Attachment 1 is the plan view of Phase I of the Dublin Historic Park. Additionally at the meeting the Council designated $3.18 million of the FY 06/07 General Fund surplus to the General Fund Reserve for the project. The balance of the project budget is from the General Fund. At the April 15, 2008 meeting, the Council approved a change order to the agreement with. Royston Hanamoto Alley and Abey (RHAA) for design and construction administration services for the building of the Dublin Historic Park, Phase I, Option C. This included the design of the. elements related to the Kolb structures approved by the Council as Option C. The Architect has also provided Staff with an updated cost estimate. The cost estimate is in excess of the available budget and, as a result, portions of the work have been removed from the base bid and included as additive alternates as follows. Add Alternate A ($282,362) Move and refurbish hay barn to meet minimum seismic requirements and serve as a shade structure for the future playground. Base bid does not relocate barn. (It should be noted that the original concept when the Master Plan Addendum was adopted was to move and store the hay barn onsite and re-erect it in phase II at a cost of $106, 000. Upon further investigation it became evident that the cost for dismantling and storing the barn was approximately the same as moving it and refurbishing.) If this alternate is not funded the City would not have the option of obtaining the actual structure in the future, as all structures must be removed from the Kolb Ranch site by April 1, 2009. As an option a replica structure could be installed at a later date using a combination of new and recycled materials. Add Alternate B ($141,991) Extend "Hawthorn Lane", which is a tree lined pathway leading from the parking lot by the bank to the back of the cemetery on west side of park. Base bid includes only turf and irrigation. Add Alternate C ($109,083) Completely renovate the bank parking lot and add shade trees. Base bid includes only slurry seal and restriping of existing lot. The Current bid climate is showing some favorable results which may offset the cost estimate shortfalls. However, as the project itself is complex and involves historic structures these favorable conditions may not apply. The contract would be awarded based on the lowest base bid. After the contract is awarded, depending on the available funding the City would have the option to negotiate any of the alternates if desired. The alternates, with the exception of the Hay Barn, that are not included in Phase I could be constructed in future phases when funding becomes available. RECOMMENDATION: Staff recommends the City Council authorize Staff to bid the project with additive alternates.
