The cost for an additional crossing guard through the end of Fiscal
Year 2007-2008 is $7,769. It is proposed that this cost be paid by
appropriating new funds to the Crossing Guards Operating Budget.
The cost ofa crossing guard for a full year is $10,756.80.
The cost to install new signs and pavement markings for the
proposed safety improvements is estimated at $8,200. Sufficient
funds are budgeted in the Street Maintenance Operating Budget to
cover this cost.

DESCRIPTION: With the opening of the new Eleanor Murray Fallon School in,
Dublin on August 29, 2005, City Staff conducted a comprehensive field review of children crossing
activities in the area during the first three weeks of the school year. This review was intended to identify
the primary walking routes to school and major crossing locations that children use on their way to/from
school, and to determine the appropriate traffic safety measures' to ensure the school children's safety. As
a result of that study, the following measures were implemented:
1. Antone Way at Grafton Street - Installed crosswalk and crossing guard
2. Grafton Street at Saddlebrook Place/Castleton Lane - Installed crosswalks and STOP signs
3. South Dublin Ranch Drive at Woodshire Lane- Installed crosswalk and crossing guard
At that time, no changes were made at the Tassajara Road/Gleason Drive intersection.
Each year, both the Public Works and Police Departments monitor the opening of schools in Dublin to
examine routes used by students and parents to get to and from school. Staff watch traffic patterns for any
changes in behavior that may affect the safety of the City's children, and make recommendations for
additional enforcement, signing, and striping.
Requests have been received from both Principal Tess Thomas of Fallon School and a concerned resident
to place a crossing guard at the Tassajara Road/Gleason Drive intersection. As described in the California
Manual on Uniform Traffic Control Devices (CA MUTCD), crossing guards are generally used to create
gaps in traffic, where the gaps are inadequate for children to cross safely, and when at least 40 school
pedestrians are crossing during each of any two hours. The guards are typically used at uncontrolled
locations (i.e., where no traffic signals or stop signs exist to stop traffic). If a crossing guard is being
considered at a signalized location, then a conflicting vehicle turn movement of at least 300 vehicles per
hour may justify the placement of a. crossing guard.
To assess the appropriateness of placing a crossing guard at the Tassajara Road/Gleason Drive
intersection, preliminary observations were made by Staff, followed by the preparation of a formal traffic
operations and safety study by a consultant (Attachment 1). The results are summarized below:
Preliminary Staff Data Collection & Observations
· The posted speed limit on Tassajara Road is 45 mph. A current speed survey supports this posted
limit.
· The students crossing used the pedestrian push button and crossed at the appropriate time.
· Some children on bicycles rode their bicycles through the crosswalk.
· Motorists followed the Vehicle Code and allowed the pedestrians to cross before proceeding.
· Pedestrian activity was well below the threshold of 40 school pe,destrians crossing (11 maximum
observed).
· Conflicting vehicle turn movements were below the threshold of 300 vehicles per hour.

. A three-year accident history review showed no collisions involving school-age children.
. The intersection signal timing plan provides adequate time for pedestrians to cross.
. Sight distance is adequate for all four approaches to the intersection.
. The intersection satisfies the requirements set forth in the CA MUTCD to install yellow crosswalk
lines.
Further Consideration
Surveys were conducted in April 2005 at all of the locations within Dublin where crossing guards are
present to determine the number of school children crossing. The findings are summarized in the table
below and compared to the Tassajara Road/Gleason Drive intersection.

