FINANCIAL STATEMENT:
The cost to paint the curb red will be borne by the Dougherty Road
Improvements - Houston Place to 1-580 Capital Improvement
Program (CIP) Project.
DESCRIPTION: The Dougherty Road Improvements - Houston Place to 1-580 CIP
project (CIP No. 96852) is nearing completion. Prior to the improvements, northbound Dougherty Road
north of Dublin Boulevard was comprised of three travel lanes, one of which dropped and became a right-
turn only lane at Sierra Lane. As part of the widening, the roadway has been restriped to accommodate
the third through lane continuing northerly to north of Houston Place. As a result, on-street parking will
need to be eliminated for a segment north of Sierra Lane.
The restriping has already been completed. Two barricades, each with a "No Parking Tow Away" sign,
have been placed on-street to prevent motorists from parking within this area until the red curb can be
placed.
The proposed no parking zone is located adjacent to 5965 Dougherty Road (L.H. Voss Materials Inc.).
This site provides adequate off-street parking to accommodate its parking demand, so typically patrons or
employees associated with 6053 Dougherty Road (Quality Tune-Up) to the immediate north utilize the
on-street spaces within the proposed no parking zone. Staff visited each business to provide notice of the
parking restriction. Since notification, neither business has parked vehicles within this area.

It is proposed to paint the curb red on the easterly side of Dougherty Road north of Sierra Lane to establish
a no parking zone for 120 feet. A driveway currently exists within this segment, so paint would only be
required for 85 feet of the full 120 feet (Attachment 2). A fire hydrant is located south ofthe driveway, so
parking is already prohibited. North of the driveway, implementation of the no parking zone would result
in the elimination of three parking spaces.
To the immediat'e north adjacent to 6117 Dougherty Road (Kahler's Porsche-Mercedes-BMW Service &
Parts), there exists a 3-hour limited parking zone that extends to Houston Place. This zone was
established in 2006 upon the request of the business owner through the adoption of resolution 180-06.
The request was made to prevent long-term storage of vehicles and BART patron parking. The demand
for the three parking spaces that would be eliminated with the implementation of the no parking zone can
be accommodated on Houston Place as adequate capacity exists throughout the day.
The cost of painting the curb red will be funded by the Dougherty Road Improvements - Houston Place to
1-580 Project.
Staff recommends that the City Council adopt the resolution approving the establishment of a 120- foot no
parking zone on the east side of Dougherty Road north of Sierra Lane.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

APPROVAL OF NO PARKING ZONE ON DOUGHERTY ROAD
Pursuant to the provisions of Section 6.04.250 of the City of Dublin Municipal Code, the City
Council of the City of Dublin does hereby RESOLVE as follows in the interest of public safety:
Section 1: A l20-foot no parking zone, indicated by red curb, shall be established on the
easterly curbline of Dougherty Road, just north of Sierra Lane.
Section 2: Said no parking zone shall be incorporated into Section 6.28.010 Designated of the
City of Dublin Traffic Code.
PASSED, APPROVED AND ADOPTED this 19th day of August, 2008, by the following vote:
