HomeMy WebLinkAbout7.2 Fiscal Year 2021-22 Human Services Grant Program Funding Allocations from the General Fund (2)STAFF REPORT CITY COUNCIL Page 1 of 3 Agenda Item 7.2 DATE:June 15, 2021 TO:Honorable Mayor and City Councilmembers FROM:Linda Smith, City Manager SUBJECT:Fiscal Year 2021-22 Human Services Grant Program Funding Allocations from the General Fund Prepared by: Shaun Chilkotowsky, Heritage & Cultural Arts Manager EXECUTIVE SUMMARY: At its June 1, 2021 meeting, the City Council adopted a resolution approving Fiscal year 2021-22 grant funding for 14 Human Service Grant Programs that are funded by the Community Development Block Grant (CDBG) and the American Rescue Plan Act (ARPA). The City Council will consider the remaining seven organizations for funding allocations from the City’s General Fund. STAFF RECOMMENDATION: Review the Human Services Commission recommendation for the Fiscal Year 2021-22 Human Services Grant Program grant allocations to be funded by the City’s General Fund, consider adjustments as desired, and adopt the Resolution Approving Funding Allocations for the Fiscal Year 2021-22 Human Services Grant Program from the General Fund. FINANCIAL IMPACT: At its June 1, 2021 meeting, the City Council approved the allocation of $163,251 in American Rescue Plan (ARPA) funds and $99,183 in Community Development Block Grant (CDBG) funds to 14 grant applicants for the Human Services Grants Program for Fiscal Year 2021-22. In addition to these funding sources, there is currently $160,000 budgeted in the General Fund for the Program. The remaining seven grant applicants requested a combined total of $135,333; the Human Services Commission recommended a total allocation from the General Fund of $80,610 to these applicants. DESCRIPTION: The Human Services Grants Program provides financial support to local non-profit organizations serving the Dublin community. Each year the City Council awards funding to organizations that best meet the community’s needs in support of the City’s adopted Mission and Vision and needs identified in the 2011 Tri-Valley Needs Assessment and based upon the recommendations of the 1822 Page 2 of 3 Human Services Commission. At its June 1, 2021 meeting, the City Council reviewed the Human Services Commission’s recommendations for grant allocations for Fiscal Year 2021-22 (the Staff Report is included here as Attachment 3) and adopted a resolution approving the allocations for 14 programs eligible for CDBG and ARPA funding. The City Council also requested further review of the seven program applications recommended for funding from the General Fund (shown in Table 1). A summary of the scores assigned to the applications is provided in Attachment 4. The criteria used for scoring is provided as Attachment 5. With a total General Fund budget of $160,000, sufficient funding is available to increase the allocation for any, or all, of the organizations to partially or fully fund the amounts requested. XX - 21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVING FUNDING ALLOCATIONS FOR THE FISCAL YEAR 2021-22 HUMAN SERVICES GRANT PROGRAM FROM THE GENERAL FUND WHEREAS,the City received 20 qualifying applications for the Fiscal Year 2021-22 Human Services Grant Program; and WHEREAS, funding sources for the Human Services Grants Program include the federally funded Community Development Block Grant (CDBG), and the City of Dublin General Fund and Affordable Housing Fund, and in Fiscal Year 2021-21, funds allocated to the City from the American Rescue Plan Act (ARPA); and WHEREAS,on May 20, 2021, the Human Services Commission recommended to the City Council approval of 14 grant applicants for award of Community Development Block Grant (CDBG) and American Rescue Plan Act (ARPA) funds totaling $99,183 and $163,251 respectively, which includes the City’s annual repayment of the for repayment of a loan from the United States Department of Housing and Urban Development to support Axis Community Health’s Health Center expansion; and WHEREAS,the Human Services Commission also recommended to the City Council seven grant applicants for award of General Fund dollars totaling $80,610; and WHEREAS,on June 1, 2021, the City Council adopted a resolution approving Fiscal Year 2021-22 Human Services Grant Program allocations from CDBG and ARPA funds only, and asked Staff to return with an item to consider General Fund allocations separately; and WHEREAS,at its June 15, 2021 meeting, the City Council considered Fiscal Year 2021-22 Human Services Grant Program grant funding recommendations eligible for funding from the General Fund; and WHEREAS, the action taken by this Resolution shall approve the funding recommendations from the General Fund. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby take the following actions: 1.Approve the Human Services Grant fund allocations, for Fiscal Year 2021-22, as attached hereto as in Exhibit A; and 2.Authorize the City Manager to execute agreements with each grant recipient effective July 1, 2021 and take such further actions as may be necessary or appropriate to carry out the City Council’s obligations pursuant to this Resolution.