opposing the school crosswalk.
(6) Signalized intersection with a vehicular left turning movement (from eastbound Shannon Avenue) opposing children
crossmg.
Proposed Chanees
Although activity at this location does not meet the criteria set forth in the CA MUTCD for placement of a
crossing guard, Staff proposes to establish crossing guard supervision to assist children for two hours
before school and two hours after school. Placement of a crossing guard is justified for safety reasons
because Tassajara Road is an arterial with high vehicle travel speeds. The guard would provide assistance
and encourage students to cross at the north and west legs of the intersection. By crossing at these two
legs, pedestrian and vehicle conflicts are significantly reduced since the heaviest vehicle turn movement is
the northbound right turn.
It is proposed to replace the white crosswalk lines with yellow crosswalk lines. In addition, "No Right
Turn On Red" signs for the eastbound and southbound approaches would also be installed. The right turn
restriction would be limited to two hours in the morning and two hours in the afternoon, which would be
clearly indicated on signs.
Public Outreach
Staff met with Principal Thomas of Fallon School when the request for a crossing guard was first
received, and again to review the findings of the traffic operations and safety study. A letter to the City
was received from Mr. David Diehl on September 19, 2007 (Attachment 2). A response letter was
prepared on September 25, 2007 (Attachment 3). A second letter from Mr. David Diehl to the City was
received on October 18, 2007 (Attachment 4). A second response letter was prepared on October 25,
2007 (Attachment 5).
The principal and Mr. Diehl are in support of placing a crossing guard at this location.
Recommendation
Staff recommends that the City Council 1) approve the addition of a crossing guard and other safety
improvements at the intersection of Tassajara Road / Gleason Drive to improve pedestrian access safety at
Eleanor Murray Fallon School; and 2) approve a budget change to the Crossing Guards Operating Budget
in the amount of$7,769 for Fiscal Year 2007-2008.

Tassajara Road/Gleason Drive in the City of Dublin.
1. INTRODUCTION
This letter report presents the findings of a pedestrian crossing study for the intersection
of Gleason Drive and Tassajara Road in the City of Dublin, CA. The study was
conducted in order to determine if the intersection qualifies for adult crossing guards
when children are traveling to/from school. For this analysis, surveys were conducted
identifying pedestrian trips, bicycle trips, and traffic volumes during the peak morning
and mid-day periods.
2. STUDY INTERSECTION
The Gleason Dr./Tassajara Rd. intersection is located in northeast Dublin approximately
one half-mile west of the Fallon Middle School which is located near Grafton Street.
Tassajara Rd. has four through travel lanes plus additional turning lanes at the
intersection. Gleason Dr. consists of four through lanes plus additional turning lanes
west of the intersection and two through lanes plus additional turning lanes east of the
intersection. The intersection is signalized with protected left-turn phasing. There are
striped crosswalks and electronic "walk/don't walk" countdown pedestrian signs and
activation buttons for all four approaches of the intersection. Paved sidewalks are located
on the west side of Tassajara Rd. (dirt shoulders on the east side). There are paved
sidewalks along both sides of Gleason Dr. west of the intersection and there is a paved .
path along the north side east of the intersection (dirt shoulder on the south side:) There
is also a short paved sidewalk on the southeast corner which serves pedestrians crossing
Gleason Dr. on the east side of the intersection to/from Tassajara Rd. on the south side of
the intersection.

3. EXISTING CONDITIONS / CROSSING GUARD CRITERIA
The traffic volumes and pedestrian crossing data were applied to established warrants to
determine if the intersection qualifies for adult crossing guards. The California Manual
on Unifonn Traffic Control Devices (MUTCD) contains published guidelines regarding
traffic controls for school areasY) Included are criteria for adult crossing guards. Section'
7E.02 "Adult Cros'sing Guards" states:
"Adult crossing guards normally are assigned where official supervision of school
pedestrians is desirable while they cross a public highway, and at least 40 school
pedestrians for each of any two hours (not necessarily consecutive) daily use the crossing
while going to or from school." And at traffic signal-controlled crossings: "(a) Where the
number of vehicular turning movements through the school crosswalk exceeds 300 per
hour while school pedestrians are going to or from school; or (b) Where justified through
analysis of the operations of the intersection."
a. Pedestrian Volumes
Pedestrian and bicyclist counts were conducted during the AM and Mid-day periods
when school-aged pedestrian crossings are highest. (2) Figure 1 attached illustrates the
pedestrian volumes. The maximum number of people observed crossing in one hour was
21 across the north side of Tassajara Road both in the AM and Mid-day peak hours. The
AM volume consisted of20 children (6 walking, 14 biking) plus one adult. The Mid-day

