FIN~~ STATEMENT: No additional cost to the City is anticipated,
DESCRIPTION: In 2001, prior to acceptance of streets in Phase 1 of Dublin Ranch,
the City Council adopted a resolution approving enforcement of the California Vehicle Code on the future
public streets, including North and South Dublin Ranch Drive, Antone Way, and the interior single-family
residential streets. At that time, the streets in the three townhouse neighborhoods were specifically
excluded since those streets were designated as private. An e-mailed request (Attachment 2) was recently
received from Mr. l~chael McCoy, representing the Homeowners Association, requesting that the City
Coun~ provide enforcement oftr~_~ffic regulations within the townhouse developments. The specific street
names are as follows:
Tract 6962 (M-l, '~the Arbors"): Shadow Hill Drive, Bridgestone Circle, Topsfield Circle,
Southbridge Way, Thomburgh Lane, Milbury Court, Stillwater Court
Tract 6963 (M-2, '~the Laurels"): Springvale Drive, Bellevue Circle
Tract 6964 (lVI-3, "the Courtyards): Hartwick Drive, East Chesterfield Circle, West Chesterfield
Circle, Foxcroi~ Way, Georgetown Circle, Londonderry Drive

California Vehicle Code Section 21107.5 provides that a governing body may adopt a resolution allowing
CVC enforcement on privately held streets, if said streets are open for public use and indistinguishable
from public struts. Various traffic control devices are posted within these developments, including no
parking sign.% stop signs, and speed limit signs. The speed limit is aprimafacie residential 25 mph speed.
The Traffic Safety Committee has discussed this request and feels that it is reasonable.
The required 10-day written notice has been provided to the property owners within the development.
Staff recommends that the City Council conduct a public heating, deliberate, and adopt the resolution,

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING ENFORCEMENT OF TRAFFIC REGULATIONS UNDER
CALIFORNIA VEHICLE CODE (CVC) SECTION 21107.5
ON DESIGNATED STREETS WITHIN TRACTS 6962, 6963, AND 6964
WHEREAS, the following streets are open for public use and so connect with public roads as to
be indistinguishable from public roads:
Tract 6962 (M-l, "the Arbors"): Shadow Hill Drive, Bridgestone Circle, Topsfield Circle,
Southbridge Way, Thornburgh Lane, Milbury Court, Stillwater Court
Tract 6963 (M-2, "the Laurels"): Springvale Drive, Bellevue Circle
Tract 6964 (M-3, "the Courtyards): Hartwick Drive, East Chesterfield Circle, West Chesterfield
Circle, Foxcroft Way, Georgetown Circle, Londonderry Drive; and
WHEREAS, public safety may require enforcement of regulations under the California Vehicle
Code on the aforementioned streets;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin approves
enforcement of the California Vehicle Code per CVC Section 21107.5 on the following streets:
Tract 6962 (M-l, "the Arbors"): Shadow Hill Drive, Bridgestone Circle, Topsfield Circle,
Southbridge Way, Thornburgh Lane, Milbury Court} Stillwater Court
Tract 6963 (M-2, "the Laurels"): Springvale Drive, Bellevue Circle
Tract 6964 (M-3, "the Courtyards): Hartwick Drive, East Chesterfield Circle, West Chesterfield
Circle, Foxcroft Way, Georgetown Circle, Londonderry Drive
PASSED, APPROVED AND ADOPTED this 6th day of July, 2004.

Dear Richard,
I'm following up on a request for a meeting to discuss traffic safety in
Dublin Ranch. I'm a board member on a home owners association from Dublin
Ranch, and several of our residents have expressed concern to me and my
fellow board members regarding the hazardous speeds on some of our
thoroughfares.
I would like a resolution passed by the city council authorizing the Dublin
city traffic officers ~o enforce the vehicle code on our streets.
Please let me know your thoughts, and when the best time will be to schedule
a meeting.

Dear Ms. Mayor,
I wanted to commend you on the outstanding job you have done as Dublin's
mayor. A number of exciting achievements have begun or have been completed
during your tenure, and I wanted to thank you for your leadership and
service.
I am a director on the board for a Home Owners Association in Dublin Ranch,
and I am also writing to you today to ask for your help. Many of the
residents in Dublin ranch have expressed concern to myself and fellow board
members regarding traffic speeds on some of the thoroughfares in Dublin~j~T
ranch.
I did speak with the Traffic Sergeant, and he mentioned that he could not
send traffic officers out to Dublin Ranch because they are not authorized to
issue traffic citations in Dublin Ranch as the streets in Dublin Ranch are
not owned by the city of Dublin.
He suggested that I contact a council men,bet to have a council resolution
written and approved by the council which authorizes city traff±c officers
to enforce traffic laws in Dublin Ranch.
I would like to meet with you to discuss the possibility of having such a
council resolution written.
Please share your thoughts on this, and please also let me know when you can
be available to meet about this issue.

21107.5. (a) Any city or county may, by ordinance or resolution,
find and declare that there are privately owned and maintained roads
as described in the ordinance or resolution within the city or county
that are generally held open for use by the public for vehicular
travel and which so connect with highways that the public cannot
determine that the roads are not highways. Upon enactment by a city
or county of the ordinance or resolUtion, this code shall apply to
the privately owned and maintained road, except as provided in
subdivision (b).
(b) No ordinance or resolution enacted under subdivision (a)
shall apply to any road on which the owner has erected a notice of a
size, shape, and color as to be readily legible during daylight hours
from a distance of 100 feet to the effect that the road is privately
owned and maintained and that it is not subject to public traffic
regulations or control.
(c) No ordinance or resolution shall be enacted under subdivision
(a) without a public hearing after 10 days' written notice to the
owner of the privately owned and maintained road involved.
(d) The department is not required to provide patrol or enforce
any provision of this code on any privately owned and maintained
road, except those provisions applicable to private property, other
than pursuant to this section.
