The General Plan for the City of Dublin was adopted on February II, 1985. The document contained all
of tbe mandatory elements of a General Plan, including text, goals, policies, and a Land Use and
Circulation Map (for the Primary Planning Area) that indicated the approved land use designations for all ..
properties in the City, as well as the street circulation network. Since the original General Plan .was
approyed in 1985, there have been a number of amendments, including the Eastern Dublin General Plan
Amendment and Specific Plan, ado~¡I May 10, 1993. As General Plan amendments and Eastern Dubliri
Specific Plan Amendments have beoo'approved, the Land Use Maps have been updated as necessary (see
Attachment 2 for tbe existing General Plan Land Use Map, and Attachment 3 for the existing Eastern
Dublin Specific Plan Land Use Map).
On November 5, 2002, the City Council approved the current General Plan Land Use Map on display,
which expanded the General Plan Land Use Map to show all of the City of Dublin on one map, including
annexation areas, and made necessary map changes to reflect General Plan Amendments approved up to
that date. Since November 5, 2002 and up to December 7, 2004, several General Plan Amendments have
been approved, that also updated tbeGeneral Plan and Eastern Dublin Specific Plan Land Use maps, as
necessary.
On June 3, 2003, the City Council adopted an update of the General Plan Housing Element. In this update,
the City Council reaffirmed itHommitment to affordable housing on pubhc/Semi-Public Pacilities sites.
In Section ill (d.) of the Housing Element (page 15), the Housing Element states the following strategy,
"Support semi-public institutions in efforts to add affordable housing to their sites. Because public
funding for tbe development of affordable housing is extremely limited, the City will support efforts by
semi-public institutions to provide housing." Housing Element Section III (d.) is included with1his' staff
report as Attachment 9.
On February 3, 2004, the City Council adopted the Semi-Public Facilities Policy, which identified Semi-
Public Pacilities, such as youth centers, child care centers, religious institutions and cultural centers, as

important components of tbe community, and set guidelines for the size-and location of sites for these
facilities in new development. The Semi-Public Facilities Policy adopted by the City Council is included
as AttachmenttS to this report.
. On March 16, 2004, the City Council adopted the Parks and Recreation Master Plan 2004. Update, which
analyzed the sizes and features of the City's existing and planned parks as tbey related to tbe growth of the
community (see Attachment 8, with the Master Plan incorporated by reference). The 2004 Update
identified the minimum amount of land to be dedicated to tbe City for the Fallon Sports Park (60+/- net
acres) and the Jordan Community Park (11.6 net acres) to satisfY the park land that will be needed based
on expected population growth. Land in Dublin Ranch was removed from the inventory of planned City
parkS, as this site was identified as having importance as a wildlife habitat area. In addition, land along
Tassajara Creek was removed as these parcels are held by the East Bay Regional Park District for purposes
of regional recreational use. 111e 2004 Update included an Illustrative Parks Plan, included with this staff
report as Attachmerit 5, which illustrates the locations of all existing and proposed park facilities in the
City.
The Amendment before the City Council would incorporate tbe land use changes of the Parks and
Recreation Master Plan, the Semi-Public Facilities Policy, and associated text revisions into the General
Plan and Eastern Dublin Specific Plan (PA 04-035). In addition, the amendment would revise the General
Plan Land Use Map to reflect original information included in the 1993 Eastern Dublin General Plan
Amendment Land Use Map, which was incorrectly placed on the 2002 General Plan Land Use Map, (FA
04-054).
Planninf! Oommission Action:
. On September 28, 2004, tbe Planning Commission held a public hearing in consideration of a City-
initiated General Plan and Eastern Dublin Specific Plan Amendment to reflect the City Council approval
of the Parks and Recreation Master Plan 2004 Update and the Semi-Public Pacilities Policy. The Planning
Commission meeting minutes and staff report, which recommended Planning Commission approval of the
project, are included as Attachment 11. The Planning Commission unanimously approved Resolution 04-
60, recommending City Council approval of the Amendment project, included in Attachment 1.
During analysis of the Parks and Recreation and Semi-Public Pacilities Policy amendment, it became
apparent that a few significant features of the original 1993 Eastern Dublin General Plan Amendment
Land Use Map had been altered when the three General Plan maps were merged together in November of
2002. The intent of the 2002 amendment was to capture all of the information of the three maps in one
map; however, City Staff's ability to produce maps in-house was limited. In the past, tbe City has
contracted witb various parties to prepare the modifications to tbe land use map, and the media used has
differed. Often, the physical application of the land use location and/or form varied slightly. With the
creation of anew staff position, the GIS Coordinator, mapping has improved. Now, the City has the
ability to more precisely follow the original 1993 Eastern Dublin General Plan Amendment Land Use Map
(included as Attachment 14). A General Plan Amendment to amend tbe Land Use Map to reflect
information included in the original 1993 Eastern Dublin General Plan Amendment was necessary to
correct the map.
On October 26,2004, the Planning Commission held a public hearing tÒ consider the amendment of the
General Plan Land Use Map (Figure 1-la) to reflect the correct land use information included in the
. original 1993 Eastern Dublin General Plan Amendment. The Planning Commission meeting minutes and
staff report, which recommended Planning Commission approval of the map revision project, are included

as Attachment 13. The Planning Commission unanimously approved Resolution 04-61, recommending
City Council approval of the Amendment proj ect; included in Attachment 1.
Public notices were published and posted as required by law and sent as a courtesy to property owners in .
the Eastern Extended Planning Area prior to tbe Planning Commission considerations of tbe Amendment
projects. At the Planning Commission meetings of September 28, 2004 and October 26, 2004, Mr. Pat
Croak, representing Croak Properties, asked for Planning Commission support of a reconfiguration oftbe
two parks shown on the Croak parcels in the EDPO area of Dublin. Mr. Croak also stated that the Open
Space land use designation for his property is intended to be aligned with tbe existing creek corridor, and
as such this area is not available for a park. Staff informed the Planning Commission that the Croak
properties were part of a pending General Plan and Eastern Dublin Specific Plan Amendment application.
ANALYSIS:
California state law allows four General Plan Amendments per element per year (except in the event of
changes to the Land Use Element as a result of modifications to the Housing Element). This approval
would be the third General Plan Amendment for 2004. In order to ·avoid amendments in excess of the
number permitted by State law, General Plan Amendments for specific projects can be grouped together
and adopted as one resolution. This method of approving General Plan Amendments enables .cities to
approve several projects at the same time while only utilizing one amendment under tbe law. The City
has done this in tbe past; a recent example is that of the Bancor San Ramon Village and Tralee projects.
These projects were adopted as one General Plan Amendment by one City Council Resolution.
ProM$li!d General Plan and Eastern Dublin Svecific Plan Amendment:
The General Plan and Eastern Dublin Specific Plan Amendment, P A 04-035, would modify tbe Plan Land
Use Maps (Figure 1-1 a included as Exhibit A and Figure 4.1 included as Exhibit B to Attachment 1) to
reflect the Parks and Recreation Master Plan 2004 Update and tbe Semi-Public Facilities Policy. The
General Plan and Specific· Plan Amendment would also incorporate associated text changes to maintain
.consistency in the documents. In addition, the Amendment would revise the General Plan Land Use Map
to reflect information in tbe original Eastern Dublin General Plan Amendment of 1993 (P A 04-054). Ìhe
following sections briefly describe tbe informational changes related to the proposed Amendment to be
considered by the City Council.

Land Use Mav Modifications: .
The following updates are proposed to tbe General Plan Land Use Map, shown in Figure 1-1 a:
· The Community Park ("CP'') land use designation for 46.1 acres in the northernmost part of
Dublin Ranch, along Fallon Road, would be changed to an Open Space land use designation;
· The Neighborhood Park ("NP") land use designation for 11.7 acresofland held by the East Bay
Regional Park District, along northern Tassajara Road, would be changed to a new land use
designation of "Regional Park" or "RP;"
· The Neighborhood Park ("NP") land use designation for the 12.2 acres of land included in the
Transit Center General Plan and Eastern Dublin Specific Plan amendment would be changed to a
"Community Park" land use designation to meet community park needs identified in the Parks and .
Recreation Master Plan 2004 Update;

