RECOMMENDATION:
FINANCIAL STATEMENT:
None
DESCRIPTION: At its March 21, 2006 meeting, the City Council cstablished a
Housing Committee as a two-year pilot program. At that time, the Council determined that the
Committee should be comprised of 2 memhers from thc housing/development commumty (1 developcr
and I housing advocate), 2 memhcrs from the Dublin business community, and 3 members from the
Dubhn residential community Further, the Council detennined that th,s 7-memher Committee would
work on items rclatcd to housing in the City of Dublin, as tbllows: I) providc recommendations on new
housing policies and programs; 2) assIst in future revisions to the Housing Element; 3) provide
recommendations on any amendments to the lnclusionary Ordinance; and 4) any other matters that may he
assigned by the City Councilor Planning Commission. At the conclusion of the 2-year pilot program, the
Council will determine whether the Committee should be continued and possihly expanded to include
reviewing funding requests from different agencies and make funding recommendations to the City
Council.
An announcement seeking applications was puhlished in local newspapers, and posted on the City's
website,at all City facilities, the Dublin Library and the Duhlin Chamher of Commerce. A total of 23
applications were received by the adverhsed deadline.
At this timc, Mayor Lockhart recommends the appointment of the following Applicants:

Staff recommends that the City Council contlrm the Mayor's appointments to the Housing Committee
with 2-year terms expiring III June 2008, after which time the Council will evaluate the pilot program.

Kathy Avanzino, Senior Cummunity Investment Consultant
Kathy has been with the Federal Home Loan Bank. of San Fnmcisco tor the last 17 years,
initially hired as a Collateral Asset Manager, and has been involved in all aspects of the
administration, review and approval, funding and monitoring of the Community
Investment's Affordable Housing Grant Program tor the last nine years. Prior lo joining
the Bank, Kathy worked for a numher of wholesale mortgage lenders, as a senior
underwriter and compliance otficer Upon graduation trom San Francisco State
University with a finance degree, Kathy spent five years with the Deparlmenl of
Housing and Urban Development's F.H.A. mortgage insurance division. She lives in
Dublin with her husband and two sons.

Being able to take part in the 2005-2006 Dublin Leadership Academy was an amazing
experience that ended up launching my aspirations in assisting my community
I merely wish to thank you and your staff for providing an incredible opportunity to view
the inner world of the City of Dublin. From the civiC duties and planning, to deciding
lighting and landscaping styles, this interactive class made me feei more a part of the
city that I call home.
In this regard, I was honored to have received a letter from Jeri Ram, Community
Development Department Director outlining the need for a Dublin resident to participate
in the Housing Committee. Attached you will find my application in hopes that I might
be able to continue being a part of new developments and city growth.

My family and I have heen Duhlin residents since 1999 During the past 7 years, we
have lived in Jefferson at bnerald Park apartments, in Duhlin Ranch, and now near
Duhlin High School. We have witnesscd the rapid development of Dublin. 1 believe that
housing d'!velopmcnt is the driving forcc for all other developments. T would like to take
part in planning I\lr future housing to ensure that Dublin residents benefilthe most from
them,

As a privat'! citizen who does not work in the public s'!ctor, I am aware of three types of
puhlic s'!clor housing,
. Traditional "gowmment housing projects" to provide housing l\)r the poor that
have largely failed h'!cause they aggregat'!d low.income residents in a central area.
. AfTordable housing mixed in regularly-priced housing. In this type of program,
r'!sid'!nts whose income falls helow certain thr'!shold can purehas'! or rent housing
at a discounted price.
. Military housing, Although in the past most military housing have been primarily
provided on military bases, there arc now military~subsidized housing in
residential neighborhoods provided for military families.
4. Do you fecI additional housing programs are needed in Dublin in order to
meet our community needs? Please deserihe
I am uncertain whether Dublin has a housing program that '!nsures our housing is
affordable for the local government employ'!es, such as police oflicers, fire fighters,
school teachers, and city stafl". I believe it is important for thcm to be able to live in the
communiti'!s th'!y s'!rvc. If such a prOb>Tam docs not exist today, I would sugg'!stthe city
at least revi'!w its feasibility
5. What do you feel are the 3 most pressing housing issues facing our
community?
I think Dublin bas done a good job planning a variety of housing types for our residents.
I believe the two most pressing issues in bousing facing Dublin are price and West
Dublin renovations,
. High housing prices has heeomc a way oflife in the Bay Area, Although prices in
the Tri-Valley have not risen to the heights reached by some other places in the
Bay Area, such as housing prices in the peninsular, it certainly has inercased just
as rapidly. Looking forward, Dublin needs to '!nsure that our housmg prices, ev'!n
as It continues to rise, can sustain and support a diwrse community
. It is sell~evident that the East Dublin areas devdop'!d in the last 10 years is newer
than th'! original Dublin, which is basically between Dougherty and San Ramon
lllvd. It is important that Dublin does not create two differ'!nt sub~eitics within
itsell; one ncw and one dilapidated, ] think comlll'!rcial renovation projects such
as Village Parkway project and the re-surfacing of s'!v'!ral shopping cenkrs arc

