Reimbursement to Alameda County Surplus Property Authority for
Emerald Glen Park Land

FINANCIAL STATEMENT: Thc cost to thc City is $2,876,574.60 and will be paid from the
Public Facility Impact Fee Fund; sufficient funds are available in thc
Fiscal Year 2004-2005 Budget.
DESCRIPTION: Thc City is party to two Public Facilities Fee Credit/Reimbursement
Agreements with the Alameda County Surplus Property Authority. The first Agreement dated August 6,
2003 is for 18.172 acres which was conveyed to the City for Emerald Glen Park as part ofthc Dublin
Transit Center Development Agreement. The second Agreement dated September 17, 2003 is for 4.607
acres which was conveyed to thc City for Emcrald Glen Park as part of thc Toll Brother Project
Development Agreement. The total amount of credits is 22.779 acres which can be used against the
Community Parks, Land or Neighborhood Parks, Land component ofthe Public Facilities Fee.
In the Fiscal Year 2004-2005 funds were budgeted to reimburse the Alameda County Surplus Propcrty
Authority for the difference between the park dedication requirement associated with the Transit Center
Development and the 22.779 acres. Based on development projections for the Transit Center
Development, the amount owed to the Alameda County Surplus Property Authority is $2,876,574.60.
This amount will be paid from the Public Facility Impact Fee Fund.
RECOMMENDATION: Staff recommends that the City Council authorize payment to the
Alameda County Surplus Property Authority in the amount of $2,876,574.60 from the Public Facility
Impact Fee Fund.
