FINANCIAL STATEMENT:
There has been no curb painting or sign posting installed to mark the
20-minute parking zone at 8339 Cypress Court. As a result, there is
no implementation cost associated with the proposed repeal of this
limited parking zone.
DESCRIPTION: On September 5,2006, the City Council adopted Resolution 168-06
(Attachment 2) approving a 23-foot 20-minute parking zone on Cypress Court, effective Monday through
Friday, during the morning hours of 7:00 to 9:00 a.m. and the afternoon hours of 2:00 to 4:00 p.m. This
limited parking zone was established based on a request made by the owners of Retreat for Children at
8339 Cypress Court in order to facilitate pick-up and drop-off activities of developmentally disabled
children using this facility.

Shortly after the City Council approved the 20-minute parking zone, the owners of Retreat for Children
contacted the City to inform Staff that a letter would be submitted to the City requesting that the 20-minute
parking zone be rescinded (Attachment 3). The owners stated that the request was being made because
the neighbors on Cypress Court were concerned that the limited parking zone would bring an undesired
commercial appearance to this residential neighborhood. The owners of Retreat for Children also
indicated that the neighbors had agreed to cooperate in regard to preserving the parking space at 8339
Cypress Court for the purpose of loading and unloading children at the facility.
In response this request, the installation of the 20-minute parking zone was postponed pending the
outcome of the repeal process.
Public Outreach
The City notified Cypress Court residents of the Public Hearing to consider the proposed rescinding of the
20-rninute parking zone at 8339 Cypress Court (Attachment 5). The Public Hearing notice was also
posted at public places in the City in accordance with Section 36933 of the Government Code of the State
of California. Any feedback received will be conveyed to the City Council prior to the Public Hearing.
Recommendation
Staff recommends that the City Council 1) open the Public Hearing and receive Staff presentation;
2) receive testimony from the public; 3) question Staff and the public; 4) close the Public Hearing and
deliberate; and 5) adopt the Resolution repealing Resolution 168-06, rescinding 23 feet of 20-minute
parking zone at 8339 Cypress Court.

OF THE CITY OF DUBLIN

REPEALING RESOLUTION 168-06, RESCINDING 20-MINUTE PARKING ZONE
ON CYPRESS COURT
The City Council of the City of Dublin does hereby RESOLVE as follows:
Section 1:
hereby repealed.
Because a time-limited parking zone is no longer necessary, Resolution 168-06 is
Section 2: Pursuant to Section 1 above, the twenty-three (23) foot 20-minute parking zone
(7:00 a.m. to 9:00 a.m., and 2:00 p.m. to 4:00 p.m., Monday through Friday) in front of 8339 Cypress
Court is hereby rescinded.
Section 3: Section 6.32.092 Twenty Minute Parking, 7:00 a.m. to 9:00 a.m., and 2:00 p.m. to
4:00 p.m., Monday through Friday, and said 20-minute parking zone in front of 8339 Cypress Court shall
be deleted from the City of Dublin Traffic Code.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

APPROVING 20-MINUTE PARKING ZONE
ON CYPRESS COURT
Pursuant to the provisions of Section 6.04.270 of the City of Dublin Municipal Code, the City
Council of the City of Dublin does hereby RESOLVE as follows:
Section 1: A twenty-three (23) foot 20-minute parking zone (7:00 a.m. to 9:00 a.m., and 2:00
p.m. to 4:00 p.m., Monday through Friday), indicated by green curb and sign posting, shall be established
in front of8339 Cypress Court.
Section 2: Section 6.32.092 Twenty Minute Parking, 7:00 a.m. to 9:00 a.m., and 2:00 p.m. to
4:00 p.m., Monday through Friday shall be added to the City of Dublin Traffic Code, and said limited
parking zone shall be incorporated into this new section.
PASSED, APPROVED AND ADOPTED this 5th day of September, 2006, by the following vote:

Dear Council,
This letter is to request a reversal of the Council's resolution of the 20-Minute parking
space to be marked in front of 8339 Cypress Court in the City of Dublin. We know that
lots of effort went in to this decision but because of the overwhelming concerns of all the
neighbors on Cypress Court we would like not to put in the parking zone.
We have discussed with many of the neighbors all of our concerns and the rest have
seen the television broadcast on the September 5, 2006 Dublin City Council Meeting.
They now understand the lack of respect for other people's right to park in front of their
residence. We have been promised that everyone is to help in the parking situation and
are aware of all the problems. We understand that if this reversal does not work out the
chances of getting an approval again will be slim and none. We are truly sorry for the
time the Council had to spend on this but we believe Cypress Court will live together in
harmony and be more considerate among all the Residents.

PUBLIC HEARING NOTICE
Dear Homeowner/Resident:
The Dublin City Council will consider a proposal on October 17, 2006 to repeal
Resolution 168-06 (adopted by the City Council on September 5, 2006), rescinding a 23-foot 20-
minute parking zone in front of Retreat for Children at 8339 Cypress Court. The owners of
Retreat for Children, in coordination with nearby residents on Cypress Court, have requested
that the City rescind this limited parking zone to preserve the residential characteristics of their
neighborhood.
A public hearing will be held on October 17, 2006 to consider the proposal to rescind the 20-
minute parking zone at 8339 Cypress Court. This notice is intended to notify residents in the
area who might be affected by this proposal.
The Public Hearing will be held at 7:00 p.m. in the Dublin Civic Center Council Chambers,
located at 100 Civic Plaza, Dublin. You are invited to attend this Public Hearing to provide input
or voice any concern you might have regarding the above proposal or any other related matter.
The City of Dublin encourages interested parties to attend public meetings and comment on the
issues being discussed. If you wish to provide testimony and are unable to attend the meeting,
written comments which are delivered to the City Clerk's office prior to the time of the Public
Hearing will be made a part of the public record.
