Alameda County FIre Department (ACFD) was made aware that a request for proposal (RFP) from
Lawrence LIvermore NatIOnal Secunty, LLC would be Issued to supply the necessary fire services for the
orgarnzatlon PrIor to the release of the RFP, the Flre ChIef for ACFD met and d1scussed ills mtent to
reply to the RFP WIth the CIties of Dublm and San Leandro and descnbe the addItional benefits denved If
Alameda County FIre Department were to be awarded the contract WIth Livermore NatlOnal Secunty,
LLC

On May 8, 2007, the Department of Energy awarded the new Lawrence Livermore NatIonal Laboratory
(LLNL) management contract to Lawrence L1vennore NatiOnal Security, LLC (LLNS) LLNS team IS
comprIsed of Bechtel NatlOnal, Umverslty of CalIfornia, BWX Technologies, Washmgton Group
InternatIOnal and Battelle
The contractual transition perIod for the LLNS management consortIUm to take over the adrmmstratIon
and operatIOns of the LLNL was a three month penod from July to September 2007 The Umverslty of
California contract for management expIred on September 30,2007

On August 24, 2007, the ACFD submItted a proposal to LLNS for the provIsIon of fire and emergency
medIcal response services to the LLNL complex The ACFD also mcluded a value added servIce to staff
and manage the eXlstmg Alameda County ReglOnal Emergency CommulllcatlOns Center (ACRECC)
located at the LLNL ThIS dIspatch center currently provIdes dIspatch and commulllcatlOn servIces for the
ACFD, Alameda County Emergency Medical Services Agency, Camp Parks RFTA, and the CItIes of
Alameda, Fremont and Uillon CIty
On September 20, 2007, LLNS and ACFD agreed to a servIce contract On September 25, 2007, the
Alameda County Board of SupervIsors approved the contact for the provlSlon of fire and emergency
medIcal servIces With the LLNS The contract mcludes three 4-person companIes and a Battalion Chief
that provIde services from two fire stations on three shIfts Forty-one fire personnel that were employees
of the UmversIty of Cahfornla Lawrence Livermore NatIonal Laboratory Fire Department transltIoned to
the ACFD ThIS mcludes one Deputy Fire Chief (formerly the LLNL FIre ChIef) and one Staff Captam
aSSigned to 40-hour duty asSIgnments
The terms and conditIOns of thIS contract are conSIstent WIth those currently m place between ACFD and
Its other contract JurIsdIctIOns, mcludmg the City of DublIn In bnef, the LLNS Will contmue to own and
mamtam ItS facIhtIes, LLNS WIll contmue to mamtam ownershIp of fire apparatus, LLNS pays cost
associated WIth personnel assigned to LLNL, and LLNS WIll pay Its share of the ACFD overhead cost
based on the ACFD shared allocation methodology The CIty of Dublm s percentage of shared overhead
cost Will reduce from 1739% to 1538%

The contract for the prOVIsIon of fire and emergency medIcal servIces WIth the LLNS Will enhance
ACFD's ability to prOVIde umfied response, central1zed management of resources, reductIOn of
dupltcatIOn, greater' economIes of scale", broad based fundmg & cost contamment, mcreased abIlIty to
prOVide speclaltzed servIces and retentIOn of local control
The LLNS agreement allows ACFD to Improve ItS response of resources mto the City of Dublm and the
abIltty to proVide more specml1zed servIces Generally, ACFD responds With a Battalton ChIef to
emergencies m the CIty of Dubltn from Castro Valley Dunng certam penods travel time IS extended due
to traffic patterns WhICh create a delay m the Battalton Chief arnvmg at an emergency and assummg the
role of InCident commander The LLNS agreement allows ACFD the optIon of respondmg WIth a
Battahon ChIef from eIther Castro Valley or the LLNL SIte dependmg on the tradItlonal traffic patterns
AddItIOnally, It would allow ACFD the abIlity to have other LLNL resources respond to the CIty of
DublIn
The LLNL SIte Will prOVide ACFD With unnvaled trammg OpportunItIes for ItS personnel espeCially the
hazardous matenals team members
The LLNS agreement proVides ACFD WIth the abIlity to add overhead safety pOSItions to mamtam a safe
span of control throughout the orgamzatlon, as well as, mcrease the servIce level to the City of Dublm
From a mstoncal perspectlve, the Alameda County Fire Department has not added any safety employee
overhead pOSItions smce the contract for servIce With the City of DublIn was ImtIated III 1997 At that
time, some safety Dougherty RegIOnal Fire Authonty (DRF A) pOSItionS were actually ehmmated (FIre
ChIef & 2 BattalIon Chiefs) through retirement or attntlon In 2002, the Lawrence Berkeley NatIOnal
Laboratory was added as a contract agency WIthout any mcrease m overhead safety posltlons These two

contracts resulted III the addItIon of 50 safety employees bemg absorbed mto ACFD WIth no mcrease m
overhead pOSItIons
Span of control IS a cntIcal component of emergency scene management as well as darly managenal
capabilIty The LLNS contract Improves ACFD span of control from one BattalIon Chlef to eleven fire
compames III Battalion 2 to one BattalIon Chief to 8 66 fire compames
