DESCRIPTION: This was the second part of a phased project to upgrade the existing fuel tank systems at the Civic Center in order to meet Alameda County Environmental Health Department and Bay Area Air Quality Management District requirements. The proposed improvements would meet known requirements through at least Calendar Year 2004. Three change orders were issued totaling $12,637.46. The first located and repaired the fuel line secondary containment system, which was not included in the original scope of work. The second removed an 18" thick reinforced concrete slab above the tank. Extra work was required for the contractor to cut through the slab as slabs above fuel tanks are typically not more than 9" to 12" thick. The third change order was for repair of a leak at the diesel tank fuel system in order to pass a required six-month pressure test. Work on the project has been completed in accordance with the approved plans and specifications, and all requirements of the Alameda County Environmental Health Agency have now been met. Staff recommends that the City Cotmcil accept improvements constructed under Contract 02-17 and authorize final payment to the contractor, less retention to be paid in 35 days if no subcontractor claims are received.
