detennme If shuttles from parade to festival should be offered FINANCHAIL STATEMENT None DESCRIPTION The Dublm St Patnck's Day FestIval has been a commumty tradltlon for the past 24 years The festival's actIvltles and attendance have grown each year which has resulted In relocatIng the event from time to time In September 2006, the City Councll unanimously approved relocatIng the FestIval, Pancake Breakfast and Fun Run to the CIVIC Center ThIS new venue proved to be extremely successful and the event generated a record number of attendees 1 Last year, the 2007 DublIn LIOn's Club Parade staged on Saturday mornIng on Amador Plaza Road as had been done In the past The parade route started on Dublm Boulevard at Amador Plaza Road, headmg east 10 the eastbound lane and endmg at the CIVIC Center Havmg the parade route tem1mate at the festival, WIth parade partIcIpants dIspersmg onto CIVIC Plan created several logistical problems due to the large amount of people at that mtersectlOn Tn addItion to the parade partiCIpants, there were hundreds of people also usmg the mtersectIon at SIerra Court and Dublm Boulevard to access the pancake breakfast and festival 2008 ST PATRICK'S DAY lFESTIlV AJL For 2008, the St Patnck's Day Festival will once agam be held at the DublIn CIVIC Center The Pancake Breakfast, sponsored by the Alameda County FIrefighters will be relocatmg bdck to Statton # 16 on Donohue Dnve The Fun Run will follow a SImilar route to last year, begmnmg and endmg In the vlclmty of the CivIc Centcr Services and the City's Traffic Committee recently met to reVIew optlOns for the 2008 parade route Two options were developed by the group for consIderatIOn by the City Council PARADE ROUTIE OPTHON A- RETURN 1'0 lFORMER ROUTlE The first optIon IS to return to the route used pnor to 2007 Parade participants would hne up on Amador Plan Road The parade route would begIn on Dublm Boulevard at Amador Plaza and head east m the westbound lanes to Village Parkway, then north m the southbound lanes on VIllage Parkway, and then west on Amador Valley Boulevard m the eastbound lanes to Donohue Dnve The particIpants would then disperse Into the Target parkmg lot ThiS route IS preferred by thc DublIn LIon's Club as well as the Police and Fire Departments The route IS 85 mIles AddItIOnally, bleacher seatmg for 300 would bc setup either along Vl11age Parkway or Amador Valley Boulevard (dependent on findmg a pnvate property owner WIllIng to host the grandstands) Followmg are the pros and cons of Option A ~~~K~~lI!g~O~ANEl~~~sI~FgRETV~OON~TOW~RMERROU'fE PROS o Parade begms and ends at the same location o Parade returns to a route that IS familIar to residents o The Alameda County FIrefighters wIll be relocatmg the Pancake Breakfast back to Station #16, so the parade would once agam be In close proximIty to the breakfast o The route IS longer mcreasmg the length from 0 65 (OptIOn B) to 0 85 mIles (OptIOn A) o Village Parkway provIdes more seatmg for spectators o Preferred by the LlOn's Club and the Traffic Committee CONS o Parade does not pass or end at festIval site (could result In decrease m festIval attendance on Saturday) o There are 21 landlockcd parcels, whIch IS five more than OptIOn B o Parade and Pancake Breakfast attendees WIll have to walk or dnve to festIval As noted under cons, smce the parade WIll not be endmg at the festival Site, there could be a potentIal decrease III attendance to the festIval In order to mItIgate thiS potent1al decrease, participant parkmg could be dlfected to the office parkmg lots on Clark Avenue located south of DublIn Boulcvard as thIS area IS central to both the pardde and festival When contacted for the 2007 festival, property owners on Clark Avenue granted permIsslOn for parkmg and did not report any problems With festival parkIng However, Staff Will once agam contact the property owners for permlSSlOn to utIlIze parkmg lots before advertlsmg The City could also proVIde shuttle servIce between the pancake brcakfast, Pdrade and festIval venues However, It should be noted that shuttle servIce would be limited dunng the parade due to the road closures and detours Staff has been In contact WIth the Property Management Company for the Target shoppmg center, who has confirmed that parade partiCIpants and those attendmg the festIval have perrmssIOn to park m the Target lot all day Saturday PARADE ROUTE OPTION B 2007 ROUTE WHTH INCREASED TRAFFIC CONTROIL A'f SIERRA COURT c2';(Lf OptIOn B would keep the same parade route as last year WIth Increased traffic and pedestnan controls on Sierra Court at DublIn Boulevard and at Sierra Lane The parade participants would lIne up on Amador Plaza Road, and contmue east on Dublin Boulevard m the eastbound lanes All parade particIpants would contInue past the CIVIC Center maIn entrance and disperse mto the Dublm Sports Grounds parkIng lot off ofDubhn Boulevard ThIS route IS 0 65 miles 10 length Last yedf the mtersectIon of Dublin Boulevard and CIVIC Plaza was problematic because parade walkmg entnes ended at CIVIC Plaza Tn additIOn there were pedestnans crossmg the Intersection m both crosswalks With no traffic control AdditIOnal controls proposed for thiS year Include o ClOSIng SIerra Court to southbound traffic at Sierra Lane Traffic would be dIverted onto SIerra Lane to Dougherty Road o Creatmg a temporary sldewalk usmg crowd control barncades on the west SIde of SIerra Court from Sierra Lane to Dublm Boulevard o AssIgmng pnvate secunty personnel to mom tor the mtersectIons of Dublin Boulevard and Sierra Court and SIerra Lane o Requestmg the LlOn's Club to provldc a few more volunteers at the CIVIC Plaza mtersectlOn to aSSIst With control of the parade flow and dlVertmg all parade partiCIpants further down to the Sports Grounds entrance ThIS plan would reduce vehicular traffic at the mtersectIOn It would also force those crossmg Dublin Boulevard to do so on the west Side of the mtersectIon allowmg for more control of when pedestndns cross the intersectIOn to when there IS a break In the parade AdditIOnally, SInce the Pancake County Firefighters will be 0 relocatIng the Pancake Breakfast back to Station # 16, so less congestion at the 0 festlV al entrance o Parade ends at festIval 0 o Havmg all parade partIcIpants contInue past the CIVIC Center entrance causes less congestIon at the mtersectIon o Lcast Impact on businesses as thIS route has 16 "land-locked" parcels, whIch IS less than the other routes Cons Paradc does not start and end at the same locdtlon Parade route would be about 0 2 miles shorter than OptIOn A There may stIll be congestIon problems depending on the level of attendance at the parade and restI val SUMMARY On November 19, 2007, the Parks and CommunIty ServIces CommissIon discussed the optIons for the St Patnck's Day Parade and recommended OptlOn A as the preferred route for the CouncIl's consIderatIon Based on the Input from the Dublm LIOn's Club and the representatIves from PolIce, Fire, Public Works and the City's Trdffic CommIttee, OptIon A appears to be the preferrcd optIon Tf thIS optIOn IS chosen, Staff could accommodate pardde attendees by addIng contmuous shuttle stops on Saturday to try to make It eaSIer for VISitors to VISit each of the event venues .6~4 RECOMMENDA 1'ION the following actIon Staff recommends that the City Council receIve the report and take Select preferred parade route, If OptIon A IS selected, determme If shuttles from parade to festIval
