FINANCIAL STATEMENT:
The cost of installing speed limit signage is budgeted in the Street
Maintenance Operating Budget.
DESCRIPTION: . This is the second reading ofa proposed ordinance to establish speed
limits on various Dublin streets. A public hearing was held at the August 7,2007, meeting.
California Vehicle Code Section 40802 provides that police may use radar for speed enforcement as long
as certain criteria are met. For roadways with residential frontage that are (1) not more than 40 feet in
width, (2) not more than one half mile of uninterrupted length, and (3) not more than one traffic lane in
each direction, a prima facie 25 mph speed limit may be used without performing a survey. For all other
roadways, an engineering and traffic survey is required in order to permit enforcement by means of radar.
The operative criterion determined by an engineering and traffic survey is the "85th percentile" or "critical"
speed. This figure is based on the belief that most drivers will drive at a speed that is safe and reasonable
for conditions. In a sampling of speeds that are taken by radar, 85% of drivers are traveling at the 85th
percentile speed or lower. The second part of the engineering and traffic survey includes an analysis of the
roadway to determine whether there are any offsetting factors such as curves, intersecting driveways,
accident history, schools, and so forth, which would cause the recommended speed limit to be less than the

85th percentile speed. Engineering surveys are typically performed during non-commute hours and are not
performed where roadways are still under construction or where there are temporary conditions that would
affect a driver's speed. Traffic Commissioners take these engineering and traffic surveys seriously and may
not uphold citations when the driver is within the 85th percentile speed, unless there are other criteria to
indicate that the posted speed limit should be lower. Speed limits that are set artificially low are said to be
"speed traps" and are typically not enforceable.
The attached speed survey report and survey forms list a number of streets with existing speed limits that
needed to be re-surveyed because the previous survey had expired or because the roadway characteristics
changed since the last survey. These include Betlen Drive, Brighton Drive, Clark Avenue, Creekside
Drive, Dublin Boulevard, Grafton Street, Scarlett Drive, and Village Parkway. It was discovered that
certain segments of Central Parkway and Gleason Drive did not have adopted speed limits, although they
do have posted speed limit signs. In addition, the residential streets of North and South Dublin Ranch
Drive and Signal Hill Drive are over 40 feet wide and require surveys in order for the 25 mph speed limit to
be enforceable. Two streets that do not have posted speed limits and had not been previously surveyed are
Bent Tree Drive and Fallon Road between Bent Tree Drive and Signal Hill Drive. Following is a
discussion and summary of findings for the streets that do not have adopted speed limits and are therefore
included in the draft ordinance.
Central Parkway (Arnold Road to Tassajara Road): A portion of Central Parkway was surveyed in 2000,
and the existing survey expired in 2006. The posted speed limit on Central Parkway is 35 mph, but a speed
limit has not been previously adopted. The survey just performed yielded 85th percentile speeds ranging
from 35.2 mph to 38.6 mph, and it is recommended that the posted 35 mph speed limit be retained.
(Central Parkway east of Tassajara Road has not been surveyed because of ongoing construction activity.)
Gleason Drive (Arnold Road to TasSlijara Road): The segment of Gleason Drive between Hacienda
Drive and Tassajara Road does not have an adopted speed limit. The speed limit on other portions of
Gleason Drive was adopted as 40 mph. The 85th percentile speed between Hacienda Drive and Tassajara
Road was surveyed at 42 mph. The recommended speed limit is 40 mph, which is consistent with the
remainder of the street.
North and South Dublin Ranch Drive: Portions of this continuous loop roadway are over 40 feet
wide, which precipitates the need for the survey. The 85th percentile speed ranges from 27.6 to 36 mph.
Because of the residential frontage, Ted Fairfield Park, and various school crossings, the speed limit is
recommended to remain at the posted 25 mph.
Signal Hill Drive: Signal Hill serves as the entrance to several Dublin Ranch subdivisions, as well as
the golf course clubhouse area. The 85th percentile speed on Signal Hill Drive ranges from 29.5 mph to
32.9 mph. Because of the residential frontage and on-street parking, as well as the clubhouse entrance, it is
recommended that the speed limit remain at the posted 25 mph.
Bent Tree Drive: Bent Tree Drive serves as the entrance to several Dublin Ranch subdivisions. The
85th percentile speed on Bent Tree Drive is 37.9 mph. There are no houses directly fronting onto Bent
Tree Drive, parking is allowed only on the upper portion, and there is no currently posted speed limit. It is
recommended that the speed limit be set at 30 mph in order to support the 85th percentile speed.
Fallon Road (Bent Tree Drive to Signal Hill Drive): Construction is essentially complete on this portion of
Fallon Road. The 85th percentile speeds range from 41 mph between Bent Tree and Gleason Drive to 49.6
mph between Antone Way and Signal Hill. There are several signalized crossings which could incur