volume was comprised of2l children (12 walking, 9 biking). The highest volume across
Gleason Dr. was seven in the AM peak hour (all children: 5 walking, 2 biking) and 9 in
the Mid-day peak hour (2 adults, 6 children walking, 1 child biking).
b. Traffic Volumes
Vehicle turning movement counts were also conducted during the AM and Mid-day peak
periods of school activity. (The volume worksheet is attached.) From these counts, the
peak hour turning volumes of vehicles through the crosswalks were obtained. As shown
on the worksheet and Figure 1, the maximum conflicting volume is 295 Mid-day vehicles
turning right through the crosswalk on the south leg of Tassajara Road.
As the pedestrian and vehicular data shows, none of the crossing locations have a
combination of vehicular and pedestrian volumes which meet the MUTCD guidelines.
Although the maximum volume of 295 vehicles turning through the south crosswalk
during the Mid-day peak hour nearly meets the vehicle warrant, the volume of 16
pedestrians is below the MUTCD's 40 pedestrian minimum.

In the absence of crossing guards, other features of the intersection were examined to
ensure maximum pedestrian safety. Sight distances at all of the crossing locations are
adequate, with no vegetation or solid objects obstructing the view. A review of the
accident history (2004 - September 2007) shows no recorded accidents involving school-
aged children at the crossings.
The electronic pedestrian crossing signs were analyzed to determine If the provided
crossing times are adequate. The pedestrian timing requirements include the "walk" and
flashing "don't walk" intervals. The "walk" interval is typically 4 to 7 seconds, The
MUTCD requires the flashing "don't walk" time be long enough to allow a pedestrian to
leave the curb and travel to the far side of the farthest travel lane before opposing
vehicles ~eceive a green signal. The flashing "don't walk" time can be calculated by
dividing the walking distance by an average walking speftd, which is typically 3.5 to 4
feet per second. Some changes have been made in the methodology for calculating
pedestrian clearance times in the current MUTCD manual. (3) Therefore, it is
. recommended that the programmed crossing times be reviewed (particularly the north
side across Tassajara Road and the east side across Gleason Drive), as well as the yellow
clearance times for vehicles at all approaches.
4. SUMMARY
The Gleason Drive/Tassajara Rd. intersection was analyzed for potential adult crossing
guard supervision. Data collected included existing pedestrian crossings, traffic volumes,
and pedestrian facility and roadway characteristics. The data was compared to guidelines
established' by the MUTCD regarding crossing guards for school area intersections. The
intersection does not meet the minimum combination of vehicular and pedestrian volume
warrants' for crossing guards at any of the crosswalks. Based on the existing data,
crossing guards are not warranted at this time.
Other aspects of the intersection regarding pedestrian crossings were also examined. The
sight distances are adequate and the accident history does not indicate a school-aged
pedestrian accident problem. With some changes presented in the MUTCD manual on
calculating pedestrian crossing times, it is recommended that the existing pedestrian
clearance times and vehicular yellow clearance times be reviewed.

I am writing you regarding the fact that there is no school guard crossing personnel at the
intersection of Gleason and Tassajara Rd. in the mornings or evening. Iunderstand it is
your responsibility to address such matters. I was told by Tess Thomas the Fallon middle
school principle that she had talked to you and that you indicated that you would be
hiring a consultantto look into that matter. It is my understanding that you are willing to
do nothing in the meantime. '
I take it you are aware that there are many very young children crossing that very busy
intersection in the morning and in the evening. To date I have not scene a single police
officer watching the situation and I go by there every morning and every evening Are you
willing to take the risk of a child getting killed or seriously injured there while a
consultant deliberates on this matter? I take it you are aware I person has already been
killed at that intersection?
I would appreciate a letter indicating your position on this matter as soon as possible.

