The RFP sought proposals on play equipment components and costs to replace the existing system. Shannon Park has two play areas separated by a water feature. Play Area A is for ages 2-5 and Play Area B is for ages 5-12. The layout of Play Area B provides a unique challenge in meeting Americans with Disabilities Act for accessibility due to the elevation changes. As shown in Attachment #1, Play Area B has three separate levels divided by concrete retaining walls. In evaluating Play Area B, Staff had requested two alternative proposals for play equipment. The first alternative removes one of the retaining walls to create one larger play area for play equipment placement. The second alternative maintains the existing configuration of walls. By the January 30, 2004 deadline, proposals were submitted from Ross Recreation, Playgrounds by Design, and David O'Keefe Company ranging in price from $62,162 to $91,920. Staff subsequently reviewed all three based on the following criteria: 1) Ability to meet functional requirements in terms of variety and age appropriateness of play elements, accessibility, safety considerations and ease of on-going maintenance. 2) Value of play apparatus and site improvements proposed. 3) Extent of manufacturer's "Green Building" program. COPIES TO: }~oss Recreation ITEM NO. ~ H/¢c-forms/agdastmt. do¢ After reviewing the proposals, at the February 9th meeting, the Parks and Community Services Commission recommended the play equipment proposed by Ross Recreation including the option to remove one retaining wall in Play Area B. At a cost of $91,920 Ross Recreation's proposal did not allow sufficient funds to complete construction. The Commission directed Staff to work with Ross Recr~eation to scale back some of the play comPonents to address budget constraints. On February 23, 2004 the Parks and Community Services Commission, reviewed the revised play equipment proposal from Ross Recreation. The Commission approved all aspects of the design, but requested that one spring toy be added as an alternate in the construction bid package. The estimated cost of $72,868, which includes the additional spring toy, retains the intent of the original proposal and provides sufficient funds to complete construction. The table below describes the amount and variety of components for the 2-5 year old and 5-12 year old play areas as proposed by Ross Recreation. Bids for installation will be sought after the Council approves the proposed play equipment design from Ross Recreation. In consideration of the bidding and award process required, construction is expected to commence May 2004. RECOMMENDATION: It is the recommendation of Staffthat the City Council take the following action: 1) Receive presentation 2) Receive public comments 3) Approve play equipment design 4) Adopt resolution to accept the proposal for the equipment and authorize City Manager to execute a purchase order.