pedestrians. In addition, the more southerly portion of Fallon Road near Gleason Drive, where speeds are
slower, incurs some commute traffic and other, slower-moving construction vehicles. In order to provide
consistency, it is recommended that the speed limit be set at 40 mph for the entire length of Fallon Road
between Bent Tree Drive and Signal Hill Drive.
Fallon Road south of Bent Tree Drive is still under construction and will not be surveyed at this time;
however. when the southerly segment is complete and when the connection of Fallon Road to Tassajara
Road is established in the future, it is recommended that the entire road be re-surveyed.
This report contains a number of recommendations for installation of speed limit signs. Where speed limits
are not being changed, the signing recommendations are in the process of being accomplished. For Fallon
Road and Bent Tree Drive, where new speed limits are being established, the signs cannot be posted until
the ordinance has been adopted and the appeal period has passed.
Staff recommends that the City Council waive the reading and adopt the ordinance establishing speed limits
on Central Parkway, Gleason Drive, North and South Dublin Ranch Drive, Signal Hill Drive, Bent Tree
Drive, and Fallon Road.

Government Code of the State of California.

1. INTRODUCTION
a. Summary
The following report presents the findings of an "engineering and traffic speed survey"
conducted for the City of Dublin, California. The study consisted of radar speed surveys and
analyses in order to assist the City in maintaining and setting appropriate vehicle speed
limits. Speed surveys must be conducted and periodically updated as set forth in the
California State Vehicle Code in order to ensure proper speed limits and enforceability by
policing agencies.
The analysis of each street segment included radar speed measurements, noting specific
street characteristics, and reviewing accident histories. Speed limits are generally established
by incorporating these factors along with the measured "85th percentile speed" (also called
"critical speed"), which is defined as the speed at which 85 percent of the drivers are
traveling at or below.
The information gathered for each street is intended to assist in evaluating existing and future
speed limits. Ultimately, the designation of a safe and efficient speed limit depends on sound
engineering judgment. In addition, input from Dublin Police enforcement officers regarding
these recommendations should be considered before establishing the speed limits.
b. Results/Recommendations
Existing conditions at 12 of the 15 streets indicate that maintaining the existing posted speed
limits is recommended at this time (installing additional speed limit signs is recommended at
some locations). Brighton Drive does not have a posted speed limit. For most of its length it
qualifies as a "local" street, with a prima facie speed limit of 25 mph. However, a short
section exceeds 40 feet in width, which is the maximum for "local" street definition.
Therefore, it is recommended that the speed limit be established at 25 mph with
corresponding speed limit signs installed. Bent Tree Drive does not have a posted speed
limit. Based on the survey data, it is recommended that the speed limit be established at 30
mph and corresponding speed limit signs be installed. Fallon Road has no posted speed
limits. Based on the survey data, it is recommended that the speed limit for the analyzed
section of Fallon Road be established at 40 mph and corresponding speed limit signs be
installed.
The subsequent sections describe the data collection, analyses, and recommendations for
each of the examined street segments.

2. BACKGROUND METHODOLOGY
Speed zoning or the application of designated vehicle speed limits is consistent with the State of
California's laws for establishing prima facie speed limits on public streets. Typically, speed
zoning is warranted on streets and thoroughfares where there are "appreciable" amounts of
traffic volumes where speed zones would help contribute to the "orderly movement" of traffic
by increasing driver awareness of a reasonable speed.! Not all streets require prima facie speed
limits. These include well established business districts or urban areas where speed limits are
clearly apparent. The basic goal of speed zoning is to prevent motorists from operating at a
wide range of speeds along a thoroughfare which could create vehicle conflicts. Speed zoning
allows motorists to travel at or near the same speeds.
Speed limits range from absolute to prima facie. Absolute speed limits are usually found on
freeways where the maximum speed limit (65 mph or 70 mph) cannot be exceeded. Prima facie
("on the face of it") speed limits are usually established through speed zoning studies. In some
locations, there are automatic prima facie speed limits. These include a temporary 25 mph limit
through school zones when children are present coming to/from school or 15 mph speed limits
at uncontrolled railroad crossings. It is possible for a motorist to exceed the established prima
facie speed limit if it is safe to do so under prevailing driving conditions. However, if the
motorist is cited by a police officer, the motorist must prove that he/she was driving in a safe
and prudent manner and not endangering other motorists.
Consistent with the State of California Vehic1e Code requirements, speed zoning surveys must
be updated periodically to ensure proper speed limits as well as continuing enforcement by
police officials. Sections 40802 and 40803 of the California State Vehic1e Code defme the
requirements for when speed surveys must be conducted? In general, a City with an on-going
program in place which incorporates several criteria (including training of police officers in
correct radar operation certified by the Commission on Peace Officer Standards and Training,
radar devices that meet or exceed the minimal operational standards of the National Traffic
Highway Safety Administration and have been calibrated within three years of the alleged
violation) can survey a street every seven (7) years. The code goes on to state that, "If the
engineering and traffic survey was conducted more than seven years prior to the date of the
alleged violation, and a registered engineer evaluates the section of highway (roadway) and
determines that no significant changes in roadway or traffic conditions have occurred, including,
but not limited to, changes in adjoining property or land use, roadway width, or traffic volumes,
(it shall be every) 10 years."
In the absence of a program incorporating the criteria defined in Section 40802, a City should
conduct a traffic and engineering survey every five (5) years. Note that the above time
requirements do not apply to school zones or strictly local roads (which are defmed in Section
40802 as a roadway width of npt more than 40 feet, not more than one-half mile in length, and
only one lane each direction).

