SUBJECT: Acceptance of Improvements for Parcel Map 7125, Villas Apartments
at Santa Rita (Security Pacific Corporation - Archstone
Communities)

RECOMMENDATION: Adopt the Resolution accepting improvements and approving traffic
control devices installed for Parcel Map 7125, Villas Apartments at
Santa Rita.
FINANCIAL STATEMENT: Once these improvements have been accepted, the City will incur
maintenance and street sweeping costs for the City treet
improvements on Dublin Boulevard, Central Parkway, Hacienda
Drive, Hibernia Drive, and Tassajara Road. The street light
maintenance costs will be paid by the Street Lighting Maintenance
Assessment District 97-1. Maintenance of median island street
landscaping on Central Parkway will be performed by the City.
DESCRIPTION: Parcel Map 7125, Villas Apartments at Santa Rita, consists of 324
apartment units and is located in the Eastern Dublin Specific Plan area north of Dublin Boulevard, and east
of Hacienda Drive, west of Hibernia Drive and south of Central Parkway. As part of this project the
developer widened and constructed frontage improvements along. Dublin Boulevard, Hacienda Drive,
Hibernia Drive and Central Parkway. The developer also widened Tassajara Road between Dublin
Boulevard and I-580 and improved the intersections of Tassajara Road and Dublin Boulevard, and Central
Parkway and Hacienda Drive.
The improvements have been constructed pursuant to the Tract Developer Agreement and to the
satisfaction of the Public Works Director, and should now be accepted by the City for permanent
maintenance.

The following regulatory traffic control devices will be accepted and approved as part of this project and
added to the City of Dublin Traffic Code:
A. No parking restrictions have been installed on both sides o£
• Dublin Boulevard between Hacienda Drive and Hibernia Drive
• Central Parkway between Hacienda Drive and Hibernia Drive
• Hacienda Drive between Dublin Boulevard and Central Parkway
• Hibernia Drive between Dublin Boulevard and Central Parkway
At the time the City and Security Pacific Corporation executed the Tract Developer Agreement, the
developer provided a Performance Bond in the amount of $892,814.00 and a Payment Bond in the amount
of $446,407.00 to guarantee performance of the work. The developer also provided a Performance Bond
Rider in the amount of $1,177,814.00, a Payment Bond Rider in the amount of $589,006.00, and a Surety
Bond Rider in the amount of $1,177,814.00. Now that the work is complete, these bonds and riders may
be released in accordance with the authority contained in §66499.7 of the Government Code.
RECOMMENDATION: Staff recommends that the City Council adopt the Resolution
accepting improvements and approving regulatory traffic control devices installed for Parcel Map 7125,
Villas Apartments at Santa Rita.

ACCEPTANCE OF IMPROVEMENTS FOR PARCEL MAP 7125
(VILLAS APARTMENTS AT SANTA RITA) ,
AND APPROVING REGULATORY TRAFFIC CONTROL DEVICES
WHEREAS, the subdivider of Parcel Map 7125, filed on October 29, 1998, in Book 243 of Maps
at Pages 7 - 10, previously entered into a Tract Developer Agreement with the City of Dublin to improve
said Parcel Map in accordance with plans and specifications on file with the City Engineer, said Parcel Map
identified as follows:.

North of Dublin Boulevard, West of Hacienda Drive,
South of Central Parkway and East of Hibernia Drive

Tassajara Road, Dublin Boulevard, Central Parkway,
Hacienda Drive and Hibernia Drive
WHEREAS, the improvements associated with Parcel Map 7125 are complete in accordance with
said plans and specifications, and any approved modifications thereto, to the satisfaction of the Public
Works Director; and
WHEREAS, the developer has installed certain regulatory traffic control devices as a part of the
Parcel Map improvements; and
WHEREAS, the original Performance Bond and Labor and Materials Bond can be released, in
accordance with the authority contained in §66499.7 of the Government Code of the State of California;
NOW, THEREFORE, BE IT RESOLVED that:
1. The improvements completed within said Parcel Map are hereby approved and accepted;
and
2. The traffic regulatory devices installed by the developer are hereby included in the City of
Dublin Traffic Code, said regulatory devices to include the following:
a) No parking restrictions have been installed on both sides o£
• Dublin Boulevard between Hacienda Drive and Hibernia Drive
• Central Parkway between Hacienda Drive and Hibernia Drive
• Hacienda Drive between Dublin Boulevard and Central Parkway, and
• Hibernia Drive between Dublin Boulevard and Central Parkway; and

3. The original Performance Bond issued by United Pacific Insurance Company (Bond No.
U2804048) in the amount of $892,814.00 be released; and
4. The original Payment Bond issued by United Pacific Insurance Company (Bond No.
U2804048) in the amount of $446,407.00 be released; and
5. The original Performance Bond Rider issued by United Pacific Insurance Company (Bond
No. U2804048) in the amount of $1,177,814.00 be released; and
6. The original Payment Bond Rider issued by United Pacific Insurance Company (Bond No.

7. The original Surety Bond Rider issued by Travelers Casualty and Surety Company of
