SUBJECT: Public Hearing: Implementation of Traffic/Parking Regulation and
Warning Measures for Civic Plaza and the Civic Center Parking Lot

FINANCIAL STATEMENT: The estimated cost of installing the proposed striping, signing and
red curbing improvements is $3,500. Sufficient funds are budgeted
in the Street Maintenance Operating budget to cover this cost.
DESCRIPTION: The recent completion and opening of the new library at the Civic
Center has altered traffic circulation and patterns within the expanded parking area that City employees
share on a daily basis with the public for parking vehicles. City Staff have observed motorists speeding
along Civic Plaza, the new access drive to the library, and the drive aisles that serve the extended parking
fields.
Civic Plaza is public property which is owned in fee by the City but is essentially a "private street," rather
than public right-of-way. The same is true for the Civic Center parking lot as it is considered to be City-
owned private property. California Vehicle Code (CVC) Section 21113 (a) allows the City Council to
grant permission to the public to use the street and to impose conditions or regulations upon such usage,

(b) requires those regulations or conditions to be posted, and (c) allows the Police Department to enforce
those regulations and any other CVC regulations on that property.
The City's Traffic Safety Committee has reviewed this matter in depth and recommends that certain
striping, signing and parking regulation improvements be implemented within the expanded Civic Center
parking lot to enhance pedestrian and traffic safety. Proposed improvements include the installation of
pavement markings designed to discourage speeding and yield the right-of-way to pedestrians or opposing
traffic movements as appropriate (Attachment 2). It is also proposed that the City adopt a 20 mph speed
limit for Civic Plaza and a 10 mph speed limit for the access drive to the library (Attachment 3). In
addition, it is recommended that the easterly curbline of the library access drive be painted red as a
designated fire lane (no stopping) zone to ensure safety of traffic flow on this drive. The following traffic
regulation and warning improvements are therefore recommended:
1. Install 20 mph speed limit signs and pavement markings on Civic Plaza from Dublin
Boulevard to the library access drive.
2. Install 10 mph speed limit signs and pavement markings on the library access drive and on
Civic Plaza between the library access drive and the Police Services gate.
3. Install a "Fire Lane No Stopping" red curb zone on the easterly curbline of the library access
drive.
4. Repaint the existing red curb on Civic Plaza to clarify the current "No Parking" zone, which
was adopted in 1990.
5. Install one-way STOP control at the intersection of Civic Plaza and the library access drive.
This STOP control would be applied to the library access drive approach.
6. Install YIELD control at the intersections of the library access drive and the three parking
drive aisles. This YIELD control would be applied to the parking drive aisle approaches.
7. Install crosswalk lines along the outer edges of the concrete crosswalks crossing the parking
drive aisles, and install "PED XING" pavement markings in advance of these crosswalks.
8. Install double yellow centerlines on the library access drive.
9. Install a pavement arrow at the end of the library access drive to direct traffic to "keep right"
as vehicles enter the traffic circle in front of the library.
Items 3, 7, and 8 are covered by the California Vehicle Code (CVC) and do not require special approval
by the City Council to be enforceable. Items 1, 2, 4, 5, and 6 are included in the resolution (Attachment
1), and upon adoption, would be added to the City's Traffic Code. The CVC establishes prima facie speed
limits of 15 mph and 25 mph, but allows a local jurisdiction to adopt a higher or lower speed limit as
appropriate. In order to establish enforceable traffic regulations, including the lower speed limit of 20
mph on Civic Plaza and 10 mph in the Civic Center parking lot, it is recommended that the proposed
traffic/parking regulation and warning plan be formally adopted by the City Com~cil.
Staff recommends that the City Council adopt the resolution approving implementation of traffic/parking
regulation and warning measures on Civic Plaza and in the Civic Center parking lot.

APPROVING IMPLEMENTATION OF
TRAFFIC/PARKING REGULATION AND WARNING MEASURES
ON CIVIC PLAZA AND IN THE CIVIC CENTER PARKING LOT
Pursuant to the provisions of Chapter 6.04 of the City of Dublin Municipal Code, the City Council
of the City of Dublin does hereby RESOLVE as follows:
Section 1. In the interest of public safety, the following traffic/parking regulation and warning
measures shall be implemented on Civic Plaza, the access drive to the Dublin Library, and the drive aisles
that serve the extended parking fields:
1. The prima facie speed limit shall be twenty (20) mph on Civic Plaza between Dublin Boulevard
and the library access drive.
2. The prima facie speed limit shall be ten (10) mph on the Dublin Library access drive and on Civic
Plaza between the library access drive and the Police Services gate.
3. The intersection of Civic Plaza and the Dublin Library access drive shall be controlled with one-
way STOP control on the Dublin Library access drive approach.
4. The intersections of the Dublin Library access drive and the parking drive aisles shall be
controlled with YIELD control on the parking drive aisle approaches.
5. Crosswalk lines shall be installed along the outer edges of the concrete crosswalks crossing the
parking drive aisles, along with "PED XING" pavement markings in advance of these crosswalks.
Section 2. The provisions of Section 1 shall be added to Section 6.60.007, Section 6.60.005,
Section 6.16.020, Chapter 6.12, and Section 6.52.010 respectively of the City of Dublin Traffic Code.
