FINANCIAL STATEMENT:
The estimated cost for seeding, including soil preparation, the
potential cost of hand watering, and Staff time is $22,040.
DESCRIPTION: At the June 20, 2005, meeting, the City Council received a
presentation regarding the feasibility ofinstalIing lighting and landscaping along the Iron Horse Trail from
the Dublin BART station to the northerly City Limit. The City Council determined that the full lighting
and landscaping project was not feasible at this time, but requested that Staff prepare a new Capital
Improvement Project to hydroseed with a wildflower mix, similar to the project completed in 2003.
The proposed project is essentially the same as the 2003 work, which seeded an approximately 30-foot
wide area along one side of the Trail. In most areas, the Trail follows a flood channel or other barrier
which precludes seeding on both sides. It is proposed to prepare the soil and apply the seed before the
winter rains start; however, a contingent amount for hand watering has been included in the cost estimate
in the event that rain does not occur when expected.
The previous project in 2003 was accomplished by soliciting informal quotations rrom two different
contractors, one for discing and the other for hydroseeding. This appears to be the most cost-effective
means of obtaining these services. On this basis, it is possible to obtain informal quotations and issue
purchase orders, rather than to bid this work as a formal, advertised bid.
Staff recommends that the City Council approve a new Capital Improvement Project for wildflower
hydroseeding along the Iron Horse Trail, approve the budget change form, and authorize Staff to solicit
informal bids for discing and hydro seeding.
