RECOMMENDATION: 1) Direct staff to submit applications for $100,980 in CDBG
funding for Fiscal Year 2003/2004 as outlined below:

DESCRIPTION:
At the January 7, 2003 City Council meeting, the City Council distributed the anticipated CDBG funds to
be allocated to the City of Dublin for 2003-2004 fiscal year in the following manner:
· City of Dublin - Sidewalk Ramps $ 9,844
· Dublin Housing Auth. - Arroyo Vista Roof Repair $34,000
· Annual Contribution toward Acquisition/
· Rehabilitation of Tri-Valley Haven's Sojourner House $ 5,427

At this time the City of Dublin has received the final amount that will be allocated to the City of Dublin in
CDBG funds for 2003-2004 fiscal year. The previous allocation amount was an estimate based on
previous years allocations. The County of Alameda produced this estimate because the final HUD budget
had not been finalized and the County of Alameda did not know exactly what the total allotment would
be.
The City of Dublin will receive $100,980, an increase of $10,601 from the January estimate.
At the January 7, 2003 Council meeting, the City Council indicated that there was a desire to fund
Kaleidoscope After-School prOgram the full $10,000 requested in their proposal. Since the previous sum
approved for Kaleidoscope Program was $5,000, an additional $5,000 could be directed to this agency.
This would leave $5,601 in increased allocation. Staff recommends this amount be added to the Public
Works Department's Sidewalk Ramp program. Because of regulatory requirements on Federal funds
spent on Capital Improvements of this type, the work becomes increasingly efficient when the amount
allocated to the project increases. It requires the same amount of regulatory oversight to provide this
capital improvement if very little funding is directed to this project than if a larger amount is provided.
The Public Works Department estimates that the use of CDBG funds for Sidewalk Ramps becomes
feasible only when the amount granted exceeds $10,000.
The City Council previously allocated $9,844 for the Sidewalk Ramp Project for 2003-2004. Adding the
increased allocation ($5,601) would bring this total up to $15,445.
STAFF RECOMMENDATION
Direct staff to submit applications for $100,980 in CDBG funding for Fiscal Year 2003/2004 as outlined
below:

Cm. Zika stated we could have our version of the Antiques Road Show.
On motion of Cm. Sbranti, seconded by Cm. Oravetz, and by unanimous vote, the
Council approved the Collections Management PoliCy and Procedures, with direction as
provided by the City Com~cil.

Housing Specialist Julia Abdala presented the Staff Report and advised that the City has
participated in the Alameda County Urban County Housing and Community Block Grant
(CDBG) Program since 1982. During this current Fiscal Year (2002~03), the City
received $87,'335 in CDBG funding.
Dublin's CDBG allocation for FY 2003-04 is anticipated to be $90,379, an increase of
3%. Based on a formula used by County HUD, funds may be used for certain project
categories as follows:
-Jurisdiction Improvement Projects $67,866
Housing Rehab'flitation $15,913
General Administration $ 6,600
TOTAL $907379
Ms. Abdala discussed the eight proposals received for 2003-04 CDBG funding.' AIl of
the projects recommended for funding meet fhe CDBG program's national objectives of
benefiting low and moderate income persons, However, the total amount requested for
all projects exceeds Dublin's total CDBG funding allocation.
Mayor Lockhart asked if these organizations were made aware of Staff's
recommendations.
Ms. Abdala stated Staff Reports were sent to all of them last Friday. She received several
calls.

Mayor Lockhart stated she would like to see us support Easter Seals ~ Kaleidoscope with
the full $10,000 requested, if possible. They're getting ready to make a major
investment in our community.
Entitlement city funding was discussed.
Cm. Oravetz agreed that ff we get more money, we could fund more. If we get less,
would we just reduce incrementally? ~
Mr. Ambrose stated Staff would have to bring this back to :the Council, He po~ted out
that we have an agreeme~t with Livermore and Pteasanton regarding jurisdiction
funding.
Mayor ~c~art discUSsed the Meals on Wheels program, and commented that it breaks
down to:80 cents a meal.
Mayor Lockhart stated she would like to see if we get additional funds, have it go to
Kaleidoscope.
Ms. Abdala clarified if we get less funding, bring it back to the City COuncil to discuss. If
additional funding is received, it goes to Easter Seals - KaleidOscoPe.
On motion of Cm, Sbranti, seconded by Cm. McCormick, and by unanimous vote, the
Council directed Staff to submit applications for $90,$79 in CDBG funding for FY 2005-
04 as follows: City of Dublin - Sidewalk Ramps $9,844; Dublin Housing Authority -
Arroyo Vista Roof Repair $$4,000; Annual Contribution toward Acquisition/
Rehabilitation of Tri~Valley Haven's Sojourner HOuse as agreed to in the Participating
Agreement between the Cities of LiVermore, Pleasanton, Dublin and County of Alameda
$5,427; Senior Support Program of the Tri~Valley $9,508; Tri~Valley Haven Domestic
Violence Shelter $15,000; Spectrum Communify Services- Meals on Wheels $5,000;
Easter Seals Bay Area - Kaleidoscope After School $ 5~000; and Program Administration
$6,600; and authorized the Mayor to sign and send letter to County of Alameda Housing
& Community Development Department requesting the redirection of $I 5,915 of
Dublin's 200:3-04 CDBG funds from the Alameda County Housing Rehabilitation
Program to the uses hsted above.