· The acreage oftbe Dublin'Ranch Community Park would be changed from 80+/- gross acres to a
minimurn·of60+/- net acres to reflect the new acreage included iutbe Parks arid Recreation Master
Plan 2004 Update. 'In addition, tbe Jordan Community Park would be retained to the east of Fallon
Road at the size identified in the MasterPlan of a minimum öf 11.6 net acres;
· A new land use designàtion, "Semi-Public Pacilities" or "SP," would be added to reflect the intent
and provisions of the Semi-Public Facilities Policy adopted by City Council;
· A preliminary connection shown with a dashed line would be added between the section of Fallon
Road north of Central Parkway and the section south of Central Parkway to reflect recent approval
of the Dublin Ranch Area F project and the policy of the General Plan to continue Fallon Road
uninterrupted from the 1-580 interchange to Tassajara Road; and
· Modifications would be made to tbe land use boundaries of the existing General Plan Land Use
Map to reflect the 1993 Eastern Dublin General Plan Amendment Land Use Map (included as
Attachment 14), as was the intent when tbe General Plan was amended on November 5,2002. As
the Eastern Dublin General Plan Amendment was previously approved, the modifications are
informational only and are necessary since the boundaries of some land uses were misaligned.
These updates to the General Plan Land Use- Map (Figure l-la), reviewed by the Planning
Commission as P A 04-054, are further detailed on Page 4 of Attachment 1.
Amendment Text Chanfles:
In addition to the modifications to the General Plan and Eastern Dublin Specific Plan Land Use Maps, the
General Plan and Specific Plan are proposed to be amended at this time witb associated text changes
(included in Attachment 1) related to land use descriptions, tables and policies. These cl¡.anges are
. necessary for consistency between tbe revised Land Use Map and the General Plan and Specific Plan
texts. The changes are summarized as follows:
· Amend the classification of "ParkslPublic Recreation" in the Primary Planning Area and Eastern
Extended Planning Area sections of the General Plan and in the Eastern Dublin Specific Plan to
add "Regional Parks," pursuant to the City Council Resolution 49-04 adopting the Parks and
Recreation Master Plan 2004 Update (included as Attachment 8 of the staff report). The proposed
new description for insertion is included in Attachment 1;
· Amend the land use classification for "Public/Semi-Public Facilities" in the Primary Planning
Area and Eastern Extended Planning Area sections of the General Plan and in the Eastern Dublin
Specific Plan to standardize tbe classification; as well as to reflect the intent of tbe Semi-Public
Facilities Policy adopted by City Council (included as Attacl1ment 6) and the intent of the Dublin
Housing Element to provide housing on Semi-Public sites (Attachment 9);
· Amend the Primary Planning Area and Eastern Extended Planning Area sections of tbe General
Plan and in the Eastern Dublin Specific Plan to add a new land use classification for "Semi-Public
Pacilities" to reflect the intent and provisions of the Semi-Public Pacilities Policy adopted by City
Council on Pebruary 3, 2004 (included as Attachment 6). Unlike tbe classification above, this
classification is limited to Semi-Public Facilities uses and does not include provisions for the
development ofhousin'g. No lands would be designated with the new land use at this time. In the
future, new developments may propose General Plan Amendments that include tbis land use
classification to satisfy the Semi-Public Facilities Policy;

· Amend park acreage calculations found in Table 2.1 of the General Plan to reflect the amended
park acreages as set forth in the Parks and Recreation Master Plan and the addition of Semi·Public
Pacilities land uses;
· Amend the narrative description of the City's existing parks in General Plan Section 3.3, opene
Space for Outdoor Recreation and Policies 3.3, letters C, E, I, J, M and R;
· Amend Figure 3-1, Existing Parks and Open Space, of General Plan Chapter 3 which illustrates the
existing City Parks to show school/park facilities, new park locations and modified park acreages,
to reflect tbe Parks and Recreation Master Plan 2004 Update (see Attachment 1 for the modified
Pigure 3-1, and the existing Figure 3"1 is included as Attachment 4): New facilities that are
currently not shown in tbe original Figure 3-1 would be added. These include: DUSD school/park
facilities; the Tassajara Creek Regional Park; and, new City parks, such as Bray Commons. I:Í1
addition, park acreages would be modified for all facilities to reflect actual net developed acreages
and tbe more accurate measurements of the 2004 Update;
· Amend the park acreage calculations found in Ta.ble 4.1 of the Eastern Dublin Specific Plan to
reflect the amended park acreages and the addition of the new "Semi-Public Pacilities" land use
category;
· Amend Section 4.9, Planning Subareas, of tbe Eastern Dublin Specific Plan to include revised City
park information and the new "Semi-Public Facilities" land use described above. Add "Semi-
Public Facilities" to. all oftbe Subarea Tables, Tables 4.4 to 4.13 with development potential of 0
square feet of floor area until such time as actual land is designated as this land use type, and
amend Table 4.10 of the Foothill Residential Subarea section (page 56), to reflect tbe new park
acreages and nèw Semi-Public Facilities land use; .

Consistency with Prior Aoorovals:
This proposed General Plan and Eastern Dublin Specific Plan Amendment is consistent with the prior
land use approvals in the Primary and Eastern Extended Planning Areas. Por example, the proposed
modifications would be consistent with the land uses approved in the Eastern Dublin Property Owners
(EDPO) Prezoning and Annexation project described above. The EDPO project was approved by the City
Council prior to the adoption of the current General Plan Land Use Map in 2002; tberefore, the EDPO
map reflects the original Eastern Extended Planning Area Map. No amendment to the EDPO Planned
Development District or any other approved Development Plan would be necessary if this General Plan
and EasternDublin Specific Plan Amendment is approved.

In accordance witb State law, a public notice was published in tbe Vallev Times and posted at several
locations throughout the City to advertise the project and the upcoming City Council public hearing. In
addition, a public notice was mailed as a courtesy to property owners in tbe Eastern Extended Platuûng
Area.

ENVIRONMENTAL REVIEW:
The Environmentallmpact Report for the original General Plan was prepared and adopted in 1984. The
Enviromnental Impaèt Report for the Eastern Dublin Specific Plan was adopted May 10, 1993. As
_ amendments have been approved over the years, each has received individual environmental review under
.. the California Environmental Quality Act (CEQA). The current proposed amendments to the General
Plan and Eastern Dublin Specific Plan can be categorized as five types of changes.
The first change to the General Plan and Eastern DublinSpecific Plan relates to the Parks and Recreation
Master Plan 2004 Update, approved by the City Council on March 16, 2004. An Initial Study was
prepared for the Master Plan 2004 Update in acc.ordance with City environmental guidelines andCEQA
Guidelines. The Initial Study concluded that implementation of tbe specific changes to park lands and
open space in tbe Parks and. Recreation Master Plan 2004 Update would not pose any significant
environmental impacts and a Negative Declaration was prepared. The City Council approved Resolution
48-04, adopting the Negative Declaration, on March 16, 2004. A copy of City Council Resolution 48-04
is included as Attachment 7 to this report.
The second change is tbe creation of a new land use classification called "Semi-Public Facilities." No
"Semi-Public Pacilities" uses would be established on the General Plan Map or Eastern Dublin Specific
Plan Map at this time, as no development presently contains this particular land use classification.
However, these particular land uses may be created within individual development projects as tbey are
approved in the future under the Semi-Public Pacilities Policy adopted by the City Council. These
development applications would be reviewed for environmental impacts under CEQA when they are
proposed. Therefore, the new land use does not cause physical changes to the environment; it is not a
"project" according to the CEQA Guidelines; and, it is exempt ITom environmental review pursuant to
. CEQA Section 15061.b(3).
Thetbird change is the modification of the existing "Public/Semi-Public Pacilities" land use classification
to a new standardized land use classification within the General Plan and the Eastern Dublin Specific Plan
to reflect the Semi-Public Facilities Policy and the intent of the Dublin General Plan Housing Element
related to the provision of housing on semi-public sites. This change as it relates to the General Plan
Primary Planning Area would not change the development potential oftbe lands designated "Public/Semi-
Public Pacilities." This change would add provisions for affordable housing, developed by a non-profit
entity, to the. description within the Eastern Extended Planning Area section of the General Plan and
within the Eastern Dublin Specific Plan. However, pursuant totbe land use description, development of
housing would be considered as part of a Planned Development proposal and, as such, would be subject to
environmental review UJJder CEQA. Therefore, tbe modified land use does not cause physical changes to
tbe environment; it is not a "project" according to theCEQA Guidelines; and, it is exempt from
environmental review pursuant to CEQA Section 15061.b(3).
The fourth change is the addition of a preliminary connection between the section of Pall on Road north of
Central Parkway and the section south of central Parkway. The northern section and its location at
Central Parkway were established as part of the Area F North General Plan and Eastern Dublin Specific
Plan Amendment project. Currently, the southern portion intersects Central Parkway approximately 700
feet ITom section approved with the Area F North amendment project. The proposed Land Use Map
reflects the policy of the General Plan to continue Pallon Road uninterrupted from the 1-580 interchange to
Tassajara Road illustrated with a dashed line and the following footnote, "General location of future
.Fallon Road connection to Dublin Boulevard. However, the exact alignment will be determined following
further alignment studies." The change is informational only. A precise alignment is currently under
review by the City and the environmental review is in process and will be completed before the final

