DESCRIPTION: The City of Livermore has expressed its interest in participating in the Metropolitan Transportation Commission's (MTC) 2007 Traffic Engineering Technical Assistance Program. Livermore is requesting funds to procure the assistance of a consultant to evaluate the effectiveness of ramp metering in reducing travel time along eastbound 1-580 and reducing cut-through traffic along arterials in the cities of Dublin, Livermore, and Pleasanton. Since the City of Dublin will benefit from this study, Livermore is soliciting Dublin's support in the funding request. Back2round A project is nearing completion to install ramp meters along 1-580 from the Foothill/San Ramon Road Interchange in PleasantonlDublin to the Greenville Interchange in Livermore. The plan is to turn the meters on in the eastbound direction by the end of this year. Ramp metering is expected to reduce travel time along 1-580 in the evening peak hours, which should discourage the use of city arterials to bypass congestion along 1-580. Scope of Proiect The anticipated scope of the project is as follows: COpy TO: Mohammed Poumia, City of Livermore Page 10f2 ITEM NO. -5:1 G:\TRANSPORTATION\Funding Applications\agst Livermore Letter of Support. doc CJ . Meet with Tri- Valley cities and Caltrans to identify key cut-through arterial routes in each city. . Collect traffic volumes before and after ramp metering along designated arterials . Incorporate the before and after speed and volume data collected by Caltrans along eastbound 1-580 and the Ollfamps and offi'amps within the project limits . Prepare a report outlining the results The cost of the project may exceed $30,000, which is the cap for TETAP projects. If so, Livermore has requested that the project be considered as two separate projects for "before" and "after" studies. Staff recommends that the City Council approve the draft letter of support for the City of Livermore's request for TETAP funds and authorize the Mayor to sign the letter.
