SUBJECT:
The City Council will consider whether or not to incorporate the
Village Parkway Specific Plan area into the future Downtown
Dublin Specific Plan.

RECOMMENDATION:
I:
1) Receive Staff presentation;
2) Deliberate; and
3) Direct Staff to either:
a) Incorporate the Village Parkway Specific Plan area into
the future Downtown Dublin Specific Plan; or
b) Leave the Village Parkway Specific Plan as a separate
planning area from the Downtown Dublin Specific Plan.
FINANCIAL STATEMENT:
None at this time. The fiscal year 2006-2007 budget allocated
$272,200 for a consultant to prepare the Downtown Dublin Specific
Plan, and the General Plan Community Design Element. The
additional cost for the consultant to incorporate the Village Parkway
Specific Plan area into the Downtown Dublin Specific Plan is
estimated to be approximately $40,350. It is anticipated that this
additional cost will exceed the funds allocated to prepare the
Specific Plan and Community Design Element. Therefore, Staff
anticipates that a budget adjustment would be necessary in order to
incorporate the Village Parkway Specific Plan area into the future
Downtown Dublin Specific Plan.
PROJECT DESCRIPTION:
Background
The planning effort for Downtown Dublin began with the adoption of the Dublin Downtown Specific Plan
in 1987. The Dublin Downtown Specific Plan was the first comprehensive specific plan for the entire
downtown area. In December of 2000, the City Council repealed a portion of the Dublin Downtown
Specific Plan and replaced that portion of the Specific Plan area with the Downtown,Core Specific Plan,
Village Parkway Specific Plan, and the West Dublin BART Specific Plan. As a result of adopting the
Specific Plans in 2000, the downtown area was divided into four separate specific plans; including the

Downtown Core Specific Plan, the Village Parkway Specific Plan, the West Dublin BART Specific Plan,
and the remaining portion of the Dublin Downtown Specific Plan. The nearby Dublin Historic Village
Area Specific Plan was adopted in 2006 and is not a part of the downtown planning area. The adjacent
San Ramon Road Specific Plan was adopted in 1983. Please see Attachment 1 which depicts the existing
specific plans in the downtown area.
Downtown Dublin Specific Plan
The Fiscal Year 2006-2007 City Council Goals and Objectives includes, as high priority goals, the
preparation of a comprehensive Downtown Dublin Specific Plan (DDSP) with Design Guidelines, that
combines the area of the existing Downtown Core Specific Plan, Dublin Downtown Specific Plan, West
Dublin BART Specific Plan, and San Ramon Road Specific Plan into one comprehensive document, and
preparation of a citywide General Plan Community Design Element.
At the December 5,2006, City Council meeting, the City Council directed Staffto distribute a Request for
Proposals (RFP) for the preparation of both the DDSP and General Plan Community Design Element.
Staff distributed the RFP to prepare the DDSP and Community Design Element on December 6, 2006.
The City received proposals from six consulting firms in response to the RFP. City Staff reviewed the six
proposals and determined that two of the proposals best met the RFP request and the City invited those
two consulting firms for interviews. A Proposal Evaluation Committee, consisting of Mayor Lockhart,
Planning Commission Chair Schaub, and Staff members from the Community Development, Economic
Development, Public Works Departments and the City Manager's Office, interviewed the top two
consultant teams. The Proposal Evaluation Committee is recommending that the City Council enter into a
contract with the consulting firm of Downtown Solutions to prepare the DDSP and the Community
Design Element. Staff will bring the Proposal Evaluation Committee's recommendation and the draft
contract between the City of Dublin and Downtown Solutions to the City Council for consideration at a
future City Council meeting.
At a meeting of the Proposal Evaluation Committee, Mayor Lockhart brought forward the concept of
incorporating the Village Parkway Specific Plan area into the boundary of the proposed DDSP. The
Village Parkway Specific Plan was not contemplated as a part ofthe City Council's 2006-2007 Goals and
Objectives to be a part of the comprehensive DDSP. Therefore, Staff is requesting that the City Council
provide Staff with direction regarding whether to incorporate the Village Parkway Specific Plan area into
the planning effort for the future DDSP or leave the Village Parkway Specific Plan as a separate planning
area.
ANALYSIS:
In accordance with the City Council's Goals and Objectives, the proposed DDSP would combine the area
of the existing Downtown Core, Dublin Downtown Plan, West Dublin BART, and San Ramon Road
Specific Plans into one comprehensive specific plan. These specific plans lie to the west of Interstate 680
and are contiguous to one another. The Village Parkway Specific Plan lies to the east of Interstate 680
and is separated from the other Specific Plans by the freeway (Attachment 1). The City Council's Goals
and Objectives did not include combining the Village Parkway Specific Plan into the comprehensive
DDSP. Therefore, under the City Council's current Goals and Objectives, the Village Parkway Specific
Plan would remain as a separate planning area from the DDSP. Thus, the Village Parkway Specific Plan
document would govern the development and redevelopment ofthe Village Parkway Specific Plan area.
The consultant firm of Downtown Solutions has extensive experience preparing specific plans for
downtown areas. Therefore, Staff contacted Downtown Solutions for input regarding the Village Parkway
Specific Plan and their opinion about incorporating the existing Village Parkway Specific Plan area into
the DDSP. The Downtown Solutions team typically recommends decreasing the area of downtown

specific plans, rather than increasing the area, in order to concentrate on the core downtown area.
However, based on the history of the planning efforts for the downtown area, and the close proximity of
Village Parkway to the DDSP area, Downtown Solutions feels that it would be appropriate to incorporate
the Village Parkway Specific Plan area into the DDSP.
Incorporating the area of the Village Parkway Specific Plan into the future DDSP would expand the
planning area and thus expand the scope of work and costs associated with the preparation of the DDSP.
Downtown Solutions estimates that it would cost approximately $40,350 to expand the scope of work to
include the Village Parkway Specific Plan area in the planning effort for the DDSP. The additional costs
of the expanded scope of work include time and materials to prepare additional mapping, circulation
analysis, market analysis, development regulations, design guidelines, and streetscape plans for the
expanded planning area.
CONCLUSION:
If the City Council directs Staff to include the Village Parkway Specific Plan area into the DDSP, Staff
will work with Downtown Solutions to modify their scope of work accordingly. If the City Council
decides not to incorporate the Village Parkway Specific Plan into the DDSP, the Village Parkway Specific
Plan would remain as a separate planning area from the DDSP. Thus, the Village Parkway Specific Plan
document would govern the development and redevelopment of the Village Parkway Specific Plan area
NOTICING:
Staff sent a notice to all property owners within the existing Village Parkway Specific Plan area advising
them of this City Council discussion regarding the Village Parkway Specific Plan.
RECOMMENDATION:
Staff recommends that the City Council: 1) Receive Staff presentation; 2) Deliberate; and 3) Direct Staff
to either: a) Incorporate the Village Parkway Specific Plan area into the future Downtown Dublin Specific
Plan; or b) Leave the Village Parkway Specific Plan as a separate planning area from the Downtown
Dublin Specific Plan.
