FINANCIAL STATEMENT:
Adopt Resolution approving the proposed parking regulations on
Arnold Road
The cost to modify existing pavement striping and install new signs
for the proposed parking regulations on Arnold Road is estimated at
$2,000. Sufficient funds are budgeted in the Street Maintenance
Operating Budget to cover this cost.
DESCRIPTION: Based on recent concerns expressed by citizens and input received
from Police Services and members of the Traffic Safety Committee, Staff proposes implementing parking
regulations on Arnold Road in order to maintain traffic safety and ensure proper use of parking on this
street. The proposed parking regulations are discussed below

The East DublinlPleasanton BART station has approximately 1,700 parking spaces within the station's
surface lots on the Dublin side. Demand for parking spaces at the station has exceeded the available
parking supply, resulting in overflow parking conditions onto adjacent streets. In particular, Arnold Road
(between Dublin Boulevard and Central Parkway) has been heavily impacted by BART riders who park
their vehicles along this street and walk to the station. This segment of Arnold Road is approximately 830
feet long and parking is allowed on both sides of the street.

The current parking shortage at the BART station has forced many riders to park their vehicles in any
space they could find along this segment of Arnold Road including areas not intended for parking due to
safety considerations. For example, vehicles can be found parked during the day on the east side of
Arnold Road up to the limit line at the Arnold Road/Central Parkway intersection where the exclusive
right turn lane from northbound Arnold Road onto eastbound Central Parkway is partially blocked by
parked vehicles. Similarly, in the southbound direction, vehicles are sometimes parked inside the
intersection on the west side of Arnold Road (opposite Central Parkway) where the street is not wide
enough to accommodate parking on the Camp Parks side ofthe intersection. In addition, vehicles are
often observed parked on the west side of Arnold Road up to the limit line at the Arnold Road/Dublin
Boulevard intersection where the view of pedestrians attempting to cross Dublin Boulevard from the
northwesterly corner of the intersection could be blocked by a parked vehicle.
The Arnold Road segment between Central parkway and Gleason Drive is signed as a "No Parking" zone
on both sides ofthe street. Upon further review of the City's Traffic Code, Staff found that the "No
Parking" zones on this segment of Arnold Road are not currently included in the Traffic Code. As a
result, Staff is proposing that the "No Parking" zones on this segment of Arnold Road also be included as
part ofthe resolution approving the proposed parking regulation plan as described below
Proposed Parkin!!: Rel!:ulation Plan
In view of the traffic safety concerns associated with the current parking activities on Arnold Road
between Dublin Boulevard and Central Parkway, Staff proposes establishing "No Parking - Tow Away"
zones on this roadway segment at the locations specified in Attachment 2. This parking regulation plan
will result in a minimum loss of 16 parking spaces, leaving enough curb space to accommodate parking
for 54 vehicles along both sides ofthe street. This plan will require minor modifications to the existing
pavement striping on northbound Arnold Road in order to keep the parking loss to the minimum level of
16 spaces. Without the striping modifications, the parking loss would go up to 23 spaces, hence saving 7
spaces (i.e., 23 - 16 = 7 spaces) by modifying the pavement striping.
This parking regulation plan should be regarded as an interim parking plan for Arnold Road between
Dublin Boulevard and Central Parkway The plan is aimed at maximizing the parking supply for BART
riders within the foreseeable future without compromising traffic safety This plan should be reviewed
again in the future when one or both ofthese activities occur'
(1) The BART parking garage is constructed and the park-and-ride facilities at Tassajara Road
(existing) and at Fallon Road (planned) become possible parking alternatives through LA VT A bus
service or other shuttle services.
(2) The adjacent properties to the east and west of Arnold Road (currently owned by Alameda County
Surplus Property Authority (ACSP A) are fully developed.
Staff contacted ACSP A and received its concurrence with this interim parking plan for Arnold Road.
As part of this parking regulation plan, Staff proposes establishing "No Parking" zones on the segment of
Arnold Road between Central Parkway and Gleason Drive including areas where "No Parking" signs
currently exist without formal authorization by the City Council. The proposed "No Parking" zones on

this roadway segment are shown in detail in Attachment 3 This parking regulation plan will allow Police
Services to enforce "No Parking" zones where Class II bike lanes currently exist and should not be
blocked by parked vehicles.
Recommendation
Staff recommends that the City Council adopt Resolution approving the proposed parking regulations on
Arnold Road.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

APPROVING PARKING REGULATIONS ON ARNOLD ROAD
WHEREAS, it is important to maintain traffic safety on Arnold Road while also providing on-
street parking for BART riders on this roadway to supplement near-term parking needs for the East
DublinIPleasanton BART station within the foreseeable future;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby
adopt the following parking regulations in the interest of public safety
Section 1: Pursuant to City of Dublin Municipal Code Sections 6.04.250 ("No parking-
Generally") and 6.04.330 ("Towaway zones Council designation."), "No Parking - Tow Away"
regulations are established at the following locations and shall be added to Section 6.28.015 ("No
Parking Zone - Tow Awav ") of the City of Dublin Traffic Code.
On the easterZv curbline of Arnold Road, from the limit line for northbound Arnold Road
at Central Parkway, southerly a distance of 240 feet.
On the westerly curbline of Arnold Road, from the limit line for southbound Arnold Road
at Dublin Boulevard, northerZv a distance of67 feet.
Section 1: Pursuant to City of Dublin Municipal Code Section 6.04.250 ("No parking-
Generally"), "No Parking" regulations are established at the following locations and shall be added to
Section 6.28.010 ("Designated") of the City of Dublin Traffic Code:
On the easterly curbline of Arnold Road, from the limit line for northbound Arnold Road
at Gleason Drive, southerly a distance of 1,650 feet.
On the westerly curbline of Arnold Road.from the projected extension of the limit line for
northbound Arnold Road at Gleason Drive, southerly a distance of 1,850 feet.
