Data, Voice and Television Cabling Project

FINANCIAL STATEMENT: Funds Budgeted for Library Cabling Project: $21,635
DESCRIPTION: As part of the construction of the new Fire Station 17, data cabling
will be required to complete the project. Staff solicited bids to install data, voice and television cabling as
part of the Dublin Fire Station 17 Project.
The scope of work addresses program needs for fire station staff and the overall communication functions
of the station. The project includes the following key elements:
1) Data/Voice cabling and outlets at 45 locations throughout the building
2) The capacity to provide 56 data and 67 telephone connections
3) Television cable connections in thirteen locations
Although not part of the Cabling Project, equipment installed at the completion of the Fire Station 17
Project will include 24 ring down systems, two public emergency phones and connections to the central
dispatching facility. All of the equipment described above is connected to the cable system.
The cabling contractor will work closely with Blackshear Construction, the general contractor for the Fire
Station Project, to install the cabling in the most efficient manner.
BID RESULTS:
A total of five (5) bids were received and are as follows:
1. Data-Line Cable, Inc. $12,985.00
2. KTS Services, Inc. $13,781.00
3. Semans Communications, Inc. $13,861.00
4. AMS.NET $15,683.00
5. AVD $19,900.00

Staff has analyzed all of the bids and finds Data-Line the most responsive. As none of the bidders
completed the bid forms as required but did provide the intent of the bid forms in their submittals the City
Attorney has advised that the lowest most responsive bidder could be awarded the contract. At $12,985
Data-Line Cable, Inc. is the lowest responsive bidder for this project.
CONCLUSION:
Staff has reviewed the bid results, checked with references, and recommends that the City Council adopt
the resolution in Attachment 1 awarding the bid to Data-Line Cable, Inc.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARD OF BID TO DATA LINE CABLE, INC.
FOR CONTRACT NO. 03-07 DUBLIN FIRE STATION
WHEREAS, On September 17, 2002, the City Council approved the construction of the new
Dublin Fire Station 17 and included in the construction is the installation of data, voice and television
cable;
WHEREAS, the project was advertised as required by state law for bids on March 21st 2003; and
WHEREAS, the City received five bids prior to the close of bids on April 18, 2003; and
WHEREAS, the lowest bid received was $12,985 from Data Line Cable, Inc.; and
WHEREAS, the bid was evaluated by staff and determined to meet the intent of the requirements.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award Contract No. 03-07 to the lowest responsible bidder therefore, to wit, Data Line Cable, Inc
at a base bid of twelve thousand nine hundred eighty five dollars and no cents ($12,985) the particulars of
which bid are on file in the office of the City Engineer.