Pallon Road location is established on the Land Use Map. Therefore, the preliminary cortnection does not
cause physical changes to the environment; it is not a "project" according to tbe CEQA Guidelines; and, it
is exempt from environmental review pursuant to CEQA Section 15061.b(3).
The fifth change is the amendment of tbeGeneral Plan Land Use Map to reflect original information e
included in the Eastern Extended Planning Area Land Use Map that was adopted as part of the Eastern
Dublin General Plan Amendment in 1993. The original map was merged witb other General Plan maps in
2002 and some land use locations were not accurately represented. No changes are proposed totbe
General Plan text with this last amendment. The EIR for tbe Eastern Dublin General Plan Amendment
was adopted May 10, 1993, The current proposed Amendment to the General Plan was reviewed in tbe
Environmental Impact Report for the 1993 Eastern Dublin General Plan Amendment in which tbe
proposed Amendment modifications were part of theEIR's "Reduced Project Area" plan. The current
modification would not create environmental impacts beyond those identified in the ErR., for. which
mitigations have been adopted and implemented.
CONCLUSION:
This proposed Amendment would amend tbe General Plan and Eastern Dublin Specific Plan to
incorporate City Council policy relative to parks, open space and public facilities, pursuant to the Parks
and Recreation Master plan, and relative to privàtelpublic uses such as childcare centers and community
centers, pursuant to the Semi-Public Pacilities Policy. In addition, tbe Amen.dment would ensure that the
locations of various land uses shown in the General Plan Land Use Map in the developed and
undeveloped portions of the Eastern Extended Planning Area are consistent with the original locations of
the 1993 Eastern Dublin General Plan Amendment Land Use Map (Pigure 2B), included as Attachment
14.

RECOMMENDATION:
Staff recommends that the City Council (1) open the public hearing and hear Staff presentation; (2) take
Public testimony; (3) question Staff and tbe Public; (4) close public hearing and deliberate; and, (5) adopt
tbe Resolution (Attachment 1) approving a General Plan and Eastern Dublin Specific Plan Amendment to
reflect the Parks and Recreation Master Plan 2004 Update and tbe Semi-Public Pacilities Policy; to amend
tbe General Plan Land Use Map (Figure 1-1 a) to reflect original and correct information included in the
Eastern Dublin General Plan Amendment Land Use Map, attached as Exhibit A; to amend the Eastern
Dublin Specific Plan Land Use Map (Pigure 4.1), attached as Exhibit B;and to 'add associated General
Plan and Eastern Dublin Specific Plan text revisions.

WHEREAS, the General Plan for the City of Dublin was adopted on Pebruary II, 1985 and has
been amended a number oftimes since that date; and
WHEREAS, the Environmental Impact Report for the original General Plan was prepared and
adopted in 1984 and General Plan Amendments have each received individual environmental review
under the California Environmental Quality Act (CEQA), as they have been approved over the years;

WHEREAS, the current General Plan Land Use Map (Figure 1·la) was adopted hy City Council
on November 5, 2002; and
WHEREAS, the City adopted"the Eastern Dublin General Plan Amendment and Specific Plan to
provide a comprehensive planning framework for future development of the Eastern Dublin Area. In
connection with this approval, the City certified a program EIR pursuant to CEQA Guidelines section
15168 (SCH: 91103064, Resolution 51-93, and Addcndum dated August 22, 1994, hereafter "Eastern
Dublin EIR" or "program ErR"). The program EIR was integral to the planning process and
cxamined the direct and indirect effects, cumulative impacts, broad policy alternatives, and areawide
mitigation measures for developing Eastern Dublin; and
WHEREAS, the current Eastern Dublin Specific Plan Land Use Map (Figure 4.1) was adopted by
City Council on May 10, 1993; and
WHEREAS, the City Council adopted the General Plan Housing Element on June 3, 2003; and
WHEREAS, the City Council adopted the Semi-Public Facilities PoJicy on Pebruary 3,2004; and
WHEREAS, the City Council adopted the Parks and Recreation Master Plan 2004 Update on
March 16. 2004; and
WHEREAS, the Planning Commission did hear and consider an said reports, recommendations
and testimony set forth and did adopt Resolution 04-60 on September 28, 2004, recommending City
.Counci] approval of a General Plan and Eastern Dublin Specific Plan Amendment to modify the General

WHEREAS, proper notice of said pubJic hearing was given in all respects as required by law; and
WHEREAS, this Amendment to the General Plan and Eastern Dublin Specific Plan incorporates
P A 04-035 and P A 04-054, and this Amendment is the third General Plan Amendment for the year of
2004; and
WHEREAS, the General Plan and Eastern Dublin Specific Plan Amendments was considered at a
pllbJic hearing before the Dublin City Council on December 7, 2004; and
WHEREAS, proper notice of said public hearing was given in all respects as required by law; and
WHEREAS, a Staff Report was submitted recommending City Council adoption of a Resolution
approving a General Plan and Eastern Dublin Specific Plan Amendment to reflect tbe Parks and .
Recreation Master Plan 2004 Update and the Semi-Public Facilities Policy; to reflect original and
correct infonnation included in the Eastern Dublin General Plan Amendment Land Use Map; to
amcnd the General Plan Land Use Map (Pigure 1-la), attached as Exhibit A; to amend the Eastem
Dublin Specific Plan Land Use Map (Figure 4,1), attached as Exhibit B; and to add associated General
Plan and Eastern Dublin Specific Plan text revisions; and
WHEREAS, the specific changes in the proposed General Plan and Eastem Dublin Specific Plan
Amendment that relate to City Parks were studied in the Negative Declaration adopted by City
Council on March 16, 2004 by Resolution 48-04; and
WHEREAS, the specific changes related to the new "Semi-Public Facilities" land use description
in the proposed General Plan and Eastem Dublin Specific Plan Amendment are informational only as
no "Semi-Public Facilities" uses would be establishcd on the General Plan Land Use Map or Eastern
Dublin Specific Plan Land Use Map at this time. Therefore, the new land use does not cause physical
changes to the environment, it is not a "project" according to the CEQA Guidelines, and it is exempt
from environmental review. pursuant to CEQA Section l506I.b(3); and
WHEREAS, the specific changes in the proposed General Plan and Eastern Dublin Specific Plan
Amendment related to the modification of the existing "Public/Semi-Public Facilities" land use
classification as it relates to the General Plan Primary Pla11ning Area would not change the.
development potential of the lands designated "Public/Semi-Public Pac1lities." This change would add
provisions for affordable housing, developed by a non-profit entity, to the description within the .
Eastern Extended Planning Area section of the General Plan and within the Eastern Dublin Specific
Plan. However, pursuant to the land use description, development of housing would be considered as
part of a Planned Development proposal and, as such, would be subject to environmental revÌew under

CEQA. Therefore, the modified land use does not cause physical changes to the environment; it is not
a "project" according to the CEQA Guidelines; and, it is exempt from environmental review pursuant
to CEQA Section 15061.b(3); and
WHEREAS, the addition of a preliminary connection between the section of Pallon Road north of
Centra1 Parkway and the section south of Central Parkway in the proposed General Platl and Eastern
Dublin Specific Plan Amendment reflects the existing policy of the General Plan to continue Pallon
Road uninterrupted from ,the T~580 interchange to Tassajara Road and is illustrated with a dashed line
and the following footnote, "General location of future Fallon Road connection to Duhlin Boulevard.
However, the exact alignment will be determined following further alignment studies." A precise
alignment is currently under review by the City and the environmental review is in process and will be
completed before the final Fallon Road location is established on the Land Use Map. Therefore, the
preliminary connection does not cause physical changes to the environment; it is not a "project"
according to the CEQA Guidelines; and, it is exempt from environmental review pursuant to CEQA
Section 1506I.b(3); and
WHEREAS. the Environmental Impact Report (EIR) for the Eastern Dublin General Plan
Amendment was adopted May 10, 1993. The proposed modifications to the General Plan Land Use
Map in the General Plan and Eastern Dublin Specific Plan Amendment to reflect original and correct
infonnation included in the Eastern Extended Planning Area Land Use Map were reviewed in the EIR
for the 1993 Eastern Dublin General Plan Amendment. The proposed Amendment modifications
were part of the EIR's "Reduced Project Area" pJan. The currently proposed modifications would not
create environmental impacts beyond those identified in the ElR; and
WHEREAS, the Dublin City Council did hear and consider aU suéh reports, recommendations,
and testimony and supports the approval of the amended General Plan Land Use Map, Eastern DubJin
Specific Plan Land Use Map, and all proposed text changes; and
NOW, THEREFORE, BE fTRESOLVED THAT the Dublin City Council does find that:
1. Proper environmental documentation has been prepared on the proposed General Plan and
Eastern Dublin Specific Plan Amendment in accordance with the California Environmental
Quality Act and the documentation has been reviewed and considered prior to the Plall11ing
Commissions recommendation.
2. The proposed changes of the land use designations for the General Plan and Eastern Dublin
Specific Plan Land Use Maps and changes to the text are consistent with all other goals,
policies, and implementing programs set forth in the Dublin General Plan and Eastern Dublin
Specific Plan.
3. The proposed General Plan Amendment and Eastern Dublin Specific Plan Amendment is in
the public interest and it wiII not have an adverse affect on health or safety or be detrimental to
the public welfare or be injurious to property or public improvement.
NOW, THEREFORE, BE IT RESOLVED THAT the Dublin City Council does hereby adopt
the modifications to the General Plan Land Use Map (Figure l-la), Exhibit A; the modifications to the
Eastern Dublin Specific Plan Land Use Map (Figure 4.1), Exhibit B; and the associated text changes
to the General Plan and Eastern Dublin Specific Plan, which are specifically described as follows:

