RECOMMENDATION: FINANCIAL STATEMENT: FY 2004-2005 budget for this capital project: SalarieslDesignlMisc: Improvements: TOTAL: FY 2004-2005 $ 16,050 $ 464.600 $ 480,650 Low Bid $ 456.475.50 $ 456,475.50 This project is funded through the City's General Fund. The low bid plus 10% contingency is $502,123. As this exceeds the Fiscal Year 2004-2005 construction budget, a budget change in the amount of $37,523 is necessary to go forward with this project. DESCRIPTION: On September 7, 2004, the City Council authorized Staff to solicit bids for Contract No. 04-04, Traffic Signal at Amador Valley Boulevard and Starward Drive. The need for a traffic signal on Amador Valley Boulevard at Starward Drive was identified in the 2004-2009 Capital Improvement Program, which the City Council approved on June 28, 2004. The installation of a traffic signal at this intersection will facilitate and enhance the safety of turning movements and aid access to the new Senior Center and Senior housing development currently being constructed on the south side of Amador Valley Boulevard. A total of 6 bids were received (Attachment 3). The low bidder is Brown & Fesler, Inc., with a bid of $456,475.50. Staff has reviewed the bids and detennined that the contractor has satisfactorily perfonned similar projects within Dublin and for other cities. --------------------------------------------------------------- COPIES TO: Bidders g:\miscproj\A VB Starward Signa]\AS Award \úfJ~ ITEMNO.~ ~l As noted in the Financial Statement, although the low bid does not exceed funds budgeted for construction of the project, it is recommended that a 10% contingency be added. Consequently, an additional appropriation ITom Unallocated Reserves in the amount of $37,523 is required in order for this proj ect to go forward. WHEREAS, the City of Dublin did, on October 5, 2004, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract No. 04-04, Traffic Signal at Amador Valley Boulevard and Starward Drive, approved in the 2005-2009 Capital Improvement Program by the City Council on June 28, 2004, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the Director of Public Works, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award City of Dublin Contract No. 04-04 to the lowest responsible bidder therefor, to wit, Brown & Fesler, Inc., at a bid of Four Hundred Fifty-Six Thousand, Four Hundred Seventy-Five Dollars and Fifty Cents ($456,475.50), the particulars of which bid are on file in the Office of the Director of Public Works.
