Authorization to Negotiate a Consulting Agreement and Partnership
with Training and Development Solutions, the Contract Services

of the Dublin Leadership Academy.
RECOMMENDATION:
2. Authorize Staffto acknowledge the partnership through the
placement on all marketing materials that Dublin Leadership
Academy is being delivered "In partnership with Todd M. Plate,
Esquire and Training and Development Solutions, a division of
Chabot-Las Positas Community College District."
FINANCIAL STATEMENT:
Sufficient funds are included in the Fiscal 2004-2005 Budget for
this proposed agreement.
BACKGROUND:
One of the High Priorities the City Council adopted as part of the 2004-2005 Goals and Objective
Program was the development of a Dublin Leadership Academy that would involve the Dublin Chamber
of Commerce and Chabot-Los Positas Community College District. The goal of the Dublin Leadership
Academy is to inform interested constituents who live or work in Dublin about the issues facing the
community, and to encourage community involvement at all levels. The Dublin Leadership Academy will
include topics such as City Governance, Economic Development & Planning, Public Works, Public
Safety, Disaster Preparedness, Parks and Community Services, Finance and Strategic Planning.. The
Dublin Leadership Academy is a 12-week program with the inaugural class start date of September 30,

2004. Classes would occur on Thursday evenings from 7:00 p.m. to 9:30 p.m. The class size will be
limited to the first 20 candidates. Preference will be given to the individuals who live or work in Dublin.
The proposed outreach to solicit participation in this Academy will include the placement of an
announcement in the Dublin Fall Recreation Guide, City's Website, brochures, news releases and work
with other local agencies that could place information about the Dublin Leadership Academy in their
respective Newsletters.
Training and Development Solutions, the contract services division of Chabot-Los Positas Community
College District with its subcontractor, Todd M. Plate, Esquire would work with City Staff to create and
implement a series of courses designed to educate and recruit future Dublin leaders through the following
means:
Development of course structure and work with the Departments to help deliver the
information.
Development of Class Assignment format with City Staff.
Serve as facilitator for each class.
Assist in the review, monitoring and refinement of the course for current and future
Academies.
Training and Development Solutions has developed a Scope of Services to accomplish the above-
mentioned outcomes at a total cost of $8,400 as indicated in the Scope of Services. Training and
Development Solutions has indicated a willingness to reduce their fees in exchange for acknowledgement
in all marketing materials (fliers, brochures, web site, etc.) state that this program is being delivered "In
partnership with Todd M. Plate, Esquire and Training and Development Solutions, a division of Chabot-
Las Positas Community College District."

a. Consult with city staff presenters to finalize presentations.
b. Serve as facilitator for each class: keep presenters on
time/topic, field questions, time keeper during student
presentations, etc.
c. Provide oversight for the classes to assure smooth delivery,
assignments distributed, concerns addressed, etc.

gathered during this project as confidential information.

We anticipate curriculum development to be completed one month before each of the classes. Classes
to begin Thursday, September 30, 2004, and run approximately biweekly for twelve sessions
(working around holidays) to be completed on March 10,2005. Review of this series of courses and
suggestions for changes to be completed by April 15, 2005.
Training and Development Solutions, the contract services division of Chabot-Las Positas
Community College District, and our subcontractor, Todd M. Plate, Esq. are interested in developing
this program in partnership with the City of Dublin. Due to the limited funds available for this pilot
project, we are willing to reduce our fees in exchange for acknowledgement of that partnership. In
exchange for the fee reduction, we would request that all marketing materials (fliers, brochures,
website, etc.) state that this program is being delivered "In partnership with Todd M. Plate, Esq. and
Training & Development Solutions, a division of Chabot-Las Positas Community College District."
Total costs for development, delivery and review ofthe Dublin Leadership Academy: $8,400.00