3. DATA COLLECTION
a. Survey Locations
The City identified 15 streets for analysis as a result of previous surveys expiring or the
necessity to establish speed limits. Due to the length of several streets, radar surveys were
conducted at more than one location in order to properly assess the conditions of the entire
street segment. A total of 39 segments were surveyed.3 (Figure 1 provides a city map and
Figure 2 illustrates the studied streets and approximate radar speed survey locations.) A
minimum of 100 vehicle speed measurements were recorded at each location. For streets
separated by a raised median, 100 measurements were recorded for each direction.
In addition to the measured vehicle speeds, other characteristics associated with each street
segment were identified. These include roadway alignments or slopes, street parking
availability, adjacent land uses (residential or commercial properties) or nearby schools.
Using accident data provided by the City, three year accident histories (2004-2006) for each
street were identified and the number of speed related accidents were noted. (Table Al
listing the recorded accidents is provided in the Appendix.) An accident rate for each street
was calculated and compared to statewide averages for similar streets.4 The accident rate
equation incorporates the number of accidents, the average daily traffic (ADT) volume, and
street length to, produce a rate that reflects accidents per million vehicle miles of travel.
Machine tube counts tabulating 24-hour volumes over several days were conducted on each
studied street in order to obtain the daily traffic volumes.5
After compiling the data, a "Speed Limit Engineering/Traffic Study" worksheet was
completed for each street. The worksheet contains information that includes posted speed
limit, measured critical speed, roadway characteristics, accident rates, and the survey
recommendations.
Table 1 summarizes the findings for each street segment. A discussion of each street is then
presented in the following section. (The engineering/traffic speed survey worksheets and the
radar summary worksheets are provided in the Appendix.)

1. Bent Tree Drive (between E. Sugar Hill Terrace and Fallon Rd.)
Description: Bent Tree Drive is a moderately curved two lane road (one lane each way)
between E. Sugar Hill Terrace and Fallon Road. There is a raised center median between
Twin Eagles Lane and Fallon Road. The street has a moderately steep grade (downhill north-
to-south). The road is located in a residential neighborhood where intersecting streets
provide direct residential access (there is no direct access from Bent Tree Drive). There is
signalized control at Fallon Road, all-way stop control at E. Sugar Hill Terrace, and side
street stop controls for the intersections in between. Street parking is allowed toward the
north end of the road. There is also a golf course on both sides of Bent Tree Drive at the
north end and golfers/golf carts cross at E. Sugar Hill Terrace.
Speed Data: There are currently no posted speed limit signs on the street. Between E. Sugar
Hill Terrace and Twin Eagles Lane the street qualifies as "local". However, between Twin
Eagles Lane and Fallon Road it widens (to approximately 74 feet with a center median), but
remains one lane each direction. The 85th percentile speed was calculated to be 37.9 mph.
Recommendations: The somewhat elevated 85th percentile speed is likely due to the slope of
the road (which typically results in higher speeds) and the absence of any existing speed limit
signs. Given the road's curvature in addition to its slope, the street crossing activity
associated with the golf course, and the predominantly residential nature of the area, it is
recommended that the speed limit be set 30 mph as a base case and that speed limit signs be
installed (for northbound motorists near Fallon Road and southbound motorists near E. Sugar
Hill Terrace).

2. Betlen Drive (between Silvergate Dr. and Hansen Dr.)

Desc;ription: This segment of Betlen Drive is a straight road approximately 1,000 feet long
with street parking and direct residential access on both sides. There is a short grade near
Silvergate Drive. There are stop sign controls at both ends of the segment.
Speed Data: There is a posted speed limit of 25 mph. The 85th percentile speed was
measured at 28.7 mph.
Recommendations: Based on the measured critical speed and the street characteristics, it is
recommended that the 25 mph speed limit be maintained.

