Construction budget for this project is $69,500. As noted in the description below, approximately $3,000 has been earmarked for replacement of two poles by Alameda County Public Works, the City's Maintenance Contractor. DESCRIPTION: On September 16, 2003, the City Council authorized Staff to advertise for bids for Contract 03-16, Street Light Pole Replacement, Phase 2. This is the second year of a proposed six-year project to replace the old painted steel street light poles in subdivisions that were g:Lmiscproj\st lit epole2\agstaward COPIES TO: Bidders ITEM NO. constructed in the 1960's. These ungalvanized poles have deteriorated over time, and many are corroded to the point of needing replacement. The first phase of the project, which included 40 poles, was completed in Fiscal Year 2002-2003, and approximately eight poles were replaced in prior years through the City's street light maintenance contract with Alameda County. The City incurs some liability exposure fi:om the condition of these poles, and it was recommended in the 2002-2003 Capital Improvement Program to begin replacing all of the remaining poles. The second phase project would also replace approximately 38 poles, using the condition assessment conducted in 2002-2003 to identify the poles in the worst condition. The new poles installed will be galvanized steel, which has an estimated life span of 60 years or more. The galvanized poles will reduce ongoing maintenance costs by eliminating the need to paint the poles every five years. As noted in the Financial Statement, Staff is proposing to have two of the poles replaced by the City's maintenance contractor, Alameda County Public Works, due to a logistical problem with overhead power lines. This option appears more efficient and cost-effective than including these two locations in the bid specification. The poles need to be modified to fit under the power lines, and it is proposed to use "salvaged" poles fi:om previous projects to save some of the cost of this work. The cost of the work by Alameda County is estimated at $3,000 or less to cover labor and the cost of modifying the two poles. A total of 10 bids were received for Contract 03-16 on October 7, 2003. The low bidder is Brown and Fesler, Inc., with a bid of $50,312. Since the bid is below the amount budgeted for the work, the additional available funds are proposed be retained in Fund 710 (Citywide Street Light Maintenance Assessment District) for future use. Staff has reviewed the bid documents submitted and is familiar with the low bidder's work. Staff recommends that the City Council adopt the resolution awarding Contract 03-16, Street Light Pole Replacement, Phase 2, to Brown and Fesler, Inc. Page 2 RESOLUTION NO. -03 A RESOLUTION OF THE .CITY COUNCIL OF THE CITY OF DUBLIN AWARDING CONTRACT 03-16 STREET LIGHT POLE REPLACEMENT, PHASE 2 TO BROWN AND FESLER, INC. WHEREAS, the City of Dublin did, on October 7, ~003, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract 03-16, Street Light Pole Replacement, Phase 2, authorized by the City Council on September 16, 2003, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the Director of Public Works, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award City of Dublin Contract 03-16, Street Light Pole'Replacement, Phase 2, to the lowest responsible bidder therefor, to wit Brown and Fesler, Inc., with a bid of Fifty Thousand, Three Hundred Twelve Dollars and No Cents ($50,312.00), the particulars of which bid are on file in the Office of the Director of Public Works. BE IT FURTHER RESOLVED that the Mayor is authorized to execute the agreement. PASSED, APPROVED AND ADOPTED this 21st day of October, 2003.
