The original estimate for the lighting portion of the project was $105,950. There are sufficient funds
available in the Fiscal Year 02-03 project budget to award the contract; the Fiscal Year 03-04 budget will
be adjusted to reflect the increased cost.
DESCRIPTION: On April 1, 2003, the City Council authorized Staff to advertise for
bids for Contract 03-04, Lighting for Freeway Underpass Artwork Project. As part of the Capital
Improvement Program project to install artwork at the freeway underpasses at Dublin Boulevard and
Amador Valley Boulevard, this project would install a row of light fixtures above the murals on the
freeway underpass walls.
The fixtures selected are fluorescent, with a color to approximate daylight so that the colors of the murals
will not be affected. A photometric analysis has indicated that the lighting ~vill be an even wash across

the walls. The fixtures and conduit are to be painted a neutral color that will blend with the artwork. The
project also provides for a dimming control to enable the lighting to be dimmed at night. While the lights
will be aimed toward the wall and should be seen only minimally by drivers, Staff would prefer to reduce
the possibility of glare. In the interest of energy savings, it would also be possible to turn the lighting off
completely during certain hours.
A total of nine bids were received for this project. The low bidder is Columbia Electric with a bid of
$148,400.
Staffhas reviewed the bid proposal and is familiar with the low bidder's work. Staff recommends that the
City Council adopt the resolution awarding Contract 03-04 to Columbia Electric, Inc.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARDING CONTRACT 03-04
FREEWAY UNDERPASS ARTWORK LIGHTING
TO COLUMBIA ELECTRIC, INC.
WHEREAS, the City of Dublin did, on April 29, 2003, publicly open, examine, and declare all
sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for
Contract 03-04, Freeway Underpass Artwork Lighting, attthorized by the City Council on April 1, 2003,
which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said
work and for all particulars relative to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the City Engineer, who has recommended that the bid
hereinafter mentioned is the lowest and best bid for doing said work;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
award City of Dublin Contract 03-04, Freeway Underpass Artwork Lighting, to the lowest responsible
bidder therefor, to wit Columbia Electric, Inc., with a bid of One Hundred Forty Eight Thousand, Four
Hundred Dollars ($148,400), the particulars of which bid are on file in the Office of the City Engineer.
BE IT FURTHER RESOLVED that the Mayor is authorized to execute the agreement.
PASSED, APPROVED AND ADOPTED this 20th day of May, 2003.