3. Brighton Drive (between Village Pkwy. and Lucania St.)
Description: This segment of Brighton Drive consists of two lanes (one each direction) with
direct residential access, street parking, and is moderately curved. There is a community
park along the south side between Bristol Road and Brighton Place. There is signalized
control at Village Pkwy. and all-way stop control at Lucania Street. Dublin High School is
located on the northeast corner of the Brighton DriveNillage Pkwy. intersection.
Speed Data: There are currently no posted speed limit signs on this street segment. The
surveyed critical speed was 32.7 mph.
Recommendations: For most of its length Brighton Drive qualifies as a local street (40 feet
wide or less, half-mile long or less, and one lane each direction) with a prima facie 25 mph
speed limit. Given the 85th percentile speed, residential character of the street, adjacent park
and nearby school, the 25 mph speed limit is appropriate and should remain unchanged.
However, because the road width exceeds 40 feet between Cranford Lane and Village Pkwy.
(approximately 52 feet wide), it is recornrnendedthat 25 mph speed limit signs be installed
(one for westbound motorists near Village Pkwy. and one for eastbound motorists near
Lucania Street).

4. Central Pkwy. (between Arnold Rd. and Tassajara Rd.)
Description: Central Pkwy. is oriented in an east-west direction, extending from Arnold
Road to newer development east of Tassajara Road. It consists primarily of two lanes (one
each way) separated by a raised median. Adjacent land uses include office buildings on the
west side, retail on the east side near Tassajara Road, and residential in between. Due to the
length of the segment and the variations in adjacent land uses, the road was examined in five
sections:
Arnold Road - Hacienda Drive: This segment of Central Pkwy. serves large office
buildings on both sides. There are central driveways located mid-block. Central Pkwy. has
two lanes with a median west of these driveways and four lanes (two each way) east of the
driveways to Hacienda Drive. There are signal controls at Arnold Road and Hacienda Drive.
The segment is straight, flat, and there is no street parking.
Hacienda Drive - Hibernia Drive: This segment is in a residential area with
condominiums and town homes on each side. It has two lanes (one each way) with a median.
The segment is straight and flat and street parking is provided in curb "cut-outs" in some
locations. There is a school located at the northeast comer of the Central Pkwy.IHibernia
Drive intersection.
Hibernia Drive - Persimmon Drive: This segment has very similar characteristics to
the Hacienda Drive - Hibernia Drive segment. The school is located along the north side
between Hibernia Drive and Aspen Street and is a posted "school zone' (25 mph when
children present).
Persimmon Drive - Glynnis Rose Drive: This segment is also similar to the previous
segments. However the road has a long broad curve and there is a large regional park
(Emerald Glen Park) along the north side.
Glynnis Rose Drive - Tassajara Road: This is a short segment between two signalized
intersections. It consists of two lanes (one each way) with a center median. There is a
mixed-use residential/retail complex on the south side and the regional park continues along
the north side. Street parking is allowed on the north side. The south side has a single
private tenant garage driveway.
Speed Data: The road has a posted speed limit of 35 mph between Central Pkwy. and
Tassajara Road. The radar survey locations and the measured 85th percentile speeds are
listed as follows:

Recommendations: Based on the street characteristics in combination with measured 85th
percentile speeds, it is recommended that the 35 mph speed limit be maintained for Central
Pkwy. between Arnold Road and Tassajara Road.
Currently the first speed limit sign encountered by westbound motorists from Tassajara Road
is located just east of Killian Street. It is recommended that a speed limit sign be posted
further east, either by moving the sign near Killian Street or installing an additional sign just
west of Tassajara Road.

5. Clark Avenue (between Dublin Blvd. and Village Pkwy.)
Description: This segment of Clark Avenue is a wide two lane road (one lane each way) that
is flat and straight as it extends south from Dublin Blvd. The roadway then curves sharply at
the south end (where it becomes Village Pkwy.). There are a few driveways serving offices
located along the side of the road.
Speed Data: The segment has a posted speed limit of 30 mph. The measured critical speed
was 29.7 mph.
Recommendation: Based on the street characteristics and measured critical speed, it IS
recommended the 30 mph speed limit be maintained.

6. Creekside Drive (between Silvergate Dr. and Brittany Dr.)
Description: Creekside Drive extends from Silvergate Drive to Brittany Drive and is a
residential. It also experiences some vehicle "through" trips between Silvergate Drive and
Iglesia Drive or Rolling Hills Drive. It is sloped (downhill north~to~south) with grades
varying from moderate to steep and there are several curves.
Speed Data: The street has a posted 25 mph speed limit. Radar surveys were conducted at

Silvergate Dr. - Iglesia Dr.: This is a short segment that is curved and relatively
steeply graded. The measured 85th percentile speed was 28.8 mph.
Iglesia Dr. - Vista PI.: This is a long and straight section that is moderately sloped.
The measured 85th percentile speed was 36.2 mph.
Vista PI. - Brittany Dr.: This is a shorter segment with tight curves and a relatively
steep slope. The measured 85th percentile speed was 33 mph.
Recommendation: The slope of the road is a contributing factor in the difference. between the
posted 25 mph speed limit and two of the measured 85th percentile speeds. However, given
the road's steeply sloped and curved sections, in addition to the predominantly residential
nature of the street, it is recommended that the speed limit be maintained at 25 mph.
Although speed limit signs are posted at several locations, it is recommended that an
additional 25 mph speed limit sign be installed for southbound motorists near Rolling Hills
Drive.