I believe it is alwost,mpossible to bc an effe<;tive leader and also please all members of
the public, By nature, many people arc rcsistant to <;hange. New policies and programs
will always have some uncertalOty in outcomc. If the commIttee members, after careful
analysis. truly believe a new program will benefit Dublin in the long term, they should
re<;omwend the program to thc Mayor and City Council.
7. What do you fcel would be the most important contribution you would
providc as a member of the Honsing Committee?
r believe my two charactcristics would be valuable as a Housing Committee member
First, I have a balan<;ed and neutral attitude towards developmcnt and conservation,
While I believe that we need to be vigilant in keeping the open spaces and environmental
quality of Dublin, I also believe that the vibrancy and indeed the fiscal. base of our city
heavily depends on intelligently planned housing development.
Secondly, I believe my profile and ba<;kground provides unique perspedive when
analyzing housing issues. I have lived in Dublin for 7 years, long enough to get to know
the city well, but not so long that I would resist change. My family has lived both in East
Dublin and West Dublin, so r can understand the different housing needs of the two parts,
We are a Chinese American fillllily. With the increase of Asian Awerieans and other
minorities in Dublin, there may be housing-related issues that are more urgent among this
<;onstituency r ,aslly, we are a young family My daughters are 2 and half and 6 months
old, r will certainly understand housing-related issues that young tllinily experience, e.g.
assoemted child care and school development.
8. Do you have any prior cxpcrienee in public service or participating in civic
activities?
r am a graduate of the lirsl Dublin Leadership Academy I allended the Academy to learn
how to participate more meaningl'ully in civic activities, I hope to put my learnings to
use on the Housing Committee.

about our community, it's citizens, and our quality of life here in Dublin.

I attended the Dublin Leadership Academy in 2005, and learned about housing issues,
in general terms~ through the academy.

meet our community needs? Please describe.
Dublin is a growing community, in which is both exciting and challenging. To these
eads I feel it is important to address one of the major issues a city of Dublin

I am a graduate of the Dublin Leadership Academy of 2005. I have donated volunteer
time fur several organizations in~luding most recently, Relief for Katrina.Victims in 2006.

I am not an expert on housing logistics but I would like to learn more and contribute my
time, other skills and experience,

About a year or so ago, ] was aware of the following programs, J do not know ifthey are
still available, 1. 1'ri- Valley Housing Opportunity Center, a non profit home buyer
Education Center 2, California Housing Finance Agency (CHFA). 3 Alameda County
Housing and Community Development Department that oflern the Mortgage Credit
Certificate Program, 4, Home Bricks, below market rate for Dublin Ranch Villages. 5
Califurnia Home Soun:e, a service of the Association of Bay Area Government.
4. Do you feel additional housing programs are needed in Dublin in order
to meet our community needs? Please describe.
I'm not sure we need more programs, J believe we need to educate and provide the
genera.J public the vehicle to apply fur these programs, I do not think the realtors or
mortgage companies offer these programs to potential homebuyers, Morc advertisement

5. What do you feel are the J most pressing housing issues facing our
community?
Offer additional incentives to the people who work in Dublin who do not own a home, I
am referring to teachers, firefighters and police officers, Also the company's that are
moving into the area whose employccslive elsewhere.
We need to provide low cost housing, be it to purchase or to rent fur the low income
service workers of Dublin who commute because they cannot afford to live here. In
addition the long time resident of Dublin, whose children cannot afford to live in this
area.
The Section Eight housing off of Doughtery Road is not a desirable area for tiunilies with
young children, The area has a bad reputation it is not safe and it needs to be cleaned up
and updated,