Removal oftbe Community Park ("CP") land use designation from 46.1 acres in tbe northernmost
part of Dublin Ranch, along Fallon Road, and change the land use designation to Open Space.
Removal of the Neighborhood Park ("NP") land use designation from the 11.7 acres ofland held
by the East Bay Regiol1al Park District, along northern Tassajara Road, and change tbe land use
designation to a new land use. "Regional Park" or "RP."
Change of the Dublin Ranch Community Park to reflect the new acreage included in the Parks and
Recreation Master Plan 2004 Update Illustrative Parks Plan from 80+/- gross acres to a minimum
of60+/· net acres. In addition, the Jordan Community Park would be retained to the east of Pall on
Road at the size identified in the Master Plan of a minimum of 11.6 net acres.
The Neighborhood Park ("NP") land use designation for the 12.2 acres of]and ipcluded in tbe
Transit Cepter General Plan and Eastern Dublin Specific Plan Amendment (PA 00-013) would be
changed to a "Community Park" land use designatiop to meet community park needs identified in
the Parks and Recreation Master Plan 2004 Update.
Addition of a new land use designation, "Semi-Public Facilities" or "SP," to reflect the Semi-
Public Facilitics Policy adopted by City Council on February 3,2004.
A preliminary coppectiop would be added between the sectiop of Fallon Road nortb of Central
Parkway and the sectiop south of Central Parkway. The northern section and its location at
Central Parkway were established as part of the Area F North Ge11eral Plan and Eastern Dublin
Specific Plan Amendment project. Currently, the southern portion intersects Central Parkway
approximately 700 feet from the section approved with the Area F project. The proposed Land
Use Map reflects the intention of the General Plan to continue Fal10n Road unil1termpted from the
1-580 interchange to Tassajara Road by showing a prelimil1ary connection with a dashed line and
the following footnote, "General location of Future Pallon Road connection to Dublin Boulevard.

Correction of the location of the neighborhood parks within the EDPO area of the General Plan

3.3 Open Space for Outdoor Recreation
Dublin currently has four major outdoor recreational sites: the Dublin Sports Grounds (22.8
acres), Shannon Park and Community Center (9.7 acres), Dublin Swim Center (3.6 acres), and
Emerald Glell Park Phase I (30 acres). There are ell!ht neighborhood parks totaling 32.4 acres
(Alamo Creek, Dolan, Doul!hertv Hills Mini. Brav Commons, Kolb, Mape, Stagecoach, and
Ted Fairfield) and three community facilities totalinl! 7.9 acres (Civic Center. Senior Center.
and Herita!!e Park). Additionally, there are 122 acres of undeveloped public open space
(Martin Canyon and Dougherty Hills). Refer to Pigure 3-1 for location of parks and open space
areas. The need for recreation facilities will increase as the population grows and new
development occurs.
The City's existing trail network consists of bikeways located along Amador Valley Boulevard,
Village Parkway, San Ran1011 Road, Alamo Creek. Dublin Boulevard. Tassaiara Creek and
Dougherty Road, a public local trail alonl! Martin Canvon Creek, and a rel!ional trail link
alool! the Iron Horse Trail.

The City has recently undertaken a Parks and Recreation Master Plan Update that encompasses
both the primary and extended plam¡ing areas. This Plan Update Qualifies and quantifies thc
City's need for recreation facilities. ThIs plan was adonted bv the City Council on March 16,
2004. Readers should refer to this plan for additional information on city parks and recreation
facilities, as well as action and acquisition programs.
Guiding Policies
A. Expand park area throughout the primary and extended planning areas to serve new
development.
B. Maintain and improve outdoor facilities in conformance with the recommendations of the
City's Parks and Recreation Master Plan.

C. Acquire and improve parklands in conformance witb the standards and policies of the City's
Parks and Recreation Master Plan.

D. Restrict structures on the hillsides that appear to project above major ridgelines. The present

. Amend the land use category for "Public/Semi-Public Facilities" in Section 4.8.3 ofthe Eastern
DubJin Specific Plan to standardize the category between the Specific Plan and the General Plan;

SEMI~PUBLIC FACILITIES POLICY
It is the policy of the City Council of the City of Dublin that in reviewing amendments to the land use
map of the Dublin General Plan and the EaStern Dublin Specific Plan, the City shall also reviewtbe
provision of opportunities for cultural, educational and other community services. Semi-Public
Pacilities, such as ëhild care centers, religious institutiòns and others defined below, deliver important
community services.¡t is the intent of the Policy to incre¡¡setheoppo!'tufiities fòr Semi,Public
Facilities by iDél"eiJ,singthelocations of lands designated public/Semi-Public Facilities on the General
Plan land use miJ,;P. To that effect, all land use amemjments may be reviewed for designation of Semi-
Public Facilities lands according to the guidelines bèlow:

A. Purnose of Semi-Public Facilities Policy
The purpose of the Semi-Public Facilities Policy is to:
I, Create a greater sense of conununity in Dublin neighborhoods and commercial centers;
2. Enrich community identity and foster a sense of civic pride; .
3. Recognize and anticipate the different needs of Dublin residents who represent diverse ages,
interests, national backgrounds, and culturai, social and creative pursuits;
4. Leave future' generations a culturaJ legacy which can change and develop as the City grows and
changes; and
5. Increase public access to cultural, educational and community services, citywide.
B. Definitions
1. Semi-Public Facilities. Semi-Public Pacilities will include uses such as child care centers,
youth centers, seníor centers, special needs program faciiities, religious institutions,
clubhouses, community centers, community theatres, hospitals, and other facilities tbat provide
cultural, educational, or other community services. A semi·pllblic facility may be used for more
than one semi-public use. Semi-Public Facilities are generally par! of the Public/Semi-Public
Facilities land use category.
2. Transportation and Circulation Systems. Adequate transportation and circulation systems
criteria is defined as a site located on a class I collector street with two points of access and
egress.
C. ArmUcability
This Policy shall be applicable to all General Plan and Specific Plan Amendment applications. This
Policy shall apply to residential amendments involving 150 or more Single-Family Density housing
units and/or 250 or more Medium Density or greater density housing units, or increments and

WHEREAS, the City of Dublin prepared the ParkS and Recreation Mastet Plan Update (2004) in
accordance with the City's General Plan; and
WHEREAS, tbe origÏ1ia1. ParkS and Recreation Master Plan (and associated Negative Declaration)
was approved by the City Council on July 25, 1994; and
WHEREAS, the City of Dublin is proposing to adopt the Parks and Recreation Master Plan
Update (2004) which includes long-term goals, policies. and standards for the acquisition, development,
and m"""gement of the City's park and recreation facilities for the next twenty (20) years; and
WHEREAS, the Parks and Recreation Master Plan Update (2004) i8 consistent with the permitted
land uses and standards oftbe Dublin General Plan, and includes policies to achieve the goa}¡¡ of the City
of Dublin to provide parks, recmrtional facilities, and conununity setVice8 to the public; and
WHEREAS, the Parks and Recreation Master Plan Update (2004) is available and on file in the
plAnning Department and Parks and Community Services Department; and

WHEREAS, in ooropliance with the California Environmental Quality Act (CEQA) Guidelines,
the City prepared an Initial Study dated January 6,2004 to evaluate the environmental impacts of the
Parks and Recreation Master Plan Update (2004). Based on the Initial Study, the City prepared It draft
Negative Declaration for the project with the finding that the project;. as proposed. would not have a
significant effect on the enviromnent; and
WHEREAS, a properly noticed 20-day public review period was held for the draft Negative
Declaration, which began on January 10, 2004 and ended on January 31, 2004 at 5:00p.m.; and
WHEREAS, no letters of comment on tbe Initial Study or draft Negative Declaration were
received during tbe public review period; and
WHEREAS, a Staff Report was submitted recommending that the City Council adopt a resolution
approving tbe draft Negative Declaration for the Parks and Recreation Master Plan Update (2004); and
WHEREAS, a Notice of Determination will be filed by Staff after tbe approval of the draft
Negative Declaration. notifying local agencies and tbe general public of the action that has been taken;
and
WHEREAS, the City Council reviewed and considered the draft Negative Declaration and all
œports. reconunend&tions, and testimony before them on Fehroary 17,2004; and

