FINANCIAL STATEMENT: qflb~The cost to the City for the JazzMasters Workshop is $1,000
DESCRIPTION: In February 2004, the Heritage and Cultural Arts Commission
reviewed a proposal of partnering with JazzMasters, a not-for-profit organization providing music
education throughout the bay area. JazzMasters Developmental Performance Workshop is a weekly
mentoring program dedicated to the art of music performance, providing an integral link to the cultural
richness of American music.
Staff contacted JazzMasters and spoke with their Director Mr. Bruce Forman~ JazzMasters would
customize a 10 week long program for youths for the summer of 2004. There would be one mentor that
would run the program consistently and each week an additional mentor would feature a particular
instrument. The program could accommodate 13 - 15 students each week. The program would be taught
from a performance base standpoint with a historical and stylistic perspective on music. The fee from
JazzMasters for this program would be $3,500.00. JazzMasters prefers that the program is free to the
students and therefore suggests that sponsoring agencies fund the program or seek sponsorship or grants.
The Heritage and Cultural Arts Commission supports offering the program for this summer and have
proposed that the following objective be added to the 2004-2005 Goals & Objectives: "Identify funding
sources to offset program fees for 2004 JazzMasters Workshop program".
It has been the policy of the Parks and Community Services Department to develop programs and classes
in which registration will at least cover direct program costs where possible. City Council Resolution 79-
84 states:
"Recreation programs will be developed within the parameters of the Recreation Department budget
adopted annually by the City Council. The City CoUncil will approve all programs or classes subsidized
by the City, prior to those programs being offered by the Recreation Department. A subsidized program
or claSs is defined as any program or class in which the registration fee does not cover the direct cost of
offering the program or class with a minimum number of enrolled participants. Minimum enrollment will
be determined based upon salary, material and facility usage costs."

Although the resolution refers solely to recreation the resolution predates the creation of the Parks and
Community Services Department in which the responsibility for this program falls.
To date, $1,000 has been raised for the program; Mark Sweeney of Hacienda Business Park has offered
$1,000.00 to sponsor the program. Although a grant was submitted through Starbucks, Staff has learned
that the grant was not funded. Staff proposes a fee of $100 per student for the JazzMasters Workshop
which would generate an additional $1,500 in revenue. Thus there is a shortfall of $1,000 for the
program. The City Council Could choose to subsidize this program in the amount of $1,000. In that case,
Staff would include funding in the Fiscal Year 2004-2005 Budget. The urgency in making a decision on
the funding for the program is dictated by the fact that in order to successfully offer this program for
Summer 2004, it is necessary to begin publicity of the program prior to the adoption of the Fiscal Year
2004-2005 Budget.
RECOMMENDATION: Sponsorship of the JazzMasters Workshop satisfies the 2003-2004
high priority objective of the Council: "Expand cultural arts class opportunities to the community".
However, unlike the other cultural arts classes that were offered this year, the JazzMasters Workshop, as
currently proposed, requires City subsidy. It is the recommendation of Staff that the City Council consider
subsidizing the JazzMasters Workshop for Summer 2004. If approved by the Council, Staff will include
funding in the Fiscal Year 2004-2005 Budget for the program.
