SUBJECT: Request to Waive Field Use Fees for Challenger Baseball Program

FINANCIAL STATEMENT: Lost Fee Revenue - $640
DESCRIPTION: Dublin Little League PreSident Shed Schaaf has requested that the
City waive Field Use Fees for the Dublin Sports GroUnds for the Challenger Baseball program
(Attachment 1). Challenger Baseball is a division of Little League Baseball established in 1989 that
provides mentally and physically handicapped children age5 to 18 an opportUnity to play real baseball.
Dublin Little League has volunteered to host the Little League Baseball District 57 Challenger Baseball
program. The Challenger teams that play at the Dublin Sports Grounds include teams frOm Dublin, San
Ramon, Danville, Livermore, Tassajara Valley and Pleasanton. Student volunteers of the Dublin High
School Leo Club serve as announcers for the games and the Dublin Lions Club in cooperation with Dublin
Little League, host an end of the year BBQ picnic and awards ceremony to celebrate a successful
Challenger season.
The Challenger Baseball program is held on Sunday afternoons from March 14 through June 6 with three
games held each day. The estimated loss in fee revenue to the City in granting the fee waiver is $640.
The Parks and Community Services Commission considered the request at a special meeting on April 26
and recommends approval of the fee waiver.
RECOMMENDATION: It is the recommendation of Staff that the City Council consider the
request from Dublin Little League to waive Field Use Fees for the Challenger Baseball program.

Dear Ms. Lowart:
As the baseball season gets into full swing, I am requesting that the City of Dublin
consider donating the field usage rental fees used for the Challenger Baseball program
that is hosted at the Dublin Sports Grounds on every Sunday afternoon, beginning March
14th through June 6th.
Last year, Dublin Little League offered the Dublin Sports Grounds for all Challenger
games as a convenient place where all games could be played. This was very successful
and at the request of very appreciative parents, Dublin Little League is now host to the
Little League Baseball District 57 Challenger Baseball program. Challenger Baseball is a
division of Little League Baseball established in 1989 that provides mentally and
physically handicapped children age 5 to 18 an opportunity to play real baseball. More
than 22,000 players participate in the Little League Challenger Division nationwide. The
Challenger teams that play at the Dublin 'Sports Grounds include teams from Dublin, San
Ramon, Danville, Livermore, Tassajara Valley and Pleasanton, involving approximately
80 players and their families.
On every Sunday afternoon from mid-March to mid-June, three games are held at the
Dublin Sports Grounds. Each field is groomed and stands and dugouts decorated with
balloons and streamers. Using the PA system at each field, announcers introduce players
as they come to bat and cheer them on as they cross home plate. Umpires participate in
the games to provide further recognition of the acNevements of the players. Student
volunteers of the Dublin High School Leo Club (a division of the Lions Club) assist by
providing enthusiastic announcers for each game. A year-end BBQ picnic and awards
ceremony hosted by Dublin Little League and the Dublin Lions Club celebrates a
successful Challenger season.
Dublin Little League would like to offer the City of Dublin an opportunity to participate
in these special events. By donating the usage fees for the fields that are used for
Challenger games, the City of Dublin can ensure that Dublin Little League can continue
to offer to host these games at the Dublin Sports Grounds. The total amount of this "in-

kind" request is $640 as we will use approximately 128 hours of field time for the
· Challenger games for this season. As noted, we do not require a registration fee from the
players in the Challenger Division.
