$153,030 is needed, depending on whether "Night Work" is
included. The City's Downtown/Open Space General Fund Reserve
could be used to fully fund construction. If so, a budget change
would be required.
DESCRIPTION: On August 3, 2004, the City Council authorized Staff to solicit bids
for the Village Parkway Sidewalk and Lighting Improvements. Staff had previously sent letters to
property owners and businesses with the invitation to become involved in a "Committee of Owners" that
will provide input to City Staff during construction of the project. Several owners expressed interest in
participating: Jim and Ellie Lange, Phyllis Sutton, and George ChurchilL
The first meeting of the Committee was held on August 19, 2004, and several issues were conveyed to
Staff and discussed. These issues consisted of: a) concerns regarding constructing the project in late
summer through fall/winter of 2004, and the possible negative impacts to business activities during the
Thanksgiving/Christmas holiday season; b) the effects of construction on businesses in the daytime;
c) impacts on the availability of street parking during construction; and d) access to garbage bins and
parking lots during construction. Several suggestions were made by the Committee, including postponing
the construction until the spring of 2005 and constructing the entire project at nighttime.
These concerns were carefully considered by Staff, and a plan to alleviate the concerns was included in
the contract proposed for award. Staff believes that many of these concerns could be alleviated by
requiring the contractor to perform the entire job at night. The project was subsequently bid to include the
construction of driveways at night and the rest of the project during regular daytime work hours.
However, a bid item entitled "Night Work" was included in the bid proposal items of work to require the
Contractor to do the entire job at night.
The advantage of performing all of the work at night is that it would allow on-street parking and parking
lot access, and eliminate noise, dust and inconvenience to merchants and shoppers during the daytime
business hours. The disadvantage is construction noise, particularly during the removal/demolition of
existing sidewalk slabs. If the choice to construct the project at night is exercised by the Council, in order
to alleviate construction noise impacts, Staff will require the contractor to schedule concrete demolition in
the early evening hours (between approximately 7:00 p.m. and 11:00 p.m.) The added cost to the project
for the bid item "Night Work" is $28,000.
A total of three (3) bids were received (see Attachment 5). The low bidder is St. Francis Electric with a
bid of $819,272.54 (includes "Night Work" bid item). Staff believes the discrepancy between the
engineer's estimate and the bids is due to recent increases in the cost of concrete and steel. In addition,
Staff has reviewed the bids and determined that St. Francis Electric has satisfactorily performed similar
projects for the. City and other public agencies.
Staff recommends that the City Council either:
A) Approve a budget change in the amount of $183,830 and adopt the resolution awarding Contract No.
04-08 to St. Francis Electric, including the bid item "Night Work".

A WARDING CONTRACT NO. 04-08
VILLAGE PARKWAY SIDEWALK WIDENING AND LIGHTING IMPROVEMENTS -
AMADOR VALLEY BOULEVARD TO DUBLIN BOULEVARD
WHEREAS, the City of Dublin did, on August, 2004, publicly open, examine, and declare all
sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for
Contract No. 04-08, Village Parkway Sidewalk Widening and Lighting Improvements - Amador Valley
Boulevard to Dublin Boulevard, which Plans, Specifications, and Modifications are hereby expressly
referred to for a description of said work and for all particulars relative to the proceedings under the
request for bids; and
WHEREAS, the City Council has determined that it would be in the best interest of the City
for the work on this project to be performed at night, thus the bid item entitled "Night Work" shall be
included in the contract price; and
WHEREAS, said bids were submitted to the Public Works Director, who has recommended that
the bid hereinafter mentioned is the lowest and best bid for doing said work;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award City of Dublin Contract No. 04-08 to the lowest responsible bidder therefor, to wit, St.
Francis Electric, at a bid of Eight Hundred Nineteen Thousand, Two Hundred Seventy-Two Dollars and
Fifty-Four Cents ($819,272.54), the particulars of which bid are on file in the Office of the Public Works
Director.

Contract No. 04-08, Village Parkway Sidewalk Widening and Lighting Improvements - Amador Valley
Boulevard to Dublin Boulevard, which Plans, Specifications, and Modifications are hereby expressly

WHEREAS, the City Council desires to exclude the bid item entitled "Night Work" in the
amount of $28,000 from the lowest responsible bid; and
WHEREAS, said bids were submitted to the Public Works Director, who has recommended that
the bid hereinafter mentioned is the lowest and best bid for doing said work;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award City of Dublin Contract No. 04-08 to the lowest responsible bidder therefor, to wit, St.
Francis Electric, at a bid of Seven Hundred Ninety-One Thousand, Two Hundred Seventy-Two Dollars