7. Dublin Boulevard (between San Ramon Rd. and Sierra Ct./Civic Plaza)
Description: This portion of Dublin Blvd. is a major arterial street through the downtown
commercial area. There are six lanes (three each way) with a center median and no street
parking. In this area Dublin Blvd. consists predominantly of short blocks between signalized
intersections and numerous retail driveways along both sides of the street. There is a
moderate curve between Village Pkwy. and Clark Avenue.
Speed Data: The posted speed limit is 35 mph for the length of the analyzed section. The
radar survey locations and the measured 85th percentile speeds are listed as follows:

8. Fallon Road (between Bent Tree Dr. and Signal Hill Dr.)
Description: This section of Fallon Road is a wide, four-lane street with a center median.
There is limited side street access to newer residential development in east Dublin. There is
no street parking. The road was examined in three segments:
Bent Tree Dr. - Gleason Dr.: This is a straight, flat segment between two signalized
intersections. Field observations indicate this segment experiences a combination of higher
speed "through trips" and lower speed trips by motorists turning to/from Bent Tree Drive
from/to Gleason Drive. These drivers must change lanes within this block in order to turn at
each respective intersection.
Gleason Dr. - Antone Wy: This is a flat,but moderately curved, segment between
two signalized intersections, with no side streets or driveways between the two intersections.
Antone Wy. - Signal Hill Dr.: This is a longer segment that is moderately sloped
(downhill north-to-south). It is straight from Signal Hill Drive through the sloped portion,
then is moderately curved and flattens near Antone Way. There is one side street on the west
side at the signalized Tumberry Drive intersection in the middle of the segment. Field
observations indicate the signals are usually "green" for Fallon Road travel due to relatively
low volumes to/from Tumberry Drive.
Speed Data: There are currently no posted speed limits along this analyzed section of Fallon
Road. The radar smvey locations and the rneasmed 85th percentile speeds are listed as
follows:
Bent Tree Dr. - Gleason Dr.:
Gleason Dr. - Antone Wy.:
Antone Wy. - Signal Hill Dr.:
85th percentile speed = 41 mph
85th percentile speed = 48 mph
85th percentile speed = 49,6 mph
Recommendations: The measmed 85th percentile speeds between the Bent Tree Dr.-Gleason
Dr. and Gleason Dr.-Signal Hill Dr. street segments range from 41-49.6 mph, a difference of
approximately 8 mph. Higher vehicle speeds are likely due to the slope of the road and the
longer distance. between intersections. The lower speed section includes slower moving
vehicles traveling to/from Bent Tree Drive and Gleason Drive. Fallon Rd. south of Bent
Tree Dr. to 1-580 introduces additional speed characteristics to the Fallon Rd. corridor. This
section narrows to two lanes with dirt shoulders, hilly terrain, and some pronounced curves.
There are yellow 30 mph speed limit warning signs posted at the curved locations. (This
section will be replaced by a newly constructed fom lane road with signalized controls at
major cross-street intersections.)
Other factors contributing to the speed limit recommendation for Fallon Rd. include the
presence of pedestrians crossing Fallon Rd. to/from schools located to the west. In addition,
the Gleason Rd. eastbound approach to Fallon Rd. consists of two right-turn lanes.
Consequently, vehicles in the outside right-turn lane travel across one lane of southbound
Fallon Rd., creating another potential area of conflict.

To . accommodate the various speed conditions and segment characteristics while still
providing for consistent speeds through the Fallon Rd. corridor, iris recommended that the
speed limit be established at 40 mph between Bent Tree Drive and Signal Hill Drive. After a
six month trial period, it is recommended that another traffic/engineering study with new
radar surveys be conducted and the speed limits reexamined at that time.
There are currently two yellow 30 mph warning signs for the southbound travel direction
located just north and south of the Gleason Drive intersection. With the improvements that
have been made to Fallon Road in this area, the signs are no longer appropriate and should be
removed or relocated south of the Bent Tree Drive intersection.

9. Gleason Drive (between Arnold Rd. and Tassajara Rd.)
Description: Gleason Drive is oriented in an east-west direction extending from Arnold Road
to the intersection at Tassajara Road then continues into newer development further east.
Between Arnold Rd. and Tassajara Rd. it consists of four lanes (2 each way) with a center
median.
Speed Data: The speed limit is 40 mph for the length of the studied section. Radar surveys
were conducted on the following segments:
Arnold Rd. - Hacienda Dr: This segment is straight and flat with no street parkin~
and limited driveway access to office buildings on the south side. . The measured 85t
percentile speed was 40.7 mph.
Hacienda Dr. - Creekview Dr.: This section is straight from Hacienda Drive, then
there is a moderate "S~curve" near Barnet Blvd. where it becomes straight again to
Creekview Drive. There is no street parking and there are a few side streets and commercial
driveways on the north side. The curved portion is posted with yellow 35 mph warning
signs. The measured 85th percentile speed was 42 mph.
Creekview Dr. - Tassajara Rd.: This is a straight flat segment between two signalized
intersections. There is no access along the north side and there is a large regional park
(Emerald Glen Park) with ball fields and a skateboarding area along the south side. The
measured 85th percentile speed was 42.2 mph.
Recommendations: Based on the measured 85th percentile speeds and road characteristics, it
is recommended that the 40 mph speed limit (and 35 mph speed limit through curved section)
be maintained.