WHEREAS, in July 1994 the City Council adopted the Pat'k5 & Recrea:tion Master Plan which
establishes goals, long-term policies and standards to guide the City of Dublin in the acquisition,
development and ma1'\agernent of Dublin's patk and recreation facilities; and
WHEREAS, it is necessary to prepare an update to the Master Plan every five to ten years to
address changing conditions in the development of the City; and
WHEREAS, a consultant was retained to review development proposals, population projections
and their impact on park and recreation facility demand; and
WHEREAS, the Master Plan Update was prepared which reflects the most CUlTent planning and
population data avaiiab1e to the City; and
WHEREAS, the Master Plan Update eliminates the 46± acre community park on the Lin and
Silvera properties and the 11± acre neighborhood. park on the EastBay Regional Park District property
resulting in the need to amend the City of Dublin General Plan and the Eastern Dublin Specific Plan to .
redesignate these properties as open space and regional park respectively; and
WHEREAS, the Master Plan Update reduces the size of tbe Sports Park ftom 8o± acres to 6o±
acres also resulting in tbe need to amend tbe City of Dublin General Plan and tbe Eastern Dublin Specific
Plan; and
WHEREAS, the Parks and Community Services Comnrl~sion did review and consider the Parks
and Recreation MlI$ter Plan Update at a special meeting on February 9, 2004; and
WHEREAS, the City Council did revil:W and consider the Parks and Recreation Master Plan
Update at a public hearing on March 16,2004; and
WHEREAS, proper notice of said public hearings was given in all respects as required by law.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
find that:
1. The Negative Declaration has been prepared and processed in accordance with the California
Environmental Quality Act (CEQA), State CEQA Guidelines and City Environmental
Guidelines.
2. Certain changes to the Master Plan proposed by the Master Plan Update would render the

under the California Envirorunental Quality Act (CEQA), as they have been approved over tbe years;

WHEREAS, the City adopted the Eastern Dublin General Plan Amendment and Specific Plan to

15168 (SCH: 91103064, Resolution 51-93, and Addendum dated August 22,1994, hereafter "Eastern

examined the direct and indirect effects. cumulative impacts, broad poHcy alternatives, and areawide
mitigation measures for developing Eastern Dublin; and
WHEREAS, the current Eastern Dublin Specific Plan Land Use Map (Figure 4.1) was adopted by
City Council on May 10, 1993; and
WHEREAS, the City Council adopted the Genera] Plan Housing Element on June 3, 2003; and
WHEREAS, the City Council adopted the Semi-Public Facilities Policy on February 3, 2004; and
WHEREAS, the City Council adopted the Parks and Recreation Master Plan 2004 Update on
March 16, 2004; and
WHEREAS, for the purposes of updating the General Plan and Eastern Dublin Specific Plan
documents, Staff is proposing amendments to the existing Land Use Maps to reflect City Council

Parkway and the section south of Central Parkway. The northern section and its location at
Centra] Parkway were established as part of the Area F North General Plan and Eastern Dublin
Specific Plan Amendment project. Currently, th.e southern portion intersects Central Parkway
approximately 700 feet nom the section approved with the Area F project. The proposed Land
Use Map reflects the intention ofthe General Plan (0 continue Fallon Road uninterrupted from
the 1-580 interchange to Tassajara Road by showing a preliminary COmJeetion with a dashed
line and the following footnote, "General location of Future Fallon Road COmJection to Dublin
Boulevard. However, the exact alignment will be determined following further aligiiment

Dublin currently has four major outdoor recreational sites: the Dublin Sports Grounds (22.8
acres), Shannon Park and Community Center (9.7 lIeres), Dublin Swim Center (3.6 acres), IIJld
Emerald Glen Park Phase I (30 acres). There are £i&h.t neighborhood parks totaling 32.4 acres
(Alamo Creek. Dolan, Doul!hertv Hills Mini, Brav Commons, Kolb, Mape, Stagecoach, and
red Fairfield) and three community facilities tatalin!! 7.9 IIcres (Civic Center, Senior Centcr.
and Hcritag:e Pllrk). Additionally, there are 122 acres ofunde\'el6Bed public open space
(Martin Canyon and Dougherty Hills). Refer to Figure 3-1 for location of parks and open space
areas. The need for recreation facilities will increase as the population grows and new
development occurs.
The City's existing trail network consists of bikeways located along Amador Valley Boulevard,
VilJage Parkway, San Ramon Road, Alamo Creek, Dublin Boulevard. Tllssllillra Creek and
Dougherty Road, II Dublic local trail along: Martin Canyon Creek. ~lRd a rel!Îonal trail link
along: the Iron Horse Trail. .
The City has recently undertaken a Parks and Recreation Master Plan Update that encompasses
both the primary and extended planning areas. This Plan Update aualifies and quantifies the
City's need for recreation facilities. This ohm was adopted bv Citv Council on March 16,
2004. R"aders should refer to this plan for additional infonnation on city parks and rectcation
facilities, as well as action and acquisition programs.

WHEREAS, the specific changes in the proposed amendments to the General Plan and Specific
Plan that relate to City Parks were studied in the Negative Declaration adopted by City Council on
March 16,2004 as Resolution 48-04; and
WHEREAS, the specific changes related to the new "Semi-Public Facilities" definition is
informational only as no "Semi· Public Facilities" uses would be established on the General Plan Map
or Eastern Dublin Specific Plan Map at this time. Therefore, the new land use does not cause physical
changes to the environment and it is not a "project" according to the CEQA Guidelines and exempt
from environmenta] review, pursuant to CEQA section I ~061.b(3); and
WHEREAS, the specific changes related to the modification of the existing "Public/Semi-Public
Facilities" land use classification as it relates to the General Plan Primary Planning Area would not
change the development potential of the lands designated "Public/Semi-Public Facilities." This change
would add provisions for affordable housing, deveJoped by a non-profit entity, to the description
within the Eastern Extended Planning Area section of the General PlaD and within the Eastern Dublin

WHEREAS, tbe addition of a preliminary connection between the section of Pall on Road north of

a connection with a dashed line and the following footnote, "General location of Future Fallon Road
connection to Dublin Boulevard. However, the exact alignment will be determined following further
alignment studies." A precise alignment is cUITently under review by the City and further
environmental review will be completed before the Fallon Road location is established on the Land
Use Map. Therefore, the preliminary connection does not cause physical changes to the environment;
it is not a "project" according to the CEQA Guidelines; and, it is exempt from environmental review

WHEREAS, a Staff Report was submitted recommending Planning Commission approval of a
Resolution recommending City Council approval of a General Plan and Eastern Dublin Specific Plan
Amendment to modify the General Plan Land Use Map (Figure l-la) and Eastern Dublin Specific
Plan Land Use Map (Figure 4.1), as attached as Exhibit A-I and A-2, to reflect tbe Parks and
Recreation Master Plan 2004 Update, Semi-Public Facilities Policy, and to add associated text
changes, as described herein; and
WHEREAS, the Planning Commission did hear and consider all such rcports, recommendations,

The General Plan for the City of Dublin was adopted OR February 11, 1985. The document contained all
of theh1aJJ.dat()ry elements of a Gepe1'al Plan, including text, goals, policies, and a Land Use. and
Circulation Map (for thePrfu¡8.!'Y PlaIlllingAre&c) that indicated the approved land use designations for all
properties.inthe City. as well as the stree.tcirculation netwqtk Since the original General Plan was
approved in, 1985, there have been a n1.lrtlber ofamerídments,inc1udipg the Eastern Dublin General Plan
Amendment and SpeCific Plan, adopted May 10, 1993. As Geperal Plan amendments and Eastern Dublin
Specific Plan Alm:ndmeptshavebeen approved, the Land Use Maps have beep updated as necessary (see
Attachment 2'·for the ex-isting General Plan Land Use Map, arid Attachment 3 for tbe existing Eastern
Dublin Speci:f1c Plan' LandUse Map).
On }qovember S, 2002, the City Cóuncil approvedtbe current General Plan Larid Use Map on display,
which expanded the Geu,e1'alPlanLand Use Map t() show ållofthe City ofDubl1n on one map, including
annexatioÌl areas, and made necessary mapoharigésto re,flett General Plän Amendments approved up to
tbat date. Since NovemberS, 2002 and up to September 14, 2004, seVeral General Plan Amendments
have been approved, that also updated the General Plan and Eastern Dublin Specific Plan Land Use maps,
as necessary.
On June 3, 2004, the City Council adopted an upda.te øftheGenetal Plan Housing Element. In this update.
the City Council reaffirmed its commitment to affordable hOusing on Public/Semi-Public Facilities sites.
In Section III (d) of the Housing Element (PMe 15),.thé Housing Element states the folloW:ing strategy, ..
"Support semi,public institutions in. efforts to. add affordable housing to their sites. Because public .,
funding for the develøpment of affordable hqusing isextremel)( limited, the City will support efforts by
semi-public institutions, to provide housing." The Housing Element further defines the action to be taken
under this strategy as. "Inclusion of a 'semi"public use' definition in the General Plan that allows housing."
Housing Element Section III(d.) is included with this staffreport as Attaclunent 9.
On February 3, 2004, the City CounciJ adopted the Semi-PubJic Facilities Policy, which identified Semi-
Public Pacilities, such as youth centers, child care centers, religious institutions and cultural centers, as
important components of the community, and set guidelines for the size and location of sites for these
facilities in new development. The Semi.public Facilities poíicy adopted by the City Co.uncil is included
as Attachment 6 to this report.
On March 16,2004, the QityCouncil adopted the Parks and. Recreation Master Plan 2004 Update, which
analyzed the sizes and featutes of the City's existing and planned parks as they related to the growth of the
community. The 2004 Updatê identified the minimunt amQunt of land to be dedicated to the City for the
PaBon s;ports Park (60+/· net acres) and the. Jordan CommU1lity Park· (11.6 net acres) to satisfy the park
land that wiJ1 be needed based on expected population growth and the adopted park acreage staridard of 5
acres per 1,000 residents (avërage). Land in Dublip Ranch. was removed from the inventory of planned
City parks, where it had bee¡'¡ identified as a "Comml:\nityPatk," as this site has been identified as having
importancê as GoldèIî Eagle habitat. In addition, land along Tassajara Creek was removed from the
inventory of planned City parks as these parcels are held by the East Bay Regionál Park District for
purposes of regional recreation use. The 2004 Update included an Illustrative Parks Plan, included with _
this staff report as Attachment 5, which illustrátes the locations of all existing and proposed park facilities -
in the City.

