NX <J!'\J \V ~ 1) Approve the draft letter of support for East Bay Regional Park District's Measure B grant application and authorize the Mayor to sign the letter, and Direct Staff to budget $50,000 in FY 2007-2008 for the project if the ACTIA grant request is approved. 2) FINANCIAL STATEMENT: The $50,000 local match requested by East Bay Regional Park District will be budgeted in FY 07-08 if the ACTIA grant request is approved. DESCRIPTION: On October 3, 2006, the East Bay Regional Park District (Park District) presented to the City Council the results of the preliminary engineering study to construct a segment of trail under 1-580 that would connect the Alamo Canal Trail in Dublin with the Pleasanton trail south of the 1-580 freeway. The study shows it would cost approximately $2.25 million to design and construct the trail connection. The next phase is to design the projeCt and obtain the necessary permits for construction. The design phase is estimated to cost $330,000. The Alameda County Transportation Improvement Authority (ACTIA), in collaboration with the Alameda County Congestion Management Agency (ACCMA), is requesting project submittals for the 2006-2007 coordinated bicycle/pedestrian funding program, which includes Measure B Bike/Ped Countywide discretionary funds. The Park District is preparing the grant application to fund the design phase and has requested that Dublin provide a letter of support and intent to contribute $50,000 towards a proposed ------------------------------------------------------------------------------------------------------------- COpy TO: Jim Townsend, EBRPD Page 1 of2 ITEM NO. ~. y. Pleasanton has tentatively agreed to fund its share of the match. The Park District will request $230,000 from ACTIA to fully fund the design phase of the project. If funding is approved by ACTIA, the design phase will be managed by the Park District and will be performed in FY 2007-2008. A capital improvement project will be initiated to set aside $50,000 required for the match and minor associated Staff costs. Staff recommends that the City Council (1) approve the draft letter of support for East Bay Regional Park District's Measure B grant application and authorize the Mayor to sign the letter, and (2) direct Staff to budget $50,000 in FY 2007-2008 for the project if the ACTIA grant application is approved. As mentioned in your presentation, the next step is to design the project and obtain the permits needed to construct the project. It is our understanding that the Park District is now intending to apply for Measure B funds to design the project and requesting that Dublin provide a letter of intent to contribute $50,000 towards a proposed $100,000 match, with the remaining $50,000 coming from Pleasanton. The City of Dublin fully supports the Park District's grant application for the Alamo Canal Trail Under 1-580 Project. In response to your request for local match, the City Council has directed Staff to budget $50,000 in FY 2007-2008 for the project if the ACTIA grant request is approved. The City of Dublin looks forward to working with you on the next phase of the project.
