SUBJECT: Letter regarding BART Link to San Francisco International Airport

DESCRIPTION: In December 2003, the San Francisco Bay Area Rapid Transit
District (BART) issued a press release (see Attachment 1) announcing the modification of its service
schedule and line configuration on the San Francisco International Airport (SFO) line effective February
9, 2004. Due to market demand, BART will eliminate the current direct access route from the Dublin /
Pleasanton BART station to the San Francisco International Airport (SFO) and instead terminate the
Dublin / Pleasanton trains at Daly City. In an effort to better serve the current and new ridership, BART
will extend the Pittsburg / Bay Point line from Millbrae to SFO. =
At the City Council meeting of January 6, 2004, Council Member McCormick brought the BART action
to the attention of the City Council and requested that Staff prepare a letter to BART protesting this action
and the lack of notification of the City of Dublin of this impending action. Staff has prepared a draft letter
(see Attachment 2) for City Council consideration.
RECOMMENDATION: It is Staff's recommendation that the City Council consider the draft
letter and take the appropriate action.

BART service changes to begin in February

Archived Effective Monday, Februa,5' 9, BART will modify its service schedule and line configuration primarily along the new
San Francisco Airport (SFO} line in an effort to tailor service to market demand.
The Pi~sburg/Bay Point line. which currently provides service from the East Bay directiy to Millbrae, will instead go
directly into the I~ART/SFO station. Dur n9 non-peak pedoda (9 am. to 3 p.m. and 7 p.m. to midnight)
PAsburg/Bay Point trains will col~inue from SFO to Millbrae then return to the East Bay.
During peak pedods (6 a.rr~, to 9 a.m. and 3:30 p.m. to 7 p.m.) the Richmond line, which currently terminates at
Da y City, will continue to Millbrae then on to the BART/SFO station. Richmond trains will then return to the East
Bay via Millbrae.
Because of these modifications, BART customers wil~ have more service to SFO from the Eas.*. Bay during peak
pedods wherl both Pittsburg/Bay Point and Richmond line trains serve BART's SFO station.

Dear President Fang:
On behalf of the Dublin City Council, I would like to take this opportunity to protest
BART's recent decision to eliminate the Dublin/Pleasanton line from direct access to San
Francisco International Airport (SFO). It is our understanding that the decision was made
to meet anticipated future market demand from the Pittsburg/Bay Point station, but we
believe that you and your staff have underestimated the future demand for this service
from Tri-Valley residents.
We are also concerned that this decision was made without any communication in
advance with the Tri-Valley cities. We have collectively worked to market the Tri-
Valley to visitors by advertising the ease with which visitors from SFO could get to the
Tri-Valley via a direct line on BART, and these efforts were eliminated with a single
decision that received no local input. We would appreciate the oppOrtunity to have a
representative from BART make a.presentation to the Dublin City Council regarding this
matter.