GeneralPlan Amendment:
The General Plan Amendment would modify the Gen.i¡lral Plan Land Use. Map (Figure 1-18, included as
Exhibit A,l to Attachment 1) to reflect the Parks and Recreation Master Plan 2004 Update and the. Semi-
Public Facilities Policy. The General Plan Amendment would. also incorporate associated text changes to
maintain consistency in ihe document. 111e folJowing sections briefly describe the informational changes
related to ihe proposed General Plah Amendment to be considered by ihe City Council.
General Plan Land Use Map Modifiadtions:
The following updates are proposed to ihe General Plan. Land Use Map, shown in Figure 1-18.:
· The Community Park ("CP") land use designation for 46.1 acres in the northernmost part of
Dublin Ranch, along FalloI;l Road, would be changed to an Open Space land use designation, per
ihe Parks and Recreation Master Plan 2004 Update.
· The Neigl1borhoodPark ("NP")land use designation for 11,7 acres of land held by the East Bay
Regionäl Park District, along notthern Tassajar~ Road, would be changed to a new land use
designatiOn of "RegiOnal Park" or "RP," per the Parks and. Recreation Master Plan 2004 Update.
· The Neighborhood Park ("NP") land use designation for the 12.2 acres oflandincluded in the
Transit Cènter General Plan and Eastern Dublin Specific plan amendment would be changed to a
"Community Park" land use designation to meet community park needs identified in the Parks and
Recreation Master Plan 2004 Update.
· The acreage of the Dublin Ranch Commul1ity Park changed from 80+/- gross acres to a minimum
of 60+/- net acres to reflect the new acreage inCluded in the Patks and Recreation Master Plan
2004 Update. fu addition,. the Jordan Community Park would be retained to ihe east of Pall on
Road àt the size identified in ihe Ma$ter Plan of a minimum Of 11,6 net acres.

ENVIRONMENTAL REVIEW:
The EnvirODlllental Impact Report for the original General Plan was prepa¡-ed and adopted in 1984, The
Environmental Impact Report for the Eastetn D1iblirt Specific PlàI! was adopted May 10, 1993. As
amendments have been approved over the years, each haß received individual environmental review under
tbe California Environmental Quality Act (CEQA). Thè current proposed amendments to the General
Plan and Eastern DubHn Specific Plan can be categorized as four types of changès.
The first type of change to the General Plan and Eastern Dublin Specific Plan relates to the Parks aDd
Recreation Master plan 2004 Update, approved by the City Council on March 16, 2004.. An Initial Study
was prepared for the: Master Plan 2004 Update in accordance. with City environment:Ü guidelines and
CEQA Guidelines. The Initial Study concluded that implementation ,of the specific changes to. park lands
and open spac.e in the Parks and Recreation J\4âster Pían 2004Updatë WGuld not pose any significant
environmental .irr1pacts. and a Nègative Declaration was. prepared. The City Cou1Jdl approved Re$olUtion
48-04; adopting the Negative Declaration, on March 16, 2004, A copy .of City Council Resolution 48-04
is included as Attachment 7 to this report.
The socond type of change is the creation of a new land use classification called "Semi"P.ublic Facilities."
No "Semi-Public Facilities" uses would be established on the General Plan Map or Eastern Dublin
Specific Plan Map at this time. as 1)0 development presently contains this particular land use classification.

However, these. particular land uses may be created w;¡thiòO individual development projects as they are
approved in the future under the Semi·Public Facilities Policy adopted by the City Council. These
development applications would be reviewed for environmental impacts under CEQA when they are
.-rroposed, Therefore, the new land use does not cause physical changes to the environment; it is not a
.'project" according to the CEQA Guidelines; and, it is exempt from environmental review pursuant to
CEQA section l5061.b(3).
The third type of change is the modification of the existing "Public/Sen1i-Pliblic Facilities" land use
classification to a new standardized land use classification within the General Plan and the Eastern Dublin
Specific Plan to reflect the Semi-Public Facilities Policy and the intent of the Dublin General Plan
Housing Element related to the provision of housing on semi-public sites, This change as it relates to the
General Plan Primary Planning Area would not change the development potet¡ltial of the lands designated
"Public/Semi-Public Facilities." This change would add provisions for affordable housing, developed by a
non-profit entity, to the description within the Eastc;m Extended Planning Area section of the General Plan
and within the 13astern Dublin Specific Plan, However, pursuant to the land use description, development
of housing woüld be considered as part ora Planned Development proposal and, as sucb, would be subject
to environmental review under CEQA Therefore, the modified land use does not cause physical changes
to the environment; it is not a "project" according to the CEQA Guidelines; and, it is exempt from
environmental review pursuant to CEQA section 15061.b(3).
The fourth type of change is the addition of a preliminary connection between the section of Fallon Road
north of Central Parkway and the section south of Central Parkway. The northern section and its location
at Central Parkway were estäblished as part ofthe Area F North General Plan and Eastern Dublin Specific
Plan Amendment project. Currently, the southern portion intersects Central Parkway approximately 700
...eet from section appro. ved with Area P. The pro. posed L. and Use . Map reflects the POI. icy of the General
..-lan to continue Fal10n Road uninterrupted from the 1-580 interchange to Tassajara Road by showing a
cOlmection with a dashed line and the following footnote, "General location of Future Fallon Road
connection to Dublin Boulevard. However, the exact alignment will be determined following further
alignment studies." The change is informationaJ onJy. . A precise alignment is currently under review by
the City and furthcr environmental review wilI be completed before the Fallon Road location is established
on the Land Use Map. Therefore, the preliminary connection does not cause physical changes to the
environment; it is not a "project" according to the CEQA Guidelines; and, it is exempt from
environmental review pursuant to CEQA section 15061.b(3).
RECOMMENDATION:
Staff recommends that the Planning Commission (1) open the public hearing and hear Staff presentation;
(2) take Public tcstimony; (3) question Staff and the Public; (4) close public hearing and deliberate; and,
(5) adopt the Resolution (Attachment 1) recommending City Council approval of a Genera] Plan and
Eastern Dublin Specific Plan Amendment to reflect the Parks and Recreation Master Plan 2004 Update
and the Semi·Public Facilities Policy; to amend the General Plan Land Use Map (Figure 1-la), Exhibit A-
I attached; to amend the Eastern Dublin Specific P]an Land Use Map (Pigure 4.1), Exhibit A-2, attached;

P A 00-015 Termination of Commer~e One Development Agreement. An Ordinanœ
terminating a Development Agreement between the City of Dublin, Alameda County
Surplus Property Authority and Commerce One. Items in the Development Agreement
include, but are not limited to, the financing and timing of infrastructure, payment of
traffic, noise and public facilities impact fees, improvements of roads, and general
provisions. The Development Agreement is being terminated because tbe project
(Commerce One Headquarters) has been withdrawn and a new project has been
approved in its plaœ.

Ms Ram statcd the previously approved Commerce One project is located at 1-580 and Arnold Road
within tbe Eastern Dublin Specific Plan area. Commerce One made a business decision to not pursue the
project. Subsequent to that, the property owner, Alameda County Surplus Property Authority,
negotiated with Ikea to develop tbe site_ The Ikea Project was approved by the City Council in March of
this year. The Ikea Project also contained a Development Agreement as required by the Eastern Dublin
Specific Plan. As a dean up item, Alameda County Surplus Property Authority has now requested tbat
the Development Agreement with Commerce One be terminated. Staff concurs that it is necessary to
cancel this Development Agreement and concluded her presentation.
Pat Cashman, Alameda County Surplus Property Authority stated that they initialed a ietter to the City
in July. This Development Agreement has no affect and confuses title for the private parties. He stated
that they requested it be terminated.

