Thuman, Police Chief~) h ATTACHMENTS: Resolution Authorizing City Manager to Execute Agreement for Horizons Family Counseling Services for Fiscal Year 2006-2007 RECOMMENDATION: /l.rfY' Adopt Resolution authorizing City Manager to execute agreement f I(v with City of Livermore for Fiscal Year 2006-2007 FINANCIAL STATEMENT: Funding in the amount of $50,752 is included in the Fiscal Year 2006-2007 Police Services Operating Budget, representing the estimated number of Dublin families to be served by Horizons Family Counseling Services during Fiscal Year 2006-2007. DESCRIPTION: Horizons Family Counseling Services, part ofthe Livermore Police Department, has provided services to families of at risk youth in Eastern Alameda County, including Dublin, under contract with the Alameda County Probation Department, since 1978. These services are extended to families with youth at risk of delinquency, truancy or beyond control behavior. In addition, Horizons provides outreach and family counseling services, as well as assessment and crisis intervention. These services are coordinated with the police agencies and school districts in the Tri- Valley area. On June 20, 2005, the City Council approved a funding request from Horizons Family Counseling Services in the amount of $42,000 for Fiscal Year 2005-2006. The actual cost of services provided during that time period was $48,000; however, in accordance with the agreement between the Cities, Dublin was only charged the maximum allowable amount of $42,000. Horizons Family Counseling Services operations are partially supported through a grant from the Alameda County Probation Department, with funding from the City of Livermore, General Fund, supplementing the balance ofthe program's operating costs. Due to a reduction in county grant funding over the past several COPY TO: Page 1 of3 ITEMNO.~ F:\AgendaStmts\06-07\Horizons 08-06.doc years and incremental increases in the program's operating costs and overall client caseload, there has been an increased funding demand placed on the City of Livermore's General Fund. In order to sustain this valuable program, Livermore has requested that the Cities of Pleasant on and Dublin provide reimbursement for the services rendered to families in each of their respective community. The anticipated total operating cost increase is 3% for Fiscal Year 2006-2007. The City of Livermore has stated that should County of Alameda grant funding cease, the services provided by Horizons Family Counseling Services would be eliminated. A breakdown of client use of Horizon Family Counseling Services (by City) for the past five fiscal years is outlined in the table below: . ." The City shall pay an amount not to exceed $50,752, as reimbursement to the City of Livermore for services rendered by Horizons Family Counseling Services to Dublin families. Livermore is requesting that payments be made bi-annually. The amount ofthe payments shall be based upon the actual number of Dublin youth serviced by the program during the specified six-month time period. Dublin's requested portion of support is limited to the estimated percentage of Dublin residents be.nefiting from Livermore's General Fund portion of the program's operating budget. It is assumed that the percentage of Dublin residents making use of program services will remain static at approximately 11 % of the total client usage for Fiscal Year 2006-2007. The execution of the attached agreement will allow for crisis intervention services for Dublin families that lack the financial ability to pay for private treatment during Fiscal Year 2006-2007. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby authorizes the City Manager to execute the agreement (attached hereto as Exhibit A) with the City of Livermore for reimbursement of costs as outlined in the agreement for Horizons Family Counseling Services for Fiscal Year 2006-2007. PASSED, APPROVED AND ADOPTED this 15th day of August, 2006, by the following vote: AYES: NOES: ABSENT: ABSTAIN: ATTEST: City Managor Ma:P-( City Clerk L./. t1 <:6/r5/00 Attachment 1 lof~ AGREEMENT BETWEEN CITY OF DUBLIN AND CITY OF LIVERMORE THIS AGREEMENT, dated for identification this 8th day of June 2006, is entered into between the City of Dublin ("Dublin") and the City of Livermore ("Livermore"). RECITALS A. Livermore has asked Dublin to contribute an annual amount to provide services by Horizon's Family Counseling Program for residents of Dublin. The services rendered pursuant to this agreement will be for the period July 1, 2006 through June 30, 2007. B. Dublin has determined that it is in the interest of the residents of the City of Dublin to contribute to such purpose for the provisions of services as stated in Master Contract number C-95-81, Comprehensive Youth Services Act (CYSA), between the Livermore and the Alameda County Probation Department. AGREEMENT Now, therefore, Dublin and Livermore hereby agree as follows: 1. Recitals The foregoing recitals are true and correct and are part of this agreement. 2. Remuneration Dublin shall pay an annual amount not to exceed $50,752.00 to Livermore to be used for services provided by the Horizon's Family Counseling Program (Program) to Dublin, as such services are stated in the Master Contract number C-95-81, Comprehensive Youth Services Act (CYSA), between Livermore and the Alameda County Probation Department. Payment shall be made bi- annually by Dublin to Livermore for the periods July 1 st, 2006 through December 31, 2006 and January 1, 2007 through June 30, 2007. Payment shall be made by Dublin to Livermore within 30 days of the end of the period upon the delivery of an invoice. The amount of the payments shall be based upon the number of Dublin youths served by Horizon's Family Counseling Program calculated for FY 06-07 as follows: (Number of Dublin youths served by Program + Total number of youths served by Program) multiplied by (the cost of the Program less reimbursed expenses). 3. Records Livermore shall maintain records for program review, evaluation, audit and/or other purposes and make them available to Dublin upon request. 4. Periodic Reports Upon request by Dublin, Livermore shall provide a quarterly budget summary; quarterly statistical information of program usage; and, Client Satisfaction Surveys.
