To Investigate the frequency of lOItenng and type of actIvItIes that occur at Mape Park, an Event Summary
was obtamed from the Pohce Department The summary covered all actIvity dUrIng 2007 through
September that lllvolved activity at or adjacent to Mape Park In total, 13 events occurred, summanzed as
follows
o 6 events of actlvIty m the park after the park was closed (e g, dlsturbmg the peace, mlschlcf,
nOISY)
o 5 events m the park dunng day time hours (e g , pamt guns, destrOYing bike, vandalIsm)
o 1 event of vehIcle engme runnlllg for extended perIod on Mape Way after the park was closed
o 1 reported evcnt of SUSPIClOUS Circumstances (possIble breakmg and entermg)
Proposed Chanees
Staff proposes to mstall <<No Stoppmg 10 PM to 6 AM" SignS on the north side of Mape Way between
San Sabana Road and Calle Verde Road Installmg "No Stoppmg" SIgnS mstead of "No Parklllg" signs
wIll prohIbit vehicles from restmg theIr vehIcles at thiS location m any manner, even if occupIed
LImitmg the stoppmg prohibitIon to between 10 00 P m and 6 00 a m will allow use of thIS area for
parkmg while the park IS open
:Public Outreach
A notIficatlOn letter (Attachment 3) regardmg the potential restnctIOn was sent to 19 resIdences on San
Sabana Road and Calle Verde Road located ImmedIately adjacent to Mape Way Three residents
responded, mcludmg the InItial requestor (see Attachments 4, 5 and 6) Two resIdents support the change,
but have asked that the restrIction be expanded to mclude the south Side of the street m additIon to the
north Side Because there are no houses that front Mape Way, an adverse effect on neighborhood parkmg
IS not anticipated One resident does not support the change, and has mdIcated that It IS unnecessary and
would Impact the neIghborhood

RecommendatIOn

Pursuant to the prOVISions of SectIOn 604270 of the City of Dublm MUnlclpal Code, the City
Council of the City ofDubhn does hereby R1ESOLVE as follows
SectIOn 1 A 150- foot no stoppmg .lOne (10 00 p m to 6 00 am, dally), mdlcated by SIgn
postmg, shall be establIshed on the northerly curblme of Mape Way, between Calle Verde Road and San
Sdbana Road
Section 2 Satd lImited stoppmg zone shall be mcorporated mto a new sectton, Seclton
632041 No Stoppmg 10 00 pm to 6 00 am of the CIty ofDubhn Traffic Code

I request a no parking Sign be posted at the above
location At night very late people park behind my
house next the park because no one can see them The
people parking drink and have done drugs along With
plaYing musIc loud This happens on a weekly baSIS
and often I have to call the Police ThiS IS a safety
hazard that I would like to be addressed It would be
appropriate to post thiS as no parking from 8 00 pm to
8 00 am If thiS cannot be done I would like to find out
why not and Will contact the mayors office for further

Subject Re No Parking Request - and Park Light Outage
It would be for the house side People park there because they are hidden from public view I
cannot see them but I can certainly hear them They keep us from sleeping After they park they
either stay In their car play musIc or get out and go to the kids play area to do whatever since that
area has no lighting at all at that location I have previously asked about the no lighting problem
and no further lighting was Installed My neighbors on San Sabana also experience and
eomplalned about this PrevIous events Include a teenager being assaulted In the park and then
the kid ran to my house for protection a police report was completed Another Incident I
witnessed was 4 young men In the park with what appeared to be a nfle In the park the police
responded to that
I remember seenlng a light out last night and It was on the west/south Side of the park thank you
for the help I would appreciate something being done Karl

Dear Neighbor
The City of Dublin Public Works Department IS considering a parkmg restriction
on Mape Way The restriction would prohibit stopping on the north side of the
street between the hours of 1000 pm and 600 a m Signs would be posted
accordingly Parking would stili be allowed arall times of the day on the south side
of Mape Way next to Mape Park
The purpose for Implementing thiS restrictIon IS to minimiZe nOise disturbances for
adjacent residents created by lOitering on Mape Way dUring late hours The City IS
hopeful that prohIbiting stopping at nighttime will help minimize these disturbances
for residents
A parking restnctlon reqUires approval by the City CounCIl prior to Implementation
Before taking a recommendation to the CIty CounCil, the PubliC Works Department
IS soliciting feedback from nearby residents If you would like to share your
support for or concern about the Implementation of a stopping restriction, please
do so In writing by Tuesday, November 20th, In one of the followmg ways

HI, My name IS Enc Novak I lIve at 7501 San Sabana road Across the street from Mape park I
receIvcd the maIhng you sent regardmg a possIble parkmg restnctIon on the north side of Mapc Way
My famIly and I have hved at thIS locatIon [or more than eight year:. now and there has bccn a persIstent
problem wIth cars parkmg and people lO1tenng after hours on Mape Way I am glad to see the CIty
makmg an effort to resolve thIS problem and I am 111 full support However, restnctmg parkmg on only
the north sIde of the street will not completely solve the problem My neighbors and I have
witnessed cars parked on both sIdes ofMape Way after hours on numerous occasIOns It seems to be a
hot-spot for the younger generatIon Especially on week-ends We have hdd to call the police on several
occaSIOns due to loud mUSIC, screammg, fightmg, etc I have also had to clean-up garbage and beer
bottles left behm d It seems clear to me that there is no reason for anyone to stop and park on either Side
ofMape Way after hours The park IS closed after dark! Please keep me mformed of any progress

HI Mr BourgeoIs I received the letter regarding the parking restrictions thank you I also spoke with one of the effected
neighbors and he brought up a good pOint By restnctlng the parking on the north Side on Mape way probable wont solve
the problem The park closes at sunset It would be mueh more effeclive to stop parklng/loltenng If all the parking at the
park was restncted this would make the most sense
Please let me know If that can be done Also If you could tell me the dale and time of the counell meeting a number of the
neighbors who are effected would like to attend thank you again for the help Karl Busche

Restnctlon on Mape Way
This IS In response to the letter we received last week eoncernlng
parking restnctlon on Mape Way As 42 year
residents liVing only one house north of Mape Way we feel thiS an entirely unnecessary restnctlon
And here are some of our reasons illS an unnecessary expense for
the City there does not seem to be any similar restriction In our area It limits those of us lIVing In thiS area to have parking
for guests on the few oceaslons that one would have a large gathering for the evening It would seem that such a
restriction might benefit only one person at the most If there seems to be a disturbance the police service have always
responded to a call as the park IS closed at night (we have never known of any disturbance that has been caused by
parking on that Side of the street)
