SUBJECT: Authorization to Solicit the Services of a Communication
Consultant to Assist the City and the Dublin Housing Authority in
Studying the Potential Renovation/Redevelopment of the Arroyo
Vista Housing Complex

FINANCIAL STATEMENT: No funding is currently included in the 2003-2004 Budget for these
services. In the event that the City Council approves a contract for
services, Staff will prepare an additional budget appropriation from
the City's Affordable Housing Fund for Council consideration at
that time.
DESCRIPTION: On May 20, 2003, the City Council approved an appropriation of
$30,000 in funding to the Dublin Housing Authority to conduct a Planning/Financial Feasibility Analysis
of renovating/redeveloping the Arroyo Vista complex. The Consultant is nearing completion of the
Feasibility Study and it will soon be available for review.
Due to the unique nature of this endeavor, City Staff is proposing that the City Council consider securing
the services of a Communications Consultant who would assist the Dublin Housing Authority and the
City in communicating the results of the study to the residents of the Arroyo Vista complex. There are
several firms that have experience in working with residents and housing authorities on projects of this
type.
To assist Staffin the selection of the Consultant, Staff is recommending that the City Council also appoint
a member of the Council to assist in the selection process.
RECOMMENDATION
It is Staff's recommendation that the City Council: 1) Authorize Staffto solicit proposals for Consultant
Services to assist the Housing Authority in communicating with residents regarding this project; and 2)
appoint a member of the Council to serve on the Consultant Selection Panel.
