east side of the roadway only.
· Dougherty Road would contain 6 lanes north of Austin Creek Avenue. The roadway would
transition to four lanes between Austin Creek Avenue and Fall Creek Road. The striping would
conform to existing striping at the City limit.
· In the southbound direction, the third lane would drop about 450 feet south of Austin Creek
Avenue. The striping would conform to existing conditions just south of Fall Creek Road.
· In the northbound direction, the third lane would be added just north of Fall Creek Road.
· Through Dublin's Fall Creek Road intersection, the roadway would remain four lanes as it is
today, but the striping would start to transition northbound traffic sooner than under Option 1.
· All turn movements are currently allowed at the Dougherty RoadlFall Creek Road intersection.
Under this option, staff recommends that left turns from Fall Creek Road onto Dougherty Road be
prohibited. Based on a survey conducted on April 11, 2008, 11 vehicles make this left turn during
the morning peak hour (7:30 to 8:30 AM). The prohibition is recommended because of the
difficulty that exists today to complete this maneuver due to high travel speeds and limited sight
distance looking northerly. A widened roadway would exacerbate this condition.
· Similar to Option 1, staff recommends that the Class I trail be extended to the City limit.
Cost Summary
Under Option lA, construction to be funded by Dublin at this time is limited to the extension of the Class
I Trail. Based on an engineer's estimate provided by San Ramon's consultant, the estimated construction
cost for Option 1 is $25,000.

In the future, when Dublin widens Dougherty Road to six lanes, an agreement with San Ramon will be
required for San Ramon to pay for improvements north of the City limit to complete the transition.
San Ramon's future improvements would include extending the center median and landscaping and
restriping the roadway between Austin Creek Avenue and Fall Creek Road.
Under Option 2, construction to be funded by Dublin at this time includes extension of the Class I Trail,
widening of the roadway starting approximately 450 south of Fall Creek Road, and construction of an
estimated 50 feet of center median and landscaping between Fall Creek Road and the City limit. The
estimate cost for these improvements is $272,000.
Under this scenario, the cost to widen Dougherty Road in the future would be slightly reduced because
some of the improvements would already be complete. However, most of the improvements are
transitional and would be removed when the City completes the widening of Dougherty Road from
Amador Valley Boulevard to the City limit. Minimal improvements would be required of San Ramon in
the future, but would include the removal of vertical delineators and restriping the southbound lanes
between Austin Creek Avenue and Fall Creek Road.
Recommendation
The City of San Ramon prefers to proceed with design and construction of Option 2 (Transition within
Dublin). San Ramon has requested that the City of Dublin decide how to proceed as quickly as possible
so that the current schedule can be maintained to finalize the design and commence construction early this
summer.
Dublin Staff recommends proceeding with Option lA, which would cost approximately $25,000. There is
little advantage to moving the transition further south and residents off Fall Creek Road would lose the
left-turn access onto northbound Dougherty Road. Choosing Option lA allows this to be postponed until
the City of Dublin completes the full improvements at this intersection.
Staff recommends that the City Council receive the presentation, choose a roadway alternative, and direct
Staff to coordinate the implementation of that alternative with the City of San Ramon.