10. Grafton Street (between Antone Wy. and Gleason Dr.)
Description: This segment of Grafton Street is a straight two lane road with a moderate slope
(downhill north-to-south) from Castleton Lane to Madden Way. There is a center median
beginning 100 feet north of Madden Way that extends to Gleason Drive. Street parking is
allowed north of Madden Way. There is a school along the west side.
Speed Data:' The street is posted with 25 mph limit signs and school zone signs. The
measured 85th percentile speed was 36 mph.
Recommendation: The 85th percentile speed is somewhat higher than the 25 mph speed limit.
This likely results from the slope of the road. However, due to the adjacent school, posted
school zone, on-street parking, and nearby residential homes it is recommended that the 25
mph speed limit be maintained.

11. North Dublin Ranch Drive (between Tassajara Rd. and Antone Wy.)
Description: Narth Dublin Ranch Drive extends east fram Tassajara Raad then curves sauth
to. merge with Sauth Dublin Ranch Drive farming a laap raad back to. Tassajara Raad. It is a
two. lane raad (ane lane each way) that provides direct residential access and also. carries
thraugh trips between Tassajara Raad, Antane Way, and ather side streets.
Speed Data: The street has a pasted 25 mph speed limit. Radar'surveys were taken an the
fallawing segments:
Tassajara Rd. - Raund Hill Dr.: This segment is curved and slaped (dawnhill east-ta-
west). There is a median fram Tassajara Raad to. appraximately 200 feet east af Springvale
Drive. The Tassajara Raad intersectian is signalized, the Springvale Drive approaches are
stap cantralled, and the Raund Hill Drive intersectian is all-way stap cantralled. There is no.
direct residential access an this segment, but there are residential hames east af Round Hill
Drive. The measured 85th percentile speed was 36 mph.
Raund Hill Drive - Oak Bluff Lane: This is a curved, ane-black segment between all-
way stap cantralled intersectians, with residential hames and parking alang bath sides af the
street. The measured 85th percentile speed was 26.8 mph.
Oak Bluff Lane - Antane Way: This is also. a curved ane-black segment with direct
residential access and all-way stap cantrols at bath ends. There is a cammunity park alang
the east side af the .street. The measured 85th percentile speed was 28 mph.
Recommendations: The 85th percentile speed is samewhat higher than the speed limit an the
segment between Tassajara Raad and Raund Hill Drive. This is likely due to. the slope afthe
raad. Hawever, due to. ather factars including the curvature af the raad and praximity af
residential hames, it is recammended that the existing 25 mph speed limit be maintained far

12. South Dublin Ranch Drive (between Tassajara Rd. and Antone Wy.)
Description: South Dublin Ranch Drive extends east from Tassajara Road then curves north
to merge with North Dublin Ranch Drive forming a loop road back to Tassajara Road.
Similar to North Dublin Ranch Drive, it is a two lane road (one lane each way) and provides
direct residential access while carrying through trips between other streets. There is
signalized control at Tassajara Road and all-way stop control at Antone Way. The
intersections of Spring vale Drive, W oodshire Lane, and Blackstone Road are minor-street
stop controlled.
Speed Data: The street has a posted 25 mph speed limit. Radar surveys were taken on the
following segments:
Tassajara Road - Woodshire Lane: This section is curved and sloped (downhill east-
to-west) between Woodshire Lane and Tassajara Road. The slope crests at Woodshire Lane
and there is a pedestrian crosswalk on the west side of the intersection. A school speed zone
is designated near Woodshire Lane. The measured 85th percentile speed was 32.4 mph.
W oodshire Lane - Antone Way: This is a curved, flat section with direct residential
access and street parking along the north side. There is a swimming pool facility on the
south side. A raised median separating travel directions is located between W oodshire Lane
and Blackstone Road. The posted speed limit is 25 mph and the section is a posted school
speed zone. The measured 85th percentile speed was 34.6 mph. The higher 85th percentile
speed (compared to the posted speed) was observed to occur primarily for the eastbound
direction. (Directional summaries found an 85th percentile speed of 30.5 mph for westbound
travel and 35 mph for eastbound travel.) The higher eastbound speed could be due to the
absence of driveways/development on the south side, a median separating travel directions
on the north side, and a relatively long segment between stop controls.
Recommendations: Based on the factors associated with this street (residential access,
designated school zone, pedestrian activity to/from pool, on-street parking, curvature of the
road, and residential nature of the street), it is recommended that the speed limit be
maintained at 25 mph for South Dublin Ranch Drive between Tassajara Road and Antone
Way.