8.2 PA 03-057 Grayson Industrial Building Conditional Use Pennif/Site Dl'Velopment
Review. Request for a Conditional Use Permit and Site Development Review to amend
the PD, Planned Development Zoning District, also known as the 1411 Z.U., !\rid to
expand an existing warehouse building from 4,620 square feet to a maximum of 11,917
square fee t.

Ms. Nuccio presented the staff report arid explained that the existing warehouse building located at 6310
Houston Place was constriJ.cted in the late 1960's and is cunently vacarlt. Previous uses ir1cluded
automotive repair and service, a diesel fuelir1g station, and a truck weighing station. The project site is
lo~ated within the 1411 2.U_ a Po, Planned Development Zoning District, established in 1979 by
Alameda County Board of Supervisors Ordinance 79-82. The Applical'It, Cary Grayson of G & G
International Holding Group, is requesting approval of a Conditional Use Permit to amend the existing
PD, Planned Development Zoning District regulations for the 1411 Z.U. as it pertains to permitted Uses
and off-street parking for the property located at 6310 Houston Place. Mr. Grayson is also requesting
Site Development Review approval to expand the existing warehouse building from 4,620 square feet to
11,917 square feet and provide 29 off-street parking spaces. There are no known tenants for the
proposed project at this time.
The Applicant is requesting approval of a Conditional Use Permit to amend the 1411 Z.U. PD, Planned
Development Zoning District Development Plan as it pertain.. to permitted use types artd off-street
parking. The Off~S¡reet Parking and Loading regulationB (Chapter 8.76 of the Zorong Ordir1ance) sets
forth the minimum parking requirements for an use types. These minimum parking requirements must
be met ir1 order for a use type to be adequately served with off·street parking. A review of the 24
permitted use types within the 1411 Z.U. PD Zoning District revealed that increasing the size of the
existing building from 4,620 square feet to 11,917 square feet decreases the amount of on-site surface
parking areas at 6310 Houston Place_ As a result, there would not be adequate space available to provide
the required off-street parking stalls per the Ordinance for all permitted use types. To address the
potential lack of off-street parking, 4 use types from the list of permitted uses would be rèmoved as it
wouJd be virtually impossible to provide the minimum number of parking stalls required per the Zoning
Ordinance. The 4 use types proposed to be removed are a bank, an eating and drIDking establishment,
health services, and a school! commercial facility.
The Applicant is a!so requesting approval of Site Development Review to expand the existing warehouse
building from 4,620 square feet to 11,917 square feet. The site is rectangular in shape and currently

building to ensure adequate parking_ Also the minimum parking requirements in the Zoning Ordinance
must be met m order to occupy the site and that parking exceptions may be granted in accordance with
the Zoning Ordinance. .
Cm. Fasulkcy complimented Staff for putting together a cooperative solution for a highly troubled

Pat Croak stated he is involved with the property on Croak Road. He stated that the dispersal of parks needs to be

INCLUDED IN THE EASTERN EXTENDED PLANNING AREA LAND USE MAP, AS
OUTLINED BELOW, PA 04-054
WHEREAS, the General Plan for the City of Dublin was adopted on February ll, 1985 and has
been amended a number of times since that date; and
WHEREAS, the Environmental Impact Report (EIR) for the original General Plan was prepared
and adopted in 1984 and General Plan Amendments have each received individual environmental
review under the California Environmental Quality Act (CEQA), as they have been approved over the
years; and
WHEREAS, the City adopted the Eastern Dublin General Plan Amendment and Specific Plan to
provide a comprehensive planning framework for future development of the Eastern Dublin Area. In
connection with this approval, the City certified a program EIR pursuant to CEQA Guidelines section
15168 (SCH: 91103064, Resolution 51-93, and Addendum dated August 22,1994, hereafter "Eastern
Dublin EIR" or "program EIR"). The program EIR was integral to the pJanning process and
examined the direct and indirect effects, cumulative impacts, broad policy alternatives, and areawide
mitigation measures for developing Eastern Dublin; and

WHEREAS, the Eastern Dublin General Plan Amendment Land Use Map, or the Eastern
Extended Planning Area Land Use Map (Figure 2B), and Eastern Dublin Specific Plan Land Use Map
(Figure 4.1) were adopted by City Council on May 10, 1993; and
WHEREAS, City Council adopted a General Plan Amendment on November 5. 2002 that
adopted the current General Plan Land Use Map (Pigure 1-1 a); and
WHEREAS, the intent ofthe Amendment adopted on November 5, 2002 was to capture all of the
information of the previous General Plan Land Use Maps (Figure 1-1, Pigure 1-2, and Figure 2B) in one
map; and
WHEREAS, as changes in land use maps have occurred over the years, the City has contracted
with various parties to prepare the modifications to the General Plan Land Use Map, and the media and
physical appearance of the modifications to the Map varied slight]y; and
WHEREAs, a few significant features of the original Eastern Dublin General Plan Amendment
map were inadvertently altered when the three Land Use Maps were merged together, and now the City
has the ability to more precisely follow thc original Eastern Dublin General Plan Amendment map; and
WHEREAS, the EIR for the Eastern Dublin GeI1eral Plan Amendment was adopted May 10,
1993 (a copy of which is available at the Community Development Department's public counter). The
current proposed Amendment to the General Plan was reviewed in the EIR for the 1993 Eastern Dublin
_General Plan Amendment in which the Eastern Extended Planning Area Land Use Map (Figure 2B) and

proposed Amendment modifications were part of the ErR's "Reduced Project Area" plan and analysis.
The current modification would not create environmental impacts beyond those identified in the ErR; and
WHEREAS, a public hearing was schedaled before the Planning Commission for October 26,
2004 in consideration of a General Plan Amendment to reflect the original information incladed in the .
Eastern Dublin Extended Planning Area Land Use Map (Figure 2B) to restore land use features
inadvertently altered from the Eastern Dublin General Plan Amendment Land Use Map; and
WHEREAS, proper notice of said public hearing was given in all respects as required by law;
and,
WHEREAS, the Staff Report was submitted recommending that the Planning Commission adopt
a resolution recommending that the City Council approve the General Plan Amendment; and,
WHEREAS, the Planning Commission did hear and consider all such reports, recommendations,
and testimony hereinabove set forth and supported the approval of the amended General Plan Land Use
Map; and
NOW, THEREFORE, BE IT RESOLVED THAT the Planning Commission does find that:
1. Proper environmental documentation has been prepared on the proposed General Plan
Amendment in accordance with the California Envirornnental Quality Act and the
documentation has been reviewed and considered prior to the Planning Commission's
recommendation.
2. The proposed changes of the land use designations for the General Plan Land Use Map is
consistent with all other goals, policies, and implementing programs set forth in the Dublin
General Plan.

3. The proposed General Plan Amendment is in the public interest and it will not have an adverse
affect on health or safety or be detrimental to tbe public welfare or be injurious to property or
public improvement
NOW, THEREFORE, BE IT RESOLVED THAT the Planning Commission of the City of
Dublin does hereby adopt a Resolution recommending City Council approval of a General Plan
Amendment to revise the General Plan Land Use Map to reflect original information included in the
1993 Eastern Dublin General Plan Amendment Land Use Map, as shown attached in Exhibit A.

The General Plan for the City of Dublin was adopted on February 11, 1985. 111e document contained all
of the mandatory elements of a General Plan, including text, goals, policies, and a Land Use and
Circulation Map (for the Primary Planning Area) that indicated the approved land use designations for all
properties in the City, as wel1 as the street circulation network. Since the General Plan's approval in 1985,
there have been a number of amendments, including the Eastern Dublin General Plan Amendment and

Specific Plan, adopted May 1 0, 1993. The land use map for the Eastern Dublin General Plan ~endment,

map to the Appendix portion of the General Plan, resulting in a total of three General Plan reference maps
(Pigure 1-1, Figure 1·2, and Figure 2B). The Land Use Map approved for the Eastern Extended Planning a

