FINANCIAL STATEMENT:
Adopt the Resolution accepting the street improvements for Tract
7441, Phase I - Silvera Ranch, and approving the regulatory traffic
control devices.
Pfeiffer Ranch Investors II, Inc., has provided a Maintenance Bond
in the amount of $951,014.00 (Bond No. 869574S) to replace the
Performance and Labor and Materials Bonds that guaranteed the
improvements. The Maintenance Bond will guarantee against
defects for one year. Once these improvements have been accepted,
the City will incur maintenance costs for the street improvements.
DESCRIPTION: Pfeiffer Ranch Investors II, Inc. (dba Pinn Brothers Fine Homes,
Inc.), recently completed street improvements for Tract 7441, Phase I - Silvera Ranch. The project site is
located on the east side of Tassajara Road immediately north of the Nielsen property, and consists of 35
single-family homes (The Estates), and 28 single-family cluster homes (The Manors). Phase I
improvements also consisted of widening the east side of Tassajara Road along the frontage and installing
a new traffic signal at the intersection of Tassajara Road and Silvera Ranch Drive. This work was
governed by an Improvement Agreement executed July 1,2005, via City Council Resolution No. 29-05.
Since the developer has completed the work governed by the Improvement Agreement and to the
satisfaction of the Public Works Director, it is appropriate for the improvements to now be accepted by
the City for permanent maintenance.

The following regulatory traffic control devices will be accepted and approved as part of this project and
added to the City of Dublin Traffic Code:
A. "No Parking Anytime" traffic control devices have been installed on both sides of Silvera
Ranch Drive between Tassajara Road and a point extending 350 feet easterly of Tassajara
Road.
B. "No Parking Anytime" traffic control devices have been installed on the east side of Tassajara
Road between Silvera Ranch Drive and a point extending 770 feet northerly of Tassajara Road.
C. "No Parking Anytime" traffic control devices have been installed on both sides of Branding
Iron Court between Silvera Ranch Drive and a point extending 50 feet northerly of Silvera
Ranch Drive.
D. "No Parking Anytime" traffic control devices have been installed on both sides of Branding
Iron Court at the cul-de-sac.
E. Stop control devices have been installed on the southerly approach of Branding Iron Court at
Silvera Ranch Drive.
At the time the City and Pfeiffer Ranch Investors II, Inc., executed the Improvement Agreement for the
street improvements, the developer provided a Performance Bond and a Labor and Materials Bond each in
the amount $1,705,617.00 for grading, a Performance Bond and a Labor and Materials Bond each in the
amount $1,788,006.00 for Phase I improvements, and a Performance Bond and a Labor and Materials
Bond each in the amount $310,433.00 for landscaping, for a total amount of $3,804,056.00, to guarantee
performance of the work on these improvements. Now that the work is complete, these bonds may be
released in accordance with the authority contained in S66499.7 of the Government Code, and replaced
with a Maintenance Bond in an amount necessary to guarantee the work for a one-year period following
acceptance. The developer and the contractor have provided a Maintenance Bond in the amount of
$951,014.00, which is 25% of the original Performance Bond, and which is sufficient to guarantee the
improvements for a one-year period after acceptance.
Staff recommends that the City Council adopt the Resolution accepting the improvements for Tract 7441,
Phase I - Silvera Ranch, and approving the regulatory traffic control devices.

ACCEPTANCE OF IMPROVEMENTS ASSOCIATED WITH TRACT 7441, PHASE 1-
SIL VERA RANCH (PFEIFFER RANCH INVESTORS II, INC.)
AND APPROVING REGULA TORY TRAFFIC CONTROL DEVICES
WHEREAS, the developer of Tract 7441, filed March 11, 2006, in Book 279 for Parcel Maps at
Pages 68-82, previously entered into an Improvement Agreement with the City of Dublin to improve said
Parcel in accordance with plans and specifications on file with the Public Works Director, said Parcel
identified as follows:

WHEREAS, the Street Improvements associated with Tract 7441 are complete in accordance with
said plans and specifications, and any approved modifications thereto, to the satisfaction of the Public
Works Director; and
WHEREAS, the original improvement Performance Bonds and Labor and Materials Bonds that
guaranteed the Improvements can be released, in accordance with the authority contained in S66499.7 of
the Government Code of the State of California, and replaced with a Maintenance Bond to guarantee the
completed work for a one-year period following acceptance;
NOW, THEREFORE, BE IT RESOLVED that:
1. The improvements completed within said Tract are hereby approved and accepted subject
to a one-year guarantee period; and
2. The traffic regulatory devices installed by the developer are hereby included in the City of
Dublin Traffic Code, said regulatory devices to include the following:
a) "No Parking Anytime" traffic control devices installed on
. both sides of Silvera Ranch Drive between Tassajara Road and a point extending
350 feet easterly of Tassajara Road.
. east side of Tassajara Road between Silvera Ranch Drive and a point extending 770
feet northerly of Tassajara Road.
. both sides of Branding Iron Court between Silvera Ranch Drive and a point

3. The original Performance Bond issued by Developers Surety and Indemnity Company in
the amount of$I,705,617.00 (Bond No. 868815S) for Grading be released; and
4. The original Labor and Materials Bond issued by Developers Surety and Indemnity
Company in the amount of $1,705,617.00 (Bond No. 868815S) for Grading be released;
and
5. The original Performance Bond issued by Developers Surety and Indemnity Company in
the amount of $1,788,006.00 (Bond No. 869574S) for Phase 1 Improvements be released;
and
6. The original Labor and Materials Bond issued by Developers Surety and Indemnity
Company in the amount of $1,788,006.00 (Bond No. 869574S) for Phase 1 Improvements
be released; and
7. The original Performance Bond issued by Developers Surety and Indemnity Company in
the amount of$310,433.00 (Bond No. 869575S) for Landscaping be released; and
8. The original Labor and Materials Bond issued by Developers Surety and Indemnity
Company in the amount of $310,433.00 (Bond No. 869575S) for Landscaping be released;
and
9. The submitted Maintenance Bond cash security issued by Developers Surety and Indemnity
Company in the amount of $951,014.00 (Bond No. 869574S) be accepted as security for
the aforesaid one-year maintenance period, said period to commence on this date and
terminate on the 7th day of August, 2008.