13. Scarlett Drive (between Dublin Blvd. and Scarlett Ct.)
Description: Scarlett Drive consists of two one-way streets that extend between the Dublin
Blvd. and Scarlett Ct. intersections. Each street is a flat, straight road with two travel lanes in
one direction and no street parking. There are vehicle sales dealerships with driveways on
the northbound street and two low volume driveways on the southbound street.
Speed Data: The streets have a posted speed limit of 35 mph. The surveyed 8Sth percentile
speed was 34.6 mph for the northbound street and 36 mph for the southbound street.
Recommendation: It is recommended that the existing 35 mph speed limit be maintained.

14. Signal Hill Drive (between Fallon Rd. and E. Sugar Hill Terrace)
Description: Signal Hill Drive extends east from Fallon Road then curves south on a
moderate slope (uphill north-to-south), cresting at E. Coghill Terrace. The roadway then
continues south with broad curves and a moderately steep slope (downhill north-to-south) to
E. Sugar Hill Terrace. It is a two lane street (one lane each way). Between E. Coghill
Terrace and E. Sugar Hill Terrace it is a residential street with street parking. Between E.
Coghill Terrace and Fallon Road it remains one lane each direction, but widens with a raised
center median. This block has a few houses on the north side of the street and a golf
course/country club facility on the west side.
Speed Data: Radar surveys were conducted on the following segments,
Fallon Rd. - E. Coghill Tr.: There is no posted speed limit on this segment. Although
this segment could be defined as a local street for most of its length (prima facie 25 mph
speed limit), it exceeds 40 feet in width near Fallon Road where the median is located. The
measured 85th percentile speed was 32.9 mph.
E. Coghill Tr. - E. Sugar Hill Tr.: There is a 25 mph speed limit sign for the
southbound travel direction located just south of E. Coghill Tr. (where Signal Hill Drive
begins its downhill slope.) The measured 85th percentile speed was 29.5 mph.
Recommendation: Based on the 85th percentile speeds, grade variations and curvature of the
road, direct residential driveway access, and street parking, it is recommended that the 25
mph speed limit be maintained.
In order to clarify the speed limit, it is recommended that two 25 mph speed limit signs be
installed in addition to the single existing sign. It is recommended one sign be installed for
southbound motorists near Fallon Road and another be installed for northbound motorists
near E. Sugar Hill Terrace.

15. Village Pkwy. (between the Dublin City Limit and Clark Ave.)
Description: Village Pkwy. is oriented in a north-south direction and extends from Alcosta
Blvd. south through the City's northern limit line to Clark Avenue. It extends through
predominantly residential areas in the north and retail areas in the south. Between the City
limit and Amador Valley Boulevard, there are four travel lanes (two each way), a center
median, no street parking, and relatively few side streets or driveways. Between Amador
Valley Boulevard and Dublin Boulevard it remains four travel lanes with a median.
However, street parking is allowed and there are numerous retail/commercial driveways on
both sides of the street. From Dublin Blvd. south to Clark A venue there are two lanes (one
each way) and no center median.
Speed Data: There is a posted speed limit of 35 mph between the City limit and Amador
Valley Boulevard. The speed limit is posted at 30 mph between Amador Valley Blvd. and
Clark Avenue. Radar surveys were conducted on the following segments:
City Limit - Davona Drive: This is a flat, straight segment with four lanes and
median, no street parking, and very limited side street access. A school speed zone is posted
near the Davona Drive intersection. The posted speed limitis 35 mph. The surveyed 85th
percentile speed was 40.1 mph.
Davona Drive - Brighton Drive: This segment is similar to the City Limit - Davona
Drive segment with four lanes, median, and no parking. There is a moderate curve at
Davona Drive. A high school and swimming pool complex are located along the east side of
the road. This segment is a posted school ~eed zone (25 mph when children are present).
The speed limit is 35 mph. The surveyed 85 percentile speed was 39 mph.
Brighton Drive - Tamarack Drive: This segment has four lanes, a median, and no
parking. There are no side street accesses on this segment. The speed limit is 35 mph. The
surveyed 85th percentile speed was 40.8 mph.
Tamarack Drive - Amador Valley Boulevard: This segment consists of four lanes, a
raised center median, and no parking. It is flat, but there is a moderate curve in the road.
There are gaps in the median which allow outbound left turns from some side
streets/driveways. The speed limit is 35 mph. The surveyed 85th percentile speed was 35.4
mph.
Amador Valley Boulevard - Dublin Boulevard: This segment consists of four lanes
with a center median. However, retail businesses are located along each side of the street
with numerous commercial driveways and street parking is allowed. The posted speed limit
on this segment is 30 mph. The surveyed 85th percentile speed was 29.1 mph.
Dublin Boulevard - Clark Avenue: This segment consists of two lanes (one each
way) and there is no center median. The road is straight until merging with Clark Avenue.
There is a freeway on-ramp mid-block on the west side and retail center access on the east
side. South of the on-ramp, there are a few office building driveways and street parking is

allowed. The posted speed limit is 30 mph. The measured 85th percentile speed was 29.1
mph.
Recommendations: Based on the measured critical speeds and observed characteristics of
each segment, it is recommended that the existing speed limit of 35 mph between the City
limit and Amador Valley Boulevard be maintained. The. existing speed limit of 30 rnph
between Amador Valley Boulevard and Clark Avenue should also be maintained.

