EXECUTIVE SUMMARY:
The City Council will consider adopting an update to the Master Fee Schedule as prescribed by the
City’s User Fee Cost Recovery Policy (Resolution 160-12).
STAFF RECOMMENDATION:
Adopt the Resolution Adopting an Annual Update to the Master Fee Schedule for Services
Provided by the City.
FINANCIAL IMPACT:
The financial impact will be based on the activity levels after the fee updates are adopted and in
place. The annual increase of 2.15% is calculated based on changes in the December Consumer
Price Index (Bureau of Labor Statistics, San Francisco-Oakland-Hayward Urban Wage Earners and
Clerical Workers). The recommendations do not establish all fees at 100% recovery and the City
would continue to subsidize some services in accordance with the adopted policy (Resolution 160-
12).
DESCRIPTION:
Background
In September 2012 the City Council adopted a User Fee Cost Recovery Policy (Fee Policy) that calls
for an update to the Master Fee Schedule annually to keep pace with increases in the City’s costs
for providing services. The Fee Policy also states that changes to fees should be calculated based
on changes in the preceding December Consumer Price Index (CPI) according to the Bureau of
Labor Statistics, San Francisco-Oakland Urban Wage Earners and Clerical Workers recently
updated to include Hayward and renamed to the San Francisco-Oakland-Hayward Urban Wage
Earners and Clerical Workers).The CPI year-over-year increase for December 2020 was 2.15%.
Based on the Fee Policy all fees that are updated annually are increased by the CPI to create the

base fee, except where specifically stated otherwise in the City’s Master Fee Schedule. The base
fees are then rounded down to the nearest dollar and are listed on the Master Fee Schedule. In
subsequent years, the prior year’s base fee is multiplied by the CPI to create the new year’s base
fee, which is rounded down to the nearest dollar. Additionally, the Fee Policy allows for new fees
to be added to the City’s Master Fee Schedule as necessary. This process is continued until a new
fee study is completed. The current fee study was presented and adopted by City Council on June
19, 2018 (Resolution 85-18).
New Items for Fiscal Year 2021-22
Staff is recommending the addition of two fees associated with the City Clerk’s Office processing of
passport applications, a service which will begin in Fiscal Year 2021-22. The Passport Execution
Fee will allow the City to recover the cost of providing the service and is set by the US State
Department. The Passport Application fee is a pass-through cost the City collects on behalf of the
Federal Government and may include any costs associated with delivery of the application, such as
shipping fees.

In addition, Staff is recommending the deletion of two fees due to changes in State Law and the
Dublin Municipal Code: Conditional Use Permit-Large Family Daycare Homes and Zoning
Clearance - Large Family Daycare Homes. Per State Law, large family daycares no longer require
Conditional Use Permits or Zoning Clearance.
Parks and Recreation Program Fees
The Parks and Recreation Program Fees are set based on the Parks and Community Services
Pricing Policy which was adopted by the City Council on September 21, 2010 and revised on June
21, 2016. The revised and simplified Pricing Policy allows the fees to be set annually as part of the
Master Fee Schedule, provides a certain level of authority to the Parks and Community Services
Director to increase rates during the year (up to 20%) provided that these fees are then
documented in the upcoming Master Fee Schedule, allows the Director to establish rates during
the fiscal year should new classes be added during that period, and allows for the City Council to
adopt fees associated with current facility use policies as part of the Master Fee Schedule.
Below is a summary of the proposed adjustments for Fiscal Year 2021-22, which were presented
and approved by the Parks and Community Services Commissions on June 7, 2021.
Facility Rentals
Staff is recommending new fees to include the catering kitchens at the Shannon Community Center
and Senior Center as standalone rental opportunities during the weekdays only. This will allow
rentals for purposes such as cooking groups, food preparation, or demonstrations. Use of the
catering kitchens will continue to be included in the rental of the adjacent ballrooms at each
facility, where usage is highest during the weekends.

Staff is also proposing a change to the picnic rental fees from a daily rate per picnic area, to up to a
four-hour rental rate with the option to reserve additional time per hour. Traditionally, the per-
day fee was calculated at the rate of $1.50 per seat. This rate has not changed in the proposed fee
calculation; however, removing the daily rate will allow for more members of the community to
rent the picnic areas each day. In addition, picnic rental fees will be listed by seating capacity,
rather than location. This makes it easier for renters to select an area based on the size of their
group.
Lastly, Staff proposes to amend the facility rental deposit fee, which is refundable, to a
standardized rate of $500 for small to midsized general meeting spaces and $750 for larger
ballroom spaces. This fee more closely aligns within the typical costs to repair damaged facility
amenities, furniture, and spaces.
The Wave
Staff is proposing to adjust the Birthday Party Package fees to cover the increase in cost due to the
2021 minimum wage increase. The Birthday Party Package utilizes staffing for event preparation,
setup, event monitoring/hosting, takedown, and clean up. In addition, Staff proposes to remove
Wave Waterpark admission fees for partial days (3:00 PM -6:00 PM). This option is rarely used as
most attendees visit the facility prior to 3:00 PM.
In addition, Staff has included administrative clean-up items to delete programs and activities that
have been discontinued (such as Little Lovies and the Bocce Ball League) and to delete other
activities that have been consolidated.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ADOPTING AN ANNUAL UPDATE TO THE MASTER FEE SCHEDULE FOR SERVICES
PROVIDED BY THE CITY
WHEREAS,the California Constitution authorizes local governments to recover the
reasonable costs of providing services; and
WHEREAS,the City processes various permits, applications, and licenses, and offers
various recreational program and facility rental opportunities; and
WHEREAS, on September 4, 2012, the City Council approved Resolution 160 -12
Establishing a User Fee Cost Recovery Policy (Fee Policy) that specifies annual adjustments
to fees for services provided by the City and the completion of an updated user fee study every
five years; and
WHEREAS, on June 5, 2018, the City Council received an updated User Fee Study
and on June 19, 2018, the City Council adopted a comprehensive updated Master Fee
Schedule based on the updated User Fee Study; and
WHEREAS,the Fee Policy allows new fees to be added to the City’s Master Fee
Schedule, when necessary, before the next comprehensive user fee study is undertaken; and
WHEREAS, the updates to existing fees and recommended new fees have been added
to the Master Fee Schedule set forth in Exhibit A; and
WHEREAS, fees and charges for parks and recreation programs set forth in Exhibit A
were reviewed by the Parks and Community Services Commission on June 7, 2021, prior to being
presented to the City Council for consideration.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin
adopts the Master Fee Schedule attached as Exhibit A.
BE IT FURTHER RESOLVED that the updated fees identified in said Master Fee
Schedule, shall be effective beginning July 1, 2021. For those items billed as “time and
materials,” the fees and overhead rates shown in Exhibit A shall be applicable to services
provided beginning July 1, 2021.
BE IT FURTHER RESOLVED, that except as otherwise designed in Exhibit A, the
fees therein shall be automatically adjusted annually using the adjustment methodology in
Resolution No. 160-12 Establishing a User Fee Cost Recovery Policy adopted by the City
Council on September 4, 2012.
