RECOMMENDATION:/'!"t,(}{' Authorize Staff to advertise Contract 07-03, Area F Square for bid / ,Vii with the additive bid item ofthe trellis FINANCIAL STATEMENT: Total Available Construction Budget $526,000 Construction Estimate for Base Bid Estimate for Additive Bid Item #1 -Trellis $630,000 $21,000 $651,000 Difference ($125,000) DESCRIPTION: As approved in the 2006-2011 Capital Improvement Program, construction of the 2-acre Neighborhood Square in Dublin Ranch Area F will begin in Fiscal Year 2006- 2007 and be complete in Fiscal Year 2007-2008. This timeframe is in sequence with the new Sorrento housing development that surrounds the square. Situated in the Sorrento development, the architecture and the site amenities of the neighborhood are dominated by Italian design motifs. With that consideration, the City's consultant was directed to develop the square based on Italian design principles. BUDGET: In an effort to maximize the City's resources in completing this project, Staff is working with Toll Brothers to implement a portion of the site improvements at no cost to the City. In addition to rough grading and erosion control, Toll Brothers is amending the soil with fertilizers and compost, installing underground utility sleeves, installing sidewalks along north and south side of site, completing the oval-shaped concrete pathway and the entry plaza adjacent to the recreation facility. Factoring in the work Toll Brothers is completing, the project is still estimated to be $125,000 or 23% over the construction budget in the Capital Improvement Plan. The current bidding climate continues to be volatile and continues to increase according to the City's cost estimator. COPY TO: Keller Mitchell and Company ITEM NO. 7.2 Page 1 of2 G:\COUNCIL\Agenda Statements\2007\2-6 Area F Square Bid Ad2.doc u Based on comments from the community meetings regarding the need for shade in other picnic areas throughout the city one additive bid item is included for council consideration: 1) Trellis over picnic tables on south side of square $21,000 The trellis was not originally included in the design approved by City Council as it was shown to be cost prohibitive during the initial estimates prepared for the project. Staff has evaluated the design and concluded that the only changes to the entire design which would eliminate the entire shortfall would be to remove both play areas. Staff would not recommend this course of action to eliminate the shortfall since the play area is a basic component of the park. Until actual bid results are available it is not known what the full impact will be to the project budget. Staff would recommend that the City Council authorize the bidding of the project as designed with the added bid item of the trellis. Staff would include the increase in the cost of construction as part of this year's update to the Public Facility Fee. SCHEDULE: Authorization to Advertise for Bids Award Contract Project Completion February 2007 March 2007 November 2007 RECOMMENDATION: Staff recommends that the City Council take the following action: 1) Authorize Staff to advertise Contract 07-03, Area F Square for bid with the additive bid item of the trellis. d..
