SUBJECT: Award of Bid for Data, Voice and Cable Television Cabling Shannon
Community Center Project

FINANCIAL STATEMENT: The lowest responsive bid is $19,819.54. Sufficient funds have been
included in the Shannon Community Center Reconstruction Project #95465 to complete this work.
DESCRIPTION: The reconstruction of the Shannon Community Center (CIP Project #95465) will
necessitate the installation of data, voice. and television cabling. This scope of work was excluded from the
work awarded to the General Contractor, Sierra Bay Contractors in March of 2007. Now that the conduit and
termination points are well under construction, a separate public bid process was conducted in accordance
with a cabling bid specification. The scope of work addresses the needs for Shannon Community Center staff
and the overall communication functions of the facility. The cabling contractor will work closely with Sierra
Bay Contractors, to install the cabling in the most efficient manner. The project includes the following key
elements:
1. DataJVoice cabling and outlets at SS locations throughout the building.
2. The capacity to provide 130 data and 45 telephone connections.
3. Coaxial cable for Television connections in nine locations.
4. Installation of necessary termination of cabling in data/communication closets and at individual
outlets.
Bids were solicited based upon a set of bid specifications and a mandatory walk through of the project was
conducted with firms interested in the project. On September 23, 2008 sealed bids were opened and the
following is a summary of the nine bids received:

** InstaLan Systems did not include the required bid bond with their bid. The inclusion of the bid
bond is a requirement under the Public Contract Code and it was stated in the project specifications.
Due to the failure to include a bid bond Staff rejected the bid by InstaLan Systems.
Staff have reviewed the low bid submitted by Phase 3 Communications and have determined that it has
substantially conformed with the bid requirements as presented in the City documents and under State law.
Staff has reviewed the references for Phase 3 Communications and recommends that the City Council award
the bid for this work to Phase 3 Communications in the amount of $19,819.54.
RECOMMENDATION: Staff recommends that the City Council adopt the Resolution awarding the bid to
Phase 3 Communications.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARD OF BID TO PHASE 3 COMMUNICATIONS
FOR CONTRACT N0.08-12 SHANNON COMMUNITY CENTER
WHEREAS, On March 20, 2007, the City Council approved the reconstruction of the new
Shannon Community Center and entered into a construction agreement which excluded
telecommunications cabling;
WHEREAS, sufficient work is now complete on the construction of the building to proceed with
the installation of data, voice and coaxial cable; and
WHEREAS, the Cabling Project was advertised as required by state law for bids on August 28,
2008; and
WHEREAS, the City received nine bids prior to the close of bids on September 23, 2008; and
WHEREAS, the lowest responsive bid in accordance with the specifications was the bid from
Phase 3 Communications in the amount of $19,819.54.; and
WHEREAS, the bid of Phase 3 Communications was evaluated by staff and determined to meet
the requirements.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award Contract No. 08-12 to the lowest responsive bidder therefore, to wit, Phase 3
Communications at a base bid of nineteen thousand eight hundred nineteen dollars and fifty-four cents
($19,819.54) the particulars of which bid are on file in the office of the Public Works Director.