Dear Mr. Diehl:
Thank you for taking the time to communicate your concern for safety and your request for a
crossing guard at the Tassajara Road and Gleason Drive intersection near Fallon Middle
School. The City Council and City Staff are all equally concerned with the safety of our children.
The Public Works Department has taken immediate action to' address this concern. A brief
summary of our activity to date is provided below.
Mayor Lockhart was contacted by Principal Thomas, who sha'red her concern for the students'
safety while crossing Tassajara Road at the Gleason Drive intersection. The following morning,
I visited the intersection to observe pedestrian and vehicular activity. Subsequently, the Public
Works Director and I met with Principal Thomas. At that time, I presented to her my
observations from the field. In summary, the pedestrian activity level was not as high as other
locations where we currently have crossing guards. The students whom I observed crossing
used the pedestrian push button and crossed at the appropriate time. Motorists followed the
Vehicle Code and allowed the pedestrians to cross before proceeding. Because safety is of the
utmost importance to us, especially as it relates to our children, we agreed that further
investigation was warranted. I immediately hired a consultant to complete an engineering study.
The study, which is currently underway, will collect and review pedestrian and traffic volumes
and signal timings and provide recommendations for safety enhancements.
Investigation and justification by an engineering study is an important step prior to placing a
crossing guard on a major arterial such as Tassajara Road. Placing a crossing guard on any
street creates some risk for the guard. Furthermore, it should be studied whether other safety
enhancements can be implemented to alert motorists of pedestrian activity near a school.
Once the study is complete, we will share the findings with Principal Thomas. If Principal
Thomas and the Public Works Department are in agreement that a crossing guard should be
placed at this intersection, then a recommendation to the City Council for a budget amendment
for the crossing guard program will be placed on the Council agenda. Upon approval by City
Council, we can place a crossing guard at the intersection.

During our monthly Traffic Safety Committee meeting last week, representatives for the Police
Department were provided with an update on this issue. While they do not have the resources
to station an officer at this location full-time, they have agreed to increase their coverage of this
location.

working expeditiously to identify and implement a solution. Again, we appreciate your concern

I am writing in response to your letter concerning crossing guards at the intersection of
Tassajara and Gleason.
This morning I observed a child on the south-east side of Tassajara Rd. who was
approximately 10 years old who almost got hit by a car. Since it is right on red for cars
traveling northbound he was confused that the cars kept coming when he thought he
could walk.
The city council, the traffic departJpent, the police and the major have put children at
serious risk by not taking this matter seriously. I will now consult the news papers on this
matter. If a child gets hit these letters and this notice should serve as evidence in court
that you were warned of this situation on numerous times.
Y ouare gambling with the safety of our children. I don't care a bit about your consultants
or your bureaucracy. Common sense dictates you put crossing guards there immediately.

Dear Mr. Diehl:
Thank you for your patience while we assessed the request for a crossing guard at the Tassajara
Road/Gleason Drive intersection. We share your concern for the safety of children walking to and
from Fallon School. Investigation and justification is an important step prior to placing a crossing
guard on a major arterial such as Tassajara Road. In addition, supplemental modifications to the
roadway, such as signing and striping, need to be identiJied and implemented concurrently to insure
- not only the safety of the children but also the safety of the crossing guard. As such, these matters
do take some time.
The Public Works Department is taking a recommendation to the City Council to increase the
Crossing Guard Operations Budget to allow for the placement of a crossing guard at Tassajara
Road/Gleason Drive. The Public Works Department will implement additional safety enhancements
to augment the operations of the guard. This item has been added to the agenda for the November

REASON FOR BUDGET CHANGE ENTRY: After the preparation of the Budge~ the City was asked to
consider the placement of a School Crossing Guard at the intersection of Tassajara Road and Gleason Dr.
This budget change will transfer $7,769 from the Contingent Reserve Account to the Crossing Guard
Budget, to provide Crossing Guard Services for approximately 130 remaining school days. (Full year
costs based on 2007/08 contract crossing guard rates = 180 days * 4 hrs/day *$14.94 = $10,757)