40802. (a) A "speed trap" is either of the following:
(1) A particular section of a highway measured as to distance and
with boundaries marked, designated, or otherwise determined in order
that the speed of a vehicle may be calculated by securing the time it
takes the vehicle to travel the known distance.
(2) A particular section of a highway with a prima facie speed
limit that is provided by this code or by local ordinance under
subparagraph (A) of paragraph (2) of subdivision (a) of Section
22352, or established under Section 22354, 22357, 22358, or 22358.3,
if that prima facie speed limit is not justified by an engineering
and traffic survey conducted within five years prior to the date of
the alleged violation, and enforcement of the speed limit involves
the use of radar or any other electronic device that measures the
speed of moving objects. This paragraph does not apply to a local
street, road, or school zone.
(b) (1) For purposes of this section, a local street or road is
defined by the latest functional usage and federal-aid system maps
submitted to the federal Highway Administration, except that when
these maps have not been submitted, or when the street or road is not
shown on the maps, a "local street or road" means a street or road
that primarily provides access to abutting residential property and
meets the following three conditions:
(A) Roadway width of not more than 40 feet.
(B) Not more than one-half of a mile of uninterrupted length.
Interruptions shall include official traffic control signals as
defined in Section 445.
(C) Not more than one traffic lane in each direction.
(2) For purposes of this section "school zone" means that area
approaching or passing a school building or the grounds thereof that
is contiguous to a highway and on which is posted a standard "SCHOOL"
warning sign, while children are going to or leaving the school
either during school hours or during the noon recess period. "School
zone" also includes the area approaching or passing any school
grounds that are not separated from the highway by a fence, gate, or
other physical barrier while the grounds are in use by children if
that highway is posted with a standard "SCHOOL" warning sign.
(c) (1) When all of the following criteria are met, paragraph (2)
of this subdivision shall be applicable and subdivision (a) shall not
be applicable:
(A) When radar is used, the arresting officer has successfully
completed a radar operator course of not less than 24 hours on the
use of police traffic radar, and the course was approved and
certified by the Commission on Peace Officer Standards and Training.

(B) When laser or any other electronic device is used to measure
the speed of moving objects, the arresting officer has successfully
completed the training required in subparagraph (A) and an additional
training course of not less than two hours approved and certified by
the Commission on Peace Officer Standards and Training.
(C) (i) The prosecution proved that the arresting officer complied
with subparagraphs (A) and (B) and that an engineering and traffic
survey has been conducted in accordance with subparagraph (B) of
paragraph (2). The prosecution proved that, prior to the officer
issuing the notice to appear, the arresting officer established that
the radar, laser, or other electronic device conformed to the
requirements of subparagraph (D).
(ii) The prosecution proved the speed of the accused was unsafe
for the conditions present at the time of alleged violation unless
the citation was for a violation of Section 22349, 22356, or 22406.
(D) The radar, laser, or other electronic device used to measure

the speed of the accused meets or exceeds the minimal operational
standards of the National Traffic Highway Safety Administration, and
has been calibrated within the three years prior to the 4ate of the
alleged violation by an independent certified laser or radar repair
and testing or calibration facility.
(2) A "speed trap" is either of the following:
(A) A particular section of a highway measured as to distance and
with boundaries marked, designated, or otherwise determined in order
that the speed of a v.h1cle may be calculated by securing the time it
takes the vehicle to travel the known distance.
(B) (i) A particular section of a highway or state highway with a
prima facie speed limit that is provided by this code or by local
ordinance under subparagraph (A) of paragraph (2) of subdivision (a)
of Section 22352, or established under Section 22354, 22357, 22358,
or 22358.3, if that prima facie speed limit is not justified by an
engineering and traffic survey conducted within one of the following
time periods, prior to the date of the alleged violation, and
enforcement of the speed limit involves the use of radar or any other
electronic device that measures the speed of moving objects:
(I) Except as specified in subclause (II), seven years.
(II) If an engineering and traffic survey was conducted more than
seven years prior to the date of the alleged violation, and a
registered engineer evaluates the section of the highway and
determines that no significant changes in roadway or traffic
conditions have occurred, including, but not limited to, changes in
adjoining property or land use, roadway width, or traffic volume, 10
years.
(ii) This subparagraph does not apply to a local street, road, or
school zone.
