SIJBJECT: Joint-Allied Agency DUI Enforcement - California Office of Traffic
Safety (OTS) Grant AL0307, provides funding for joint sobriety
checkpoints, and/or DUI task force operations.

FINANCIAL STATEMENT: All salaries up to $3150. are to be reimbursed by the CHP through
their funding.
DESCRIPTION:
Driving under the influence continues to be a major concern for all law enforcement agencies in the State
of California. The combination of sobriety checkpoint operations, proactive roving DUI patrols, and DUI
task force operations has been instrumental in deterring and removing the impaired driver from our
roadways. However, California still experiences a significant number of fatal and injury traffic collisions
caused by intoxicated drivers.
The California Highway Patrol (CHP) was recently awarded a National Highway Traffic Safety
Administration grant through the Office of Traffic Safety (OTS). This grant provides overtime to
supplement driving under the influence (DUI) enforcement efforts through sobriety checkpoints, DUI task
force operations, and proactive roving DUI patrols.
The CHP has created a project as part of the OTS grant, titled Removing Impaired Drivers (RID). A
portion of the RID project is to contract with allied agencies to conduct DUI roving patrols, jointly staffed
DUI checkpoints and task force operations.
As part of this agreement, Dublin Police Services in partnership with the CHP and the Pleasanton Police
Department would participate in a series of jointly staffed sobriety checkpoints and or roving patrols and
task force operations. The overtime hours accrued by Dublin Police Services would be reimbursed by the
CHP through their OTS grant funding.
Recommendation
Staff recommends that the City Council adopt the attached resolution authorizing the execution of a joint
agreement with the CHP in efforts to conduct a driving under the influence traffic safety project.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN, COUNTY OF
ALAMEDA, STATE OF CALIFORNIA, SUPPORTING THE CONCEPT AND EFFORTS OF
THE CALIFORNIA HIGHWAY PATROL NEEDED TO CONDUCT A DRIVING UNDER THE
INFLUENCE (DUI) TRAFFIC SAFETY PROJECT.
WHEREAS; DUI drivers are a significant traffic safety problem: and
WHEREAS; the California Highway Patrol has received grant funds from the California Office of
Traffic Safety to act as the lead agency for a multi-agency DUI enforcement project entitled Removing
Impaired Drivers Project AL0307; and
WHEREAS; the participating law enforcement agencies are the California Highway Patrol,
Dublin Police Services, and Pleasanton Police Department; and
WHEREAS; the City Council of the City of Dublin has agreed that increasing traffic law
enforcement is an important element in improving public safety.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Dublin, expresses
its strong support for the project and authorizes execution of agreements with participating law
enforcement agencies as provided in the Office of Traffic Safety grant agreement.