Since its adoption, significant changes to the Eastern Extended Planning Area map have been approved.
On April 16, 2002, the City Council adopted the Planned Development (PD) Prezoning and Annexation
for the project entitled the Eastern Dublin Property Owners (ED PO) project. In approving the EDPO
project, City Council established the base land uses and densities for the easternmost portion of the
Eastern Dublin General Plan Amendment Area, and found the project consistent with the General Plan's
policies (the Stage 1 Development Plan is included as Attachment 7). In addition. on May 21, 2002, the
City Council approved a General Plan Amendment to adjust the Eastern Extended Planning Area
boundary, to remove the Puture Study Area designation (including the Doolan Canyon area), and to make
minor modifications to the Western Extended Planning Area (Schaefer Ranch).
On November 5, 2002, the City Council approved the current General Pla!1 Land Use Map, which
expanded the General Plan Land Use Map to show all of the City of DubHn on one map, instead of the
three maps described above (see Attachment 2 for the existing General Plan Land Use Map approved in
2002). Several other General Plan Amendments have been approved, which further modified the land
uses shown on the General Plan Land Use Map, since November 5, 2002.
Most recently, on September 28, 2004, the Planning Commission approved a resolution recommending the
City Council consider a General Plan w1d Eastern Dublin Specific Plan Amendment to reflect the
approved Parks and Recreation Master Plw1 2004 Update and the Semi-Public Facilities PoHcy. This item .
will be scheduled before the City Council in November of 2004.
With all of the changes in land use maps that have occUlTed .over the years, the City has eontractedwith
various parties to prepare the modifications to the land use map. As various consultants updated the map,
the media and physical appearance of the modifications to the map differed. Often, the physical
appHcation of the land use location and/or form varied sJightly.
The item before the Planning Commission is the consideration of modifications to the General Pla!1 Land
Use Map to restore information that is not accurate1y represented cunently. During analysis of the Genera)
Plan Amendment for the Parks and Recreation Master Plan and Semi-Public Facilities Policy, it became
apparent that a few significant features of the original Eastern Dublin General Plan Amendment map had
been altered when the three maps were merged together. The intent of the November 5, 2002 Amendment
was to capture all oflhe information of the three maps in one map, however, City Staffs ability to produce
maps in-house was limited. With the creation of a new staff position, the GIS Coordinator, mapping of
geographic areas has improved. and now thc City has the ability to more precisely follow the original
Eastern Dublin General Plan Amendment map.
The current General Plan Amendment would restore the accurate land use locations on the General Plan
Land Use Map. No changes arc proposed to the text of the General Plan at this time.

The Environmental Impact Report (EIR) for the original General Plan was prepared and adopted in 1984.
The EIR for the Eastern Dublin General Plan A,¡nendment was adopted May 10, 1993 (a copy of which is
availaþle at the. CÖrfuii.unity Devdopm.ent Departm.ent's public Munter). As aII1endm¡rnts have been
approved ovcrtbe years, each hás received individual environmental review under the California
Environmental Quality Act (CEQA). The current proposed Amendment to the General Plan wa.sreviewed
in . the EnvÍtönm,erital ImpaCt Report for. the 1993 E;s:stëm Dublin General Plan Amendment in which the
proposed Arllendmentmodifications \yere Pattof the EIR's "Reduced Project Area". plan. The current
modification would not create envirt>nmental impacts beyond those identified in the ErR. As it has
occurr",d in tbe past, specific development plans propös",d und",r the G",neral Plan and Eastern Dublin
Specific Plan, such as the EDPO Annexation and Prezortingproject. will be r",viewed for project-specific
ertvironmental impacts.
CONCLUSION:
This proposed Gen",ral Plan Amendment wMld ensUre thàt locatioris of v¡¡rious land uses shöwn in the
G",neral Plan Land Us.e Map in tbeundeve10ped portions of the. Eastern Extended Planning Area are
consistent with the origina1locations reflected in the Eastern Dublin General Plan Amendment Land Use A
Map, the Eastern Extended Planning Area Land Use Maþ(Figur'e 213.). The proposed Generål Plan ·
Amendment would benefit the City by providing internal consistency between the current map, future
maps, and the original Eastern Dublin General Plan Amendment (1993). No changes tö existing Planned
Development Districts, or other previous land use approvals, would be required iÎthis AJI\endment were
approved.
RECOMMENDATION:
StafÎ recommends that the Planning Commission (1) open the public hearing and hear Staffs
presentation; (2) take Public testimony; (3) question Staff and the Public; (4) close public hearing and
deliberate; and, (5) adopt the ReSQlution (Attachment 1) recommending CitY Counci1 approval of a
General Plan Amendment to revise the General Plan Land Use Map to reflect the original information
included in the 1993 Eastern Dublin General Plan Amendment Land Use Map, as shown attached in

A regular meeting of the City of Dublin Planrring Commission was held on Tuesday, October 26,2004, in
the Council Otambers located at 100 Civic Plaza. Otair Fasulkey called the meeting to order at 7:00 p.m.

P A 04-054 City of Dublin General Plan Amendment to Reflect Original Information
Included in the Eastern Extended Planning Area Land Use Map. The City is proposing
amendments to .the General Plan to modify the Land Use Map (Figure 1-1a) to reflect
original information included in the Eastern Extended Planrring Area Land Use Map. The
original map, when merged with otber General Plan maps in 2002, and some land use
locations were not accurately represented. No changes are proposed to the General Plan
text.

Cm. Fasulkey opened the public hearing and asked for the staff report.
Janet Harbin, Senior Planner presented the staff report and explained that tbe item before the Planning
Commission is tbe consideration of modifications to the General Plan Land Use Map to restore
information that is not currently represented accurately. During analysis of tl1e General Plan
Amendment for the Parks and Recreation Master Plan and Semi-Public Facilities Policy, it became
apparent that a few significant features of the original Eastern Dublin General Plan Amendment Map
had been altered when the three maps were merged together. The intent of the November 5, 2002
amendment was to capture all of tbe information of the tluee maps in one map; however, City Staff's
ability to produce maps in~house was limited and consultants prepared tbe map and placed some land
uses On the wrong properties. Witb the creation of a new staff position (GIS Coordinator), mapping of
geographic areas has improved, and the City now has the ability to more precisely follow the original
Eastern Dublin General Plan Amendment Map.
The General Plan Amendment would modify tbe existing General Plan Land Use Map. It would correct
the location of the size of the neighborhood parks within the Eastern Dublin Property Owner area of the
General Plan Land Use Map in the vicinity of the Croak properties has also been made along with _
correction of the configuration and shape of the General Plan Land uses in locations in the Eastern ..,
Extended Plmming Area.

The proposed General Plan Amendment is consistent with the land use approvals in the Eastern
Extended PlaIming Area to date.

The proposed General Plan Amendment would ensure that locations of various land uses shown in the
General Plan Land Use Map in the undeveloped portions of the Eastern Extended Planning Area are
consistent with original locations reflected in the Eastern Dublin General Plan Amendment Land Use
Map and the Eastern Extended Planning Area Land Use Map. The proposed General Plan Amendment
. would benefit tbe City by providing internal consistency between the current map, future maps, and tbe
original Eastern Dublin General Plan Amendment. No changes to existing Planned Development
Districts, or other previous land use approvals, would be required if this Amendment was approved.
Staff recommends that the Planning Commission adopt the Resolution recommending the City Council
approval of a General Plan Amendment to revise the General Plan Land Use Map to reflect the original
information induded in tbe 1993 Eastern Dublin General Plan Amendment Land Use Map. Ms. Harbin
asked the Pla1111ing Commission if they had any questions.
Cm. Fasulkey asked about the accuracy of the GIS System.
Ms. Harbin stated it is much more accurate than other computer applications the City has contracted
with consultants to use in the past.
Ms. Ram, Plarming Manager, stated that it can connect everything geometrically and much more
accurately. Staff is in the process of updating many of tbe City's maps. Within the next year the Zoning
Map will be before the Pla1111ing C01Tll1ÚSsion for review.
e Cm. Fasulkey asked for clarification regarding,the parks on Mr. Croak's property.
Ms. Harbin stated that some adjushnents were made in the map in regards to neighborhood paIks in the
East Dublin Property Owners (EDPO) General Plan Amendment. Mr. Croa.k's property WaS shown with
two neighborhood paIks on the map in the East Dublin Specific Plan and Eastern Dublin Extended
Planning Area map. The boundaries had slipped slightly and needed to be corrected. Two parks have
always been shown on Mr. Croak's property. Staff corrected the size of those parks to what was shown
on tbe Eastern Dublin Specific Plan maps. There waS a series of meetings with the property owners prior
to putting land uses On the maps.
Pat Croak, representing the Croak property stated that the open space represented originally was put
there for stream Or drainage protection purposes and would not like it used for anything else.
Cm. Fasulkey asked Staff what has been considered for the open space that Mr. Croak is referring to.

Ms. Ram said Staff prepared a Resource Management Plan for the EDPO area, which the City Council
accepted. The Resource Management Plan looked at areas to preserve such as drainage and areas of
breeding habitats for endangered species. Based on looking at the constraints that have been identified
by the Resource Management Plan. there will be a General Plan Amendment that will take place in the
future for the EDPO, which will rearrange where the open space is. There may be some drainage areaS
that have been determined to not be as important to the species as others. The specific plan with the way
the land uses were designated some of the land uSes do not work and the open space that Mr. Croak is
referring to will likely get reconfigured in the future. It is not the City's desire to have open space as a
weed patch but rather something viable as in a creek corridor.

will submit an application to the City.
